I am very concerned about the future utilization of city land going forward. I am also concerned about the surrounding area projects that have impacts on the city. I have wide ranging experience in many areas that enables me to have a very well rounded, objective view of issues. I am a UCI graduate after my two years at OCC. I sat on the OCERS board for seven years which gave me experience in board rules of order, institutional investing, budgeting, auditing, human resources, IT contract issues and more. Having participated in a variety of community activities (booster club at Estancia High School, the Sister City exchange program, UNESCO), I am familiar with group dynamics in the civic arena. For this committee, in particular, I can contribute from a variety of perspectives. I commute to work on a bicycle, do most of my errands by bike, ride with a cycling team, and have cycled self-contained from Canada to San Francisco. 1 know the streets of Southern California very well, and having experienced the roads from both a cyclist's and driver's point of view, I can identify areas where improvement is warranted and can offer insight into what I have seen working well in other areas. In addition, 1 was hit by a car and seriously injured while riding home from work last year on a surface street in the city, so I carry that perspective, as well. After attending several bikeways -related meetings of the OCTA, I appreciate how vital it is that our city forms a group to address the issues relating to cycling and walking throughout our communities. Having lived in the City of Costa Mesa since 1972, 1 have walked here for years. In the last 2-3 years I have become an avid bike rider. My goal is to ride 100 miles a week. Currently my rides take me mostly to Newport Beach or Huntington Beach utilizing our City bike lanes, the Santa Ana River Trail and streets where these trails end. I am familiar with the areas that would benefit from improvements to the Master Plan. Some solutions could be as simple as connectivity, while other may require extensive improvements to allow for biking and walking. At Orange Coast College I chaired many events; however, one that really impacted my life was chairing Special Olympics, an event for kids with special needs. As chair I designated tasks, created schedules, provided support and learning opportunities to both my committee and the kids who came to compete. My goal was to construct a successful event where the volunteers came to understand different people's needs, to learn that everyone counts. To see the smiles from the 350 participants proved to me that the event was a success and made me realize that when one impacts someone's life positively, brings happiness and compassion—skills that are rare but essential in a leader. Seeing these physically challenged kids give their best inspired me to become more involved in student government—so I ran for Student Senator. I had success in student government at OCC. 1 was elected Senator and appointed as a District Student Council representative. In which I had the pleasure to work on legislation, resolutions, and represented more than 30,000 students. In the positions that I have held, it has tested my character and inspired in me the need to remain open to diversity and lead those around me. And the lessons of these experiences have strengthened my leadership skills due to the understanding of different cultures and human personalities. I also decided to give back to my community by becoming a tutor at Save Our Youth. All of these experiences— chairing the Special Olympics committee, the many student government experiences I had, and tutoring at Save Our Youth—have taught me that leadership is not about being dominant, but being able to walk beside those who struggle. Now I am a college student at University of California, Irvine who is expanding his education, knowledge, and opportunities to succeed in life. I realize now that I am responsible for people around me and every choice I make can affect others. Living in Costa Mesa for so long has made me very aware of what is going on in the community. I stay up-to-date, whether it be elections, events, city council meetings, etc. This committee caught my interest because I love being outside, walking and riding my bike around the neighborhood, or hiking Fairview Park. I have also been a Senior Vice President and past Chairman of the Board for WATG, an international architectural and planning firm specializing in the design of hotels and resorts. I am recently retired at the end of 2014 although continue with selected involvement with my firm from time to time on projects/clients of interest. I have resided in Costa Mesa for over 10 years, and my business (member of Costa Mesa Chamber of Commerce) is based here as well, Personally, I am interested in walkability access around Costa Mesa for parents with young children. I reached out to the city staff (Raj) via Costa Mesa Connect about six months ago regarding the treacherous crosswalks at Baker & Harbor (far too quickly and need to have the numeric countdown rather than red blinking hand); he was quite receptive and I realize that there is a need for the community to be in constant contact with the city staff about the actual walking routes that are most commonly used. I know there is an informal bikeability committee that has been meeting (which I was not a member of; I only recently found out at the city council meeting where Ms. Foley suggested this Committee be created). I have since joined their FB page. However, walking is more of a concern for me than biking, admittedly. Professionally, I have spent my career in supporting community-based health programs for nonprofits, foundations and public agencies. In particular, I have been involved in countless nutrition & physical activity initiatives- funded through California Endowment, Robert Wood Johnson, Kaiser Permanente and others. Physical activity -related projects include: crafted (2009) The Youth & Family Master Plan for the City of Santa Ana, focused on park usage and physical activity planning, created the Strategic Plan for the Long Beach Alliance for Food & Fitness and, more recently, wrote the Physical Activity Strategic Plan for the State of California, Department of Public Health. For Kaiser Permanente, we have conducted countless park and walkway usage evaluations and assessments that have been used to help the cities and school districts involved (Anaheim and Ontario) inform their programming. I am acutely aware of best practices and research regarding increasing physical activity in communities. In addition, I heard the Mayor recently attended the League of Cities Conference. I