RECOMMENDATION:
Staff recommends that the City Council:
1. Make appointments to fill two additional regular member positions on the Senior
Commission; and
2. Make appointments to fill five regular member vacancies and two alternate
member vacancies on the Access, Building, Fire and Housing Board of Appeal;
and
3. Make appointments to fill seven regular member vacancies and two alternate
member vacancies on the Cultural Arts Committee; and
4. Make appointments to fill four regular member vacancies and one alternate
member vacancy on the Historical Preservation Committee; and
5. Make appointments to fill six regular member vacancies on the Housing and Public
Service Grant Committee; and
6. Make appointments to fill nine regular member vacancies on the Pension
Oversight Committee; and
7. Make appointments to fill four regular member vacancies: two at -large
representatives, one major developers' representative, and one small developers'
representative, on the Traffic Impact Fee Ad Hoc Committee; and
8. Make appointments to fill fifteen regular member vacancies on the Bikeway and
Walkability Committee.

BACKGROUND:
Senior Commission
2 Appointments
The City Council passed and adopted Ordinance 15-02 on March 3, 2015, increasing the
number of Senior Commissioners from five (5) to seven (7). Staff received thirteen
applications (attached) for the two additional positions on the Senior Commission. The
term for one newly appointed Commissioner will be two years and the other newly
appointed Commissioner will be four years.

The Access, Building, Fire and Housing Board of Appeal consists of seven appointed
positions. The appointed terms of Committee Member Batista, Committee Member
Figueroa, Committee Member Mason, Committee Member Shamma, Committee Member
Weichman, and two alternate member vacancies expire April 1, 2015. Staff received
eight applications (attached) for the seven vacancies on the Access, Building, Fire and
Housing Board of Appeal. The term for the seven newly appointed Commissioners will
be April 2015 through April 2019.

Cultural Arts Committee

Sandra Genis (Alternate)
The Cultural Arts Committee consists of eleven appointed positions which serve
staggered two-year terms. The appointed terms of Committee Member Morita,
Committee Member Grant, Committee Member Wondercheck, Committee Member Eric,
Committee Member Gutierrez, Committee Member Wlasick and one regular member
vacancy expire April 1, 2015; one regular member vacancy and one alternate member
vacancy expire April 1, 2016. Staff received fifteen applications (attached) for the nine
vacancies on the Cultural Arts Committee. The term for seven newly appointed
Committee Members will be April 2015 through April 2017 and two newly appointed
Committee Members will be April 2015 through April 2016.

Historical Preservation Committee

Katrina Foley (Alternate)
The Historical Preservation Committee consists of eleven appointed positions which
serve staggered two-year terms. The appointed terms of Committee Member Parkin,
Committee Member Gardner, Committee Member Juergens, and Committee Member
McQueen expire April 1, 2015; one alternate member vacancy expires April 1, 2016. Staff
received ten applications (attached) for the five vacancies on the Historical Preservation
Committee. The term for four newly appointed Committee Members will be April 2015
through April 2017 and one newly appointed Committee Member will be April 2015
through April 2016.

The Housing and Public Service Grant Committee consists of ten appointed positions
which serve staggered two-year terms. The appointed terms of Committee Member Eric,
Committee Member Dew -Bennett, Committee Member McDonell, Committee Member
Rowden, Committee Member Vu, and Committee Member Mathews expire April 1, 2015.
Staff received eight applications (attached) for the six vacancies on the Housing and
Public Service Grant Committee. The term for the six newly appointed Committee
Members will be April 2015 through April 2017.

Pension Oversight Committee

The Pension Oversight Committee consists of nine appointed positions. The appointed
terms of Committee Member Arthur, Committee Member Taboada, Committee Member
Hutchins, Committee Member Mora, Committee Member Parkin, Committee Member
Sesler, Committee Member Stephens, Committee Member Robertson, and one regular
member vacancy will expire April 1, 2015. Staff received twelve applications (attached) for
the nine vacancies on the Pension Oversight Committee. The term for the nine newly
appointed Committee Members will be April 2015 through April 2017. However, if City
Council intends for the Pension Oversight Committee to be a long-standing Committee,
Staff recommends City Council consider staggering the terms to 5 two-year terms, and 4
one-year terms. Thereafter, all appointments will be for 2 -year terms.

expire April 1, 2015. Staff received six applications (attached) for the four vacancies on
the Traffic Impact Fee Ad Hoc Committee. The term for the four newly appointed
Committee Members will be April 2015 through April 2019.

Bikeway and Walkability Committee
15 Appointments
The Bikeway and Walkability Committee is a newly established committee that will assist
with the review, update, and implementation of the City's Master Plan of Bikeways. Staff
received twenty-eight applications (attached) for the fifteen vacancies on the Bikeway and
Walkability Committee. Staff recommends City Council consider staggering the terms to 8
two-year terms, and 7 one-year terms. Thereafter, all appointments will be for two-year
terms.

ANALYSIS:
A total of one -hundred applicants have submitted applications for appointment to the
Committees and Senior Commission in response to the City's press releases that were
sent on February 26tH, March 61H and March 17tH
ALTERNATIVES CONSIDERED:
None.
FISCAL REVIEW:
Senior Commissioners will receive $100.00 each monthly. Committee Members do not
receive compensation.
LEGAL REVIEW:
No legal review is required for this item.
CONCLUSION:
Staff has provided this report identifying the applicants who wish to serve on various
Committees and Senior Commission.
