RECOMMENDATION:
1. Accept the work performed by Patriot Contracting & Engineering, Inc. and authorize the City
Clerk to file the Notice of Completion.
2. Release the Labor and Material Bond seven (7) months after the filing date; release the
Faithful Performance Bond one (1) year after the filing date; and release the retention monies
35 days after the Notice of Completion filing date.
BACKGROUND:
On September 16, 2014, a construction contract in the amount of $598,650.00 was awarded to
Patriot Contracting & Engineering, Inc., 22601 La Palma Avenue, Suite 100, Yorba Linda, CA
92887. This project consisted of rehabilitation of the following alleys (Attachment No. 1):
• Palmer Street Alley (Alley No. 67) located between Westminster Avenue and 15th
Street.
• Palmer Street Alley (Alley No. 69) located between Westminster Avenue and Santa
Ana Avenue.
• 17th Place Alley (Alley No. 99) located between Santa Ana Avenue and Raymond
Avenue.
• Santa Ana Avenue Alley (Alley No. 100) located between 17th Place and Alley 101.
• 1711 Place Alley (Alley No. 101) located between Raymond Avenue and Alley No. 100.
• Fairway Place Alley (Alley No. 117) located between Orange Avenue and Fairway
Drive.
• Lillian Place Alley (Alley No. 118) located between Orange Avenue and Fairway
Drive.
The rehabilitation of these alleys consisted of removal of the existing asphalt concrete alley
sections, the construction of new Portland Cement Concrete (PCC) pavement sections, and other
incidental work needed to complete the project in accordance with the contract documents.

After Improvements
The work required by the contract documents was completed on May 1, 2015, to the satisfaction
of the City Engineer. The final contract cost amounted to $508,269.08. A report of the final costs
is included herein as Attachment No. 2.
A summary of the costs is as follows:
Original Contract Cost: $ 598,650.00
Final Quantity Adjustments: ($ 90,380.92)
Final Contract Cost: $ 508,269.08
The final contract price reflects a fifteen (15%) percent decrease to the original contract as a
result of the final quantity adjustments.
As of this date, there are no Stop Notices filed against the monies due to Patriot Contracting &
Engineering, Inc, Inc.
ALTERNATIVES CONSIDERED:
There were no alternatives considered for this item.
FISCAL REVIEW:
This project was funded from Gas Tax revenues.
LEGAL REVIEW:
There is no legal review required on this item.
CONCLUSION:
Rehabilitation of the Palmer Street Alley (Alley No. 67 and Alley No. 69), 17th Place Alleys (Alley
No. 99 and Alley No. 101), Santa Ana Avenue Alley (Alley No. 100), Fairway Place Alley (Alley No.
117), and Lillian Place Alley (Alley No. 118) Improvement Project - City Project No. 14-10 has
been completed. It is recommended that the City Council authorize staff to file the Notice of
Completion; release the remaining retention monies 35 days after the Notice of Completion filing
date; and release the bonds accordingly.
