RECOMMENDATION
Reject all bids and re -advertise the project.
BACKGROUND
The Land and Water Conservation Fund (LWCF) provides matching grants to state and local
governments for recreation planning, acquisition and development. On May 16, 2012, the Public
Services Department captured a $294,250 grant for the development of the Brentwood Park Master
Plan improvements. The scope of work for this project consists of constructing a decomposed granite
trail, fitness stations, a landscaping and irrigation system, and a picnic area.
ANALYSIS
On December 8, 2014, the City Clerk received and opened three (3) bids for the Brentwood Park
Project 14-17. Two of the bids have been determined to be non-responsive bids due to clerical and
mathematical errors. The lowest responsive bid was from Kasa Construction, Inc., Chino, in the
amount of $811,815 and was 225% greater than the Engineer's estimate of $360,000.
Re -advertisement of the project will not only allow other potential bidders to submit bids for the
project, but will also allow those bidders who submitted incomplete proposals a chance to
submit responsive bids.
ALTERNATIVES CONSIDERED
The City Council may opt to cancel the project, withdraw the project from the Land and Water
Conservation Fund program, and return all funds received to date for the design of the project.
FISCAL REVIEW
Funding for this project is provided by a $294,250 LCWF grant from the California Department of
Parks and Recreation with a $294,250 match of City Park Development Funds allocated in Fiscal
Year 2012-2013. Approximately $92,000 has been expended on the design, $37,150 of which has
been reimbursed by the California Department of Parks and Recreation. Additional funds are being
requested this upcoming fiscal year to complete the project.
LEGAL REVIEW
California Public Contract Code Section 20166 allows the legislative body, at its discretion, to
reject any bids presented for a project and to re -advertise the project at a future date.
CONCLUSION
It is recommended that the City Council reject all bids for the Brentwood Park Project No. 14-17 and
authorize the Public Services Department to re -advertise at a future date.
