RECOMMENDATIONS:
The CEO's office recommends the consideration and adoption of proposed changes to
Council Policy 100-8 (Attachment 1) which deals with City Council conference, meeting &
training expenditures.
BACKGROUND:
Council Policy 100-8 was approved on November 15, 2005 which established rules on the
use of funds from the City Council's Meetings and Conferences Account as it pertains to
discretionary expenditures. Nothing in the policy changed existing policies, code provisions
or other legal restrictions on the expenditure of public funds. Staff is bringing forward for
consideration and adoption, a modification in language relative to the Policy Section - Item
No. 3 and the issue of out of state travel by a Council member.
"Typically, travel by Council members is most occurring within the State of California
specifically the Bay area. There are a few exceptions such as the National League of Cities
Conference in Washington, DC and the ICSC Conference in Las Vegas, Nevada. It has
been determined that travel to the Bay area is a much longer travel than that to Las Vegas
and that maybe the benchmark for seeking City Council approval for travel should be
mileage rather than state lines.
ANALYSIS:
It is approximately 700 miles from Costa Mesa to the City of Eureka at the northernmost
California border. The following language is proposed for consideration and approval:
Any travel within the United States outside of a 700 -mile radius from the
borders of the City of Costa Mesa will require prior approval of the full City Council.
This will eliminate the need for full City Council approval for travel to Las Vegas which is
a major conference location.
ALTERNATIVES CONSIDERED:
Do not approve the modification.
FISCAL REVIEW:
None required.
LEGAL REVIEW:
None required.
CONCLUSION:
The proposed modification to Council Policy 100-8 will assist with the travel of Council
members to destinations outside of the State of California, but a closer proximity to the City
of Costa Mesa than normal areas of travel by Council members within California.
