HomeMy WebLinkAbout31 - CC-14 - Update of State of California, CA Office - 5/5/2015CITY COUNCIL AGENDA REPORT MEETING DATE: May 5, 2015 ITEM NUMBER: CC -14 SUBJECT: UPDATE OF STATE OF CALIFORNIA, CALIFORNIA OFFICE OF EMERGENCY SERVICES (CAL OES) DESIGNATION OF APPLICANT'S AGENT RESOLUTION DATE: APRIL 23, 2015 FROM: POLICE DEPARTMENT - OFFICE OF EMERGENCY MANAGEMENT PRESENTATION KEITH DAVIS, LIEUTENANT BY: FOR FURTHER INFORMATION CONTACT: KEITH DAVIS, LIEUTENANT (714) 754-5660 RECOMMENDATION: Update the State of California, California Emergency Management Agency (Cal OES) Designation of Applicant's Agent Resolution, under the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988. BACKGROUND: The State of California, Cal OES Designation of Applicant's Agent Resolution authorizes a public entity to submit applications for the purpose of obtaining federal financial assistance, under the Robert T. Stafford Disaster Relief and Emergency Assistance Act. ANALYSIS - The City puts forth a considerable effort towards emergency and/or disaster preparedness and response. An updated Designation of Applicant's Agent Resolution is required to meet Cal OES requirements for reimbursement purposes. A new Designation of Applicant's Agent Resolution for Non -State Agencies is required if the previously submitted document is older than three (3) years from the last date of approval. The City's previously submitted resolution (Resolution #12-36) was on April 17, 2012. ALTERNATIVES CONSIDERED: The City Council may chose not to approve the resolution, which would exclude the City from being eligible for emergency and/or disaster recovery reimbursement from the State. FISCAL REVIEW: There are no fiscal impacts to consider. LEGAL REVIEW: The City Attorney's Office has approved the Resolution of the City Council of the City of Costa Mesa, California, authorizing certain officials of the City to file application with the California Office of Emergency Services (Cal OES) and Cal OES form 130 Designation of Applicant's Agent Resolution. CONCLUSION: Staff recommends the adoption of this resolution update of State of California, Cal OES Designation of Applicant's Agent Resolution. Copies of the updated Designation of Applicant's Agent Resolution will be forwarded to the County of Orange, Sheriff -Coroner Department/Emergency Management Bureau, which acts on behalf of the County of Orange in its capacity as the lead agency for the Operational Area.
