SUBJECT: APPROVAL OF MAYOR'S APPOINTMENTS TO THE BOARDS OF THE COSTA
MESA CONFERENCE AND VISITOR BUREAU, TRANSPORTATION CORRIDOR
AGENCY AND THE ORANGE COUNTY VECTOR CONTROL DISTRICT AND
REVIEW OF POTENTIAL NEW COMMITTEES

RECOMMENDATION:
That the City Council approve the Mayor's appointments to the Boards of the:
1. Costa Mesa Conference and Visitor Bureau (CMCVD);
2. Transportation Corridor Agency (TCA);
3. Orange County Vector Control District (OCVCD); and
4. Recommendation for formalizing potential new committees.
BACKGROUND:
The City Council is represented on a number of committees, boards and agencies throughout
the County. In most cases, the Mayor has the authority to appoint the Council representative.
However, the by-laws of the Boards cited above require formal Council approval of the Mayor's
appointments.
There are also a number of informal groups that are meeting as well as additional areas that
City Council might be interested in forming community involved committees. This includes:
Military Affairs Team — This group has been meeting informally for the last few years to
provide assistance to our active military, including the City's adopted 1/5 Marines as well as
local veterans. This group is staff supported.
Other Committee Ideas — Other Committee ideas include housing, special events, bike, etc.
If the City Council choses to consider whether to formalize any new committees, staff would
prepare committee formation forms along with a staff report for a future City Council meeting. If
Council takes action to formalize any new committees, staff would proceed to seek interested
applicants for City Council review and appointment.

No fiscal review is necessary for this item. Staff is currently providing some support to informal
group meetings.
LEGAL REVIEW:
No legal review is necessary for this item.
ALTERNATIVES CONSIDERED:
Do not approve appointments and not move forward with formalizing committees.
CONCLUSION:
Staff is recommending that the City Council formally approve the previously described two-year
appointments by the Mayor and provide direction to staff to explore formalizing any other
committees.
