SUBJECT: PARKWAY CONCRETE REPAIR PROJECT (PROJECT "C"), CITY PROJECT
NO. 13-19

RECOMMENDATION:
1. Accept the work performed by C.J. Concrete Construction, Inc. and authorize the City Clerk to file
the Notice of Completion.
2. Release the Labor and Material Bond seven (7) months after the filing date, release the Faithful
Performance Bond one (1) year after the filing date; and release the retention monies 35 days after
the Notice of Completion filing date.
BACKGROUND:
On March 18, 2014, a construction contract in the amount of $822,580.00 along with Change Order
No. 1 in the amount of $164,500.00 was awarded to C.J. Concrete Construction, Inc., 10142
Shoemaker Avenue, Santa Fe Springs, California, 90670 for the parkway maintenance and new
sidewalk construction in the following neighborhoods:
• Upper and Lower Bird Neighborhood bounded by Adams Avenue to the North, Tanager Drive
to the South, Sandpiper Drive to the West, and Harbor Boulevard to the East;
• Westside Neighborhood bounded by Joann Street to the North, Victoria Street to the South,
Pacific Avenue to the West, and Harbor Boulevard to the East;
• Area around Trinity Church bounded by Olympic Avenue to the North, Paularino Avenue to
the South, Bear Street to the West, and Bristol Street to the East.
• Mesa Del Mar area bounded by Baker Street to the North, Arlington Drive to the South,
Fairview Road to the West and the 73 Freeway to the East.
The scope of work under this contract consisted of localized reconstruction of damaged curb and gutter,
cross gutter and spandrels, driveway / driveway approach, and sidewalks. All of the work was performed
in accordance with the contract documents.
ANALYSIS:
This contract positively impacted the Upper and Lower Bird, Westside, Trinity and Mesa Del Mar
Neighborhoods. The work required by the contract documents was completed on March 31, 2015, to the
satisfaction of the City Engineer. The final contract cost amounted to $985,499.00. A report of the final
costs is included herein as Attachment "1 ".
A summary of the costs is as follows:
Original Contract Cost: $822,580.00
Contract Change Order: $164,500.00
Final Quantity Adjustments: ($ 1,581.00)
Final Contract Cost: $985,499.00
The Change Order for this project was for additional work related to the reconstruction of damaged
improvements in other areas of the City.
The final contract price reflects a 19.8% increase to the original contract as a result of the
aforementioned Change Order and final quantity adjustment. Pursuant to Council Policy No. 700-1,
once the sum of the cumulative change orders for a project exceeds 10% of the original contract
amount, all change orders must be approved by the City Council. At the March 18, 2014, Council
Meeting, the City Council approved contract Change Order No. 1 and authorized the Chief Executive
Officer to execute said change order.
A listing of the parkway repair and new sidewalk construction locations completed with this contract is
shown herein as Attachment "2". Each street was reviewed, prioritized, and repaired based on the
City's parkway repair criteria.
As of this date, there are no Stop Notices filed against the monies due to C.J. Concrete Construction,
Inc.
ALTERNATIVES CONSIDERED:
There were no alternatives considered for this item.
FISCAL REVIEW:
This project was funded from Gas Tax revenue and Measure "M" funds from the Fiscal Year 2013-2014
budget.

LEGAL REVIEW:
There is no legal review required on this item.
CONCLUSION:
The Parkway Concrete Repair Project (Project "C"), City Project No. 13-19, has been completed. It is
recommended that the City Council authorize staff to file the Notice of Completion; release the
remaining retention monies 35 days after the Notice of Completion filing date; and release the bonds
accordingly.
