RECOMMENDATION:
It is recommended that the City Council provide direction to staff whether to move
forward with providing financial assistance for the completion of a Veteran's museum
that will be situated at the Orange County Fairgrounds.
BACKGROUND/ANALYSIS:
At the June 2, 2015 City Council meeting, current Orange County Fair Board member
and soon-to-be retired General Manager of the Orange County Employees Association,
Mr. Nick Berardino, announced that a new non-profit foundation had been formed to
provide support and funding for a New Veteran's Museum that will be situated on the
Orange County Fairgrounds. Named "Hero's Hall", construction and repurposing of the
relocated existing Army Barracks will be mostly paid with funds allocated by the OC Fair
Board.
Mr. Berardino went on to explain that additional funds would be necessary for the
construction of displays and to potentially pay for staff and for general upkeep of the
Museum. He explained that due to the importance of this effort, the Orange County
Employee Association (OCEA) had pledged $25,000 towards the endeavor. Mr.
Berardino asked for a similar matching contribution from the City of Costa Mesa City
Council and Mayor Mensinger requested that staff prepare a report.
The estimated opening of the museum is tentatively planned for Veterans Day (Nov.
11) 2016, and will celebrate Costa Mesa and Orange County's rich military history and
heritage.
FISCAL REVIEW:
Providing immediate funding may be accomplished with contingency funds or with
funding from the CEO's existing program budget for fiscal year 2014-15. If Council's
direction is to wait until after the new fiscal year, contingency funds may be utilized at
that time.
LEGAL REVIEW:
No legal review is required.
CONCLUSION:
Staff is requesting that the City Council provide direction whether to move forward with
providing financial assistance for the completion of a Veteran's museum that will be
situated at the Orange County Fairgrounds.
