BIKEWAY AND WALKABILITY COMMITTEE, AND PENSION OVERSIGHT

RECOMMENDATION:
Staff recommends that the City Council:
1. Make an appointment to fill one at -large representative on the Traffic Impact Fee Ad
Hoc Committee;
2. Make appointments to: a) fill two regular member vacancies on the 15 -member
Bikeway and Walkability Committee; or b) designate school district and Chamber of
Commerce representation as part of the 15 members; or c) increase number of
committee seats to 17 (seventeen) to include permanent representation from the
Newport Mesa Unified School District and the Chamber of Commerce;
3. Make an appointment to fill one regular member vacancy on the Pension Oversight
Committee.
BACKGROUND:
Traffic Impact Fee Ad Hoc Committee

The Traffic Impact Fee Ad Hoc Committee consists of four appointed positions. Staff
received six applications (attached) for the one vacancy on the Traffic Impact Fee Ad Hoc
Committee. The term will be from April 2015 through April 2019.

Bikeway and Walkability Committee

The Bikeway and Walkability Committee is a newly established 15 -member committee that
will assist with the review, update, and implementation of the City's Master Plan of Bikeways.
Staff received nineteen applications (attached) for the two vacancies on the Bikeway and
Walkability Committee. The terms will be from April 2015 through April 2017.
Mr. Max Poling was appointed at the 4/7/15 City Council Meeting and resigned on
4/21/15. Public noticing of this vacancy has been completed in compliance with
Government Code Section 54974(a) (The Maddy Act).
City Council Policy 000-2 states appointed committee members must be Costa Mesa
residents. Applicant Brent Stoll, who was appointed at the 4/7/15 City Council Meeting,
is not a Costa Mesa resident. Should the City Council select Mr. Stoll for appointment,
waiving of Council Policy 000-2 must be included in the motion.
Council member Foley requested that staff explore the possibility of including
representation on this committee from various stakeholders in the city, including the
school district and the Chamber of Commerce. With City Council direction, staff will assist
with facilitating the expansion of this group to include additional stakeholders, or keeping
the committee with 15 members, but further delineating the specific representation to be
added to the current list, as described in Recommendation 2b. Delineating the specific
stakeholders will require staff or the Council reaching out to those groups to seek the
necessary representatives if they are not currently a part of the applicant pool. Please
note that with an expansion of the group from 15 to 17 members, as described in
Recommendation 2c, public notifications would have to be posted pursuant to the Maddy
Act, thus requiring further Council action to fill the two expansion vacancies.

The Pension Oversight Committee consists of nine appointed positions. Staff received
seven applications (attached) for the one vacancy on the Pension Oversight Committee.
The term will be from April 2015 through April 2017.

ANALYSIS:
A total of thirty-two applicants have submitted applications for appointment to the Traffic
Impact Fee Ad Hoc Committee, the Bikeway and Walkability Committee, and the Pension
Oversight Committee, in response to the City's press releases that were sent on April
16t", April 21St, April 29t", and May 8t"
ALTERNATIVES CONSIDERED:
This committee could be expanded to include additional community stakeholders.
FISCAL REVIEW:
None.
LEGAL REVIEW:
No legal review is required for this item.
CONCLUSION:
Staff has provided this report identifying the applicants who wish to serve on the Traffic
Impact Fee Ad Hoc Committee, the Bikeway and Walkability Committee, and the Pension
Oversight Committee.