wonder if the city is interested in becoming a HEAL City? The HEAL Initiative, funded in part by the League, in collaboration with Kaiser, is housed at California Center for Public Health Advocacy (CCPHA), another past client of my firm. 1 recently attended (February) the Annual Active Living Research Conference (ALR) where the thought -leaders on active living globally meet to discuss emerging practices and data regarding the health and economic impacts of designing healthier, more walkable and bikeable communities. Illy 5 kids and I cannot ride through the alley at the end of Royal Palm to Date street to get to the stores on Harbor because a chain across the alley preventing cars from entering also will not allow bicycles. This can be ameliorated by moving the pole with the chain over a couple feet so we do not have to dismount and walk around. I am also concerned about Baker street and all east west streets. I have lived in Costa Mesa since June of 1967 and know our city streets well. In fact, as regulary cyclists with the Orange County Rebels and Tandem group, my husband and I know most of Orange County roads and bike paths well. In November, I took part in online "conversations" with other Costa Mesans concerned about bike/walkability (Jim Fitzpatrick was the coordinator of this informal group). ! Many of this informal group met in November, 2014, in the 5th floor conference room at City Hall with Ernesto Munoz and Raja Sethuraman. The discussion centered on updates for a Bikeways and Walkability Master Plan. We also discussed bike racks, bike lanes on 19th St., Baker, and Gisler. We concurred that the overall goals were to reduce car traffic, establish bike routes where most needed and; lastly, cyclist and pedestrian safety. One of the participants in this group, Chris Blank, organized a bike tour several weeks later that started at Estancia HS, traveled through the Northwest sector of Fairview Park, along the Tanager Multi-purpose trail to Orange Coast College and then back to our starting point. My husband, Joe; - - and I were part of that small group. On. Jim Fitzpatrick's suggestion, Jim Kane, one of the participants of our little bike tour group, setup a Facebook page called Costa Mesa Bikeability. Jim is the Administrator and asked me to serve as Moderator: The page has more than 150 members and we have read/seen many excellent suggestions with photos attached. l have also participated in the first of two community meetings on Bikeways and Walkability. The Powerpoint presentation by John Holloway and many interactive displays in the room were excellent. We discussed goals and objectives, options for bike/pedestrian routes, and the draft Master. Plan of Bikeways. I plan to participate in the second such meeting soon. In summary, I am an active citizen in my community. I am a member of two Christian -oriented organizations that serve the needy in Orange County. I serve close to 10 hours every week. During the last five years I have become more involved in the community and with city issues. I am interested in finding ways to meet the needs and desires of the residents, and the businesses that serve the residents. My interest in the theories and principles of urban planning grew out of my employment in a real estate -related field, and also due to my son who works in the planning profession. He is an avid cyclist who encouraged me to return to cycling and stimulated my interest in urban and transportation planning. As part of the Bikeability and Walkability Committee's task of reviewing, updating and implementing the city's Master Plan of Bikeways, I would focus on ideas and principles that could benefit Costa Mesa. These would include the creation of more walkable and bikeable neighborhoods, widening our transportation choices and making our streets more predictable for cars, bicycles and pedestrians. One goal would be to make certain that the bikeways would make residents feel that cycling/walking is safe so they could get out of their cars and bike or walk to destinations. I feel that education of the public is important, not only in terms of the safe way to ride a bike, but also how bicycling and being a pedestrian helps our economy by increasing sales volume, leads to a healthier community, and makes our city a more desirable place to live. I would gladly share with the committee my research with respect to how other cities have developed beneficial bicycle and pedestrian plans and my firsthand experience with outreach programs. I am a lifelong bike riding enthusiast (touring, exercise and off road mountain biking) and walking/hiking proponent. I have been a Costa Mesa resident since 1991 and often ride and bike at Fairview Park, around town, and along the Back Bay bicycle trail. I also have two children that are NMUSD students and both of them ride to school everyday on their bicycles. They also travel to sports practice and travel to the beach on their bikes. l have a passionate interest and concern how Costa Mesa school students can safely travel to and from their school. I also recognize the growing number of bike commuters that travel the streets of Costa Mesa. I walk our neighborhood, I take hikes and I am "in step" with the needs and requirements for safe and sensible residential walking conditions. I have been a personal witness to local conversion of residential areas without sidewalks to installation of sidewalks (Eastside Costa Mesa) and experienced the transition from resident provided trash receptacles to Service provided receptacles. I recognized the inevitable conflict from smaller trash receptacles which traditionally were left out on the sidewalk to the new much larger receptacles which would no longer be suitable on sidewalks since they would block pedestrian traffic. I suggested to the city early on that a new directive be issued to residents that trash receptacles should be moved to the street but that suggestion was rejected. Currently all trash receptacles are brought out to the street as i suggested, seems like residents figured that out for themselves after experiencing great inconvenience from blocked sidewalks. I understand the needs of young families that might be pushing a double stroller down the street to aging population that needs level and walkable sidewalks for their safety, i am committed to preserving our great city as myself and other members of our family have made the decision to live here and to insure that our investment in the community and financial investment in home ownership is protected and not just maintained but improved. When I saw the notice for the formation of this new committee I felt compelled to seek out and apply for a position on this committee.
