As a Costa Mesa homeowner, husband, and father, I have a passion for our city and would love to be apart of its direction. My experience includes a 9 year public policy background with positions at the LA County Board of Supervisors, and with 2 member of Congress. Under my current position, as Deputy District Director for Congressman Dana Rohrabacher, I've had the opportunity to work with Costa Mesa city staff and the Costa Mesa Chamber of Commerce. Combined with my Juris Doctorate from Whittier Law School, I possess an understanding of the law necessary to serve in this capacity. I am also an active member at Christ Lutheran Church Costa Mesa where I currently serve on the Board of Education for Christ Lutheran School. As a member of the Costa Mesa street team on homelessness I've developed an intimate knowledge of the needs of this city. At Orange Coast College I chaired many events; however, one that really impacted my life was chairing Special Olympics, an event for kids with special needs. As chair I designated tasks, created schedules, provided support and learning opportunities to both my committee and the kids who came to compete. My goal was to construct a successful event where the volunteers came to understand different people's needs, to learn that everyone counts. To see the smiles from the 350 participants proved to me that the event was a success and made me realize that when one impacts someone's life positively, brings happiness and compassion—skills that are rare but essential in a leader. Seeing these physically challenged kids give their best inspired me to become more involved in student government—so I ran for Student Senator. I had success in student government at OCC. 1 was elected Senator and appointed as a District Student Council representative. In which I had the pleasure to work on legislation, resolutions, and represented more than 30,000 students. In the positions that I have held, it has tested my character and inspired in me the need to remain open to diversity and lead those around me. And the lessons of these experiences have strengthened my leadership skills due to the understanding of different cultures and human personalities. I also decided to give back to my community by becoming a tutor at Save Our Youth. All of these experiences— chairing the Special Olympics committee, the many student government experiences I had, and tutoring at Save Our Youth—have taught me that leadership is not about being dominant, but being able to walk beside those who struggle. Now I am a college student at University of California, Irvine who is expanding his education, knowledge, and opportunities to succeed in life. I realize now that I am responsible for people around me and every choice I make can affect others. My daily walk through the city of Costa Mesa has been a reminder of being a successful community leader, focusing on servitude to the people, community, and to myself. Since the recent "Great Recession", I have been concerned about the financial security of our city. I have seen some of the work of the Pension Oversight Committee and am impressed with the dedication of that group. I would like to join them. My professional background is in financial services with Dean Witter and Morgan Stanley, as a Registered Representative, Branch Manager; and Regional Director. I was a member of the Board of Directors of Dean Witter, as well as a member of the Senior Management Group. I am familiar with the benefits and drawbacks of both defined benefit and defined contribution plans, I am a member of the Finance Committee, since 2012, therefore I have an intimate knowledge of the city's financial status and can see how our contributions to the pension funds affect our ability to provide other necessary services to our citizens. I also serve the community as a member of the Community Emergency Response Team, and as a member of the Advisory Committee for Hoag Hospital and Orthopedic Center, Irvine. I am a graduate of UCLA, and served in the Air Force, entering as an Aviation Cadet and leaving as a Captain. It would be an honor to be selected to the Pension Oversight Committee. I was named a member of the Pension Oversite Committee upon its creation in April 2013, and have been its Vice Chair since the committee's beginning. I believe I work well with the other committee members, city staff, and the POC Chairperson, I continue to believe pension reform is necessary for Costa Mesa. I have been one of the most consistent attendees at committe meetings and spent many hours of personal time to educate myself about the details of the pension issue. I was the initial POC member who pushed for the POC recommendation that Costa Mesa actually pay to Cal PERS the $1.OM it had earmarked (for that purpose) as an additional CaIPERS payment and additional annual payments to help reduce our unfunded liability. I was also the initiator of the POC's recent recommendation to the Council that the City negotiate with the Safety labor associations additional employee contributions toward their pensions. I think employees should contribute the maximum allowed under current labor agreements. I don't think it is fair to the citizens of Costa Mesa that safety employees pay such a small portion towards their pensions. As you know, Costa Mesa (and other cities) has limited ability to change pension law. I've tried to focus on ways Costa Mesa can reduce its pension expenses independent of State involvement. But I am also supportive of Costa Mesa, working with other cities, to lobby for pension reform at the state level. I have lived in Costa Mesa for 12 years in the Upper Birds area of Mesa Verde, where I am raising my family, I am a Deputy District Attorney for the County of Orange. I have a stong interest in making sure that Costa Mesa stays financially viable. Making sure that we can meet our long-term, unfunded obligations is perhaps the single most important part of doing so. I do not have a CalPERS retirement benefit. But I am familiar with the issues as a current member of the Orange County Attorneys Association (OCAA) and as someone who does expect to receive an OCERS pension benefit. OCERS and Orange County have been very proactive in making sure their pension obligations will be fully funded, and will not bankrupt the County. I have been on the board of the OCAA, as mentioned above, as well as on the board of the Constitutional Rights Foundation (CRF) and I have been a member of the governing board of my church for 5 out of the last 15 years, where my entire family is actively involved. I have also volunteered my time and energy at my children's school in various ways. I have been an attorney for 20 years, I went to Boalt Hall at U.C.-Berkeley, I was an associate at O'Melveny & Myers for three years. I began working for the OC District Attorney's Office in 1998, 1 left the office from 2002-2004 to be a founding member of a law firm, Turner Green Afrasiabi & Arledge LLP, where i was also managing partner for same time. I am famillar with reading and understanding financial documents. I have run a small business.
