SUBJECT: RENEWAL OF AIR SUPPORT SERVICES CONTRACT WITH THE CITY OF
HUNTINGTON BEACH

RECOMMENDATION:
Authorize the CEO to administratively execute a renewal of the current contract with
the City of Huntington Beach for helicopter support services from July 1, 2015 until
June 30, 2018, not to exceed the amount of $300,000 dollars annually.
BACKGROUND:
On June 7, 2011, the City Council voted to authorize the CEO to execute a short-term
contract with the City of Huntington Beach for helicopter services from July 1, 2011 to
December 31, 2011. On November 15, 2011, the City Council voted to authorize the
CEO to execute an amendment extending the term until June 30, 2012. On June 19,
2012, the City Council voted to authorize the CEO to execute an extension to June 30,
2015.
The Huntington Beach Air Support Unit (ASU) maintains three MD 800 NOTAR
helicopters which serve neighboring cities, as well as the City of Costa Mesa. They
employ two full-time mechanics who perform the majority of the scheduled maintenance
and unscheduled repairs. Since 2011, the ASU has provided Costa Mesa with acceptable
coverage by responding to and assisting on calls for service when appropriate. In
addition, the ASU has been responsive to police patrol check requests, fire department
requests, and other specialized assignments.
ANALYSIS:
The current agreement will expire on June 30, 2015. If it is not extended, the City will not
have access to daily air support services, but instead will be limited to emergency air
support services only, in accordance with local mutual aid agreements.
ALTERNATIVES CONSIDERED:
No other alternatives have been considered.
FISCAL REVIEW:
The cost for air support service is $700.00 per hour of flight time, not to exceed $300,000
in any single fiscal year over the three-year contract. The FY 15-16 Proposed Budget
has included an amount for services until June 30, 2016. Additional years will be
budgeted accordingly.
LEGAL REVIEW:
The City Attorney's office has reviewed and approved the attached Professional Services
Agreement as to form and content.
CONCLUSION:
The current contract with the City of Huntington Beach for air support services expires on
June 30, 2015. Staff believes the contract should be extended for three years with one
year options.
