SUBJECT: 2013-2014 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROJECT: HARBOR
BOULEVARD ALLEY (ALLEY NO. 16) AND BERNARD STREET ALLEY (ALLEY NO. 17
EAST) IMPROVEMENT - CITY PROJECT NO. 14-09

RECOMMENDATION:
1. Accept the work performed by Kalban, Inc., and authorize the City Clerk to file the Notice of
Completion.
2. Release the Labor and Material Bond seven (7) months after the filing date; release the
Faithful Performance Bond one (1) year after the filing date; and release the retention monies
35 days after the Notice of Completion filing date.
BACKGROUND:
On September 16, 2014, a construction contract in the amount of $110,329.65 was awarded to
Kalban, Inc. 9075 Glenoaks Boulevard, Sun Valley, CA 91352. This project consisted of
rehabilitation of the following alleys (Attachment No. 1):
1. Harbor Boulevard Alley (Alley No. 16), located west of Harbor Boulevard, north of Bernard
Street, and east of Charlie Street.
2. Bernard Street Alley (Alley No. 17 East), located west of Harbor Boulevard and just south of
Bernard Street.
The rehabilitation of these two alleys consisted of the removal of the existing asphalt concrete
alley sections, the construction of new Portland Cement Concrete (PCC) pavement sections, and
other incidental work needed to complete the project in accordance with the contract documents.

ANALYSIS:
The work required by the contract documents was completed on December 1, 2014, to the
satisfaction of the City Engineer. The final contract cost amounted to $109,712.13. A report of
the final costs is included herein as Attachment No. 2.
A summary of the costs is as follows:

The final contract price reflects a less than one-half percent (1/2%) decrease to the original
contract as a result of the final quantity adjustments.
As of this date, there are no Stop Notices filed against the monies due to Kalban, Inc.
ALTERNATIVES CONSIDERED:
There were no alternatives considered for this item.
FISCAL REVIEW:
This project was funded from appropriated CDBG funds in the Fiscal Year 2013-2014 budget.
LEGAL REVIEW:
There is no legal review required on this item.
CONCLUSION:
The 2013-2014 CDBG Project: Harbor Boulevard Alley (Alley No. 16) and Bernard Street Alley
(Alley No.17 East) Improvement Project, City Project No. 14-09, has been completed. It is
recommended that the City Council authorize staff to file the Notice of Completion; release the
remaining retention monies 35 days after the Notice of Completion filing date; and release the
bonds accordingly.
