1. Accept the work performed by R.J. Noble Company, and authorize the City Clerk to file the Notice
of Completion.
2. Release the Labor and Material Bond seven (7) months after the filing date; release the Faithful
Performance Bond one (1) year after the filing date; and release the retention monies 35 days
after the Notice of Completion filing date.
BACKGROUND:
On September 3, 2013, a construction contract in the amount of $933,305.00 was awarded to R.J.
Noble Company, 15505 East Lincoln Avenue, Orange, CA 92865. This project consisted of localized
reconstruction of damaged pavement sections; mill and overlay of the streets with asphalt rubber hot
mix; and other work necessary to complete the project in accordance with the contract documents.
A map of the streets rehabilitated under this project is included as Attachment "1 ".

ANALYSIS:
The work required by the contract documents was completed on February 3, 2015, to the satisfaction
of the City Engineer. The final contract cost amounted to $932,789.71. A report of the final costs is
included herein as Attachment 2.
A summary of the costs is as follows:

The final contract price reflects a less than one -percent (1.0%) decrease to the original contract as
a result of the final quantity adjustments.
As of this date, there are no Stop Notices filed against the monies due to R.J. Noble Company.
ALTERNATIVES CONSIDERED:
There were no alternatives considered for this item.
FISCAL REVIEW:
This project was funded from available Measure M2 and Gas Tax funds.
LEGAL REVIEW:
There is no legal review required on this item.
CONCLUSION:
The Arterial Streets Rehabilitation Project, City Project No. 13-08 has been completed. It is
recommended that the City Council authorize staff to file the Notice of Completion; release the
remaining retention monies 35 days after the Notice of Completion filing date; and release the bonds
accordingly.
