Award a construction contract to C.J. Concrete Construction, Inc., 10142 Shoemaker Avenue, Santa Fe Springs, California, 90670, in the amount of $737,200.00. 3. Authorize the Mayor and the City Clerk to execute the Public Works Agreement. BACKGROUND: The 2014-2015 Street Maintenance Project consists of three distinct phases of work: Phase 1: Parkway and Concrete Repair Project — includes localized repair of damaged curb, gutter, sidewalk, cross -gutters, driveways, and new sidewalk construction. Phase 2: Street Rehabilitation Project — includes asphalt concrete mill and overlay of the roadway. Phase 3: Slurry Seal Project — includes application of a surface coating and sealing of the roadway Concrete improvements located within the City's parkways and streets require ongoing repair and maintenance due to age, maturing trees, soil conditions, water intrusion, and traffic loads. The City's Parkway Concrete Repair Program is funded to repair as many of these damaged areas as possible, and eliminate the potential liability associated with aging parkways. The locations identified for repair are prioritized based on pedestrian and handicap traffic, and the severity of the damage. The locations of parkway improvements within the scope of work of this contract are shown in Attachment The scope of work for this contract consists of localized reconstruction of curb and gutters, driveway approaches, spandrels, cross gutters, wheelchair ramps, and sidewalks; clearing & grubbing; traffic control and all other work required to complete this project in accordance with the contract documents. ANALYSIS: The overall scope of the 2014-2015 Street Maintenance Project includes the removal and reconstruction of damaged pavement sections, milling and overlaying with new asphalt, and reconstruction of damaged parkway improvements over the project limits. Part of the work also includes the application of a slurry seal pavement coating, and the replacement of traffic markings, striping, and traffic control. The scope of this contract covers the reconstruction of damaged parkway improvements over the project limits in coordination with the Parkway and Concrete Repair phasing of the work. The contractor is required to complete all of the tasks necessary to perform the work as outlined in the contract documents. The City Clerk received and opened thirteen (13) bids for this project on February 17, 2015. C.J. Concrete Construction, Inc. was the apparent low -bidder with a bid proposal of $737,200 (Seven hundred thirty seven thousand and two hundred). The Engineer's estimate was $884,330; and the average of the thirteen (13) bids received amounted to $1,267,096.27. An analysis of the bids indicates that this apparent low bidder submitted a proposal that is approximately seventeen percent (17%) lower than the Engineer's estimate. The variance between the low bidder and the Engineer's estimate may be attributed to the highly competitive conditions prevalent in the construction industry at this time. The Bid Abstract is included as Attachment "2". The license and references of C.J. Concrete Construction, Inc., were checked and staff has found them to be in good standing. C.J. Concrete Construction, Inc., has successfully completed other City projects, including most recently the rehabilitation of Tustin Avenue (from 1511 Street to 17th Street), the 2008-2009 Parkway Concrete Repair and New Sidewalk Construction Project, the 2010-2011 Parkway Concrete Repair and New Sidewalk Construction Project, and the 2012-2013 Parkway Concrete Repair and New Sidewalk Construction Project which focused on similar repairs in other areas of the City. ALTERNATIVES CONSIDERED: The alternative to this Council action would be to reject all the bids. If all the bids are rejected, the City would need to readvertise or cancel the project. Staff believes that readvertising the project will not result in lower bids. FISCAL REVIEW: Funding for this project was appropriated in Fiscal Year 2014-2015 from Gas Tax and Capital Improvement funds. LEGAL REVIEW: C.J. Concrete Construction, Inc. has furnished the necessary bonds and insurance, which were approved as to form by the City Attorney's Office. After the award and subsequent execution of the contract, a "Notice to Proceed" will be issued. 01► C����C�1► E The advertisement and bid opening for the 2014-2015 Eastside Neighborhood Parkway Concrete Repair Project, City Project No. 15-02 has been completed. It is recommended that the City Council adopt the plans, specifications, and working details for this project; award the contract to the apparent low bidder C.J.
