FAIR CATTLE DRIVE

RECOMMENDATION:
Adopt the Resolution (Attachment 1) designating event routes for the 2015 Orange County Fair
Cattle Drive and approve the temporary street closures (Attachment 1, Exhibit B) for August 8,
2015, as requested for the 2015 Orange County Cattle Drive.
BACKGROUND:
A Special Event Permit application was submitted by the Orange County Fair to the City on May
27, 2015 (Attachment 2) requesting permission to close certain streets to conduct a Cattle Drive
on August 8, 2015. The application is currently being reviewed by the City's Special Event
Committee, comprised of representatives from various City departments.
The City Council has approved this event in 2007 and 2008. For those events, the cattle were
staged in Fairview Park and the Cattle Drive used Placentia Avenue, Victoria Street, Harbor
Boulevard and Fair Drive to reach the Orange County Fair and Event Center (Fairgrounds). The
2007 event was held on a Friday and the 2008 event was held on a Saturday. The 2008 event
also included a bicycle procession following the cattle. Both of these events were well received
and well attended by the community. There was considerable planning between the City and
Orange County Fair staff resulting in a successful execution of these events.
The proposed 2015 Cattle Drive would be on Saturday, August 8, 2015, and includes two (2)
sub -events due to the staging of cattle and dogs, and support horses at different locations.
Cattle and dogs would be staged in the Orange Coast College campus, west of the recycling
center on Adams Avenue. The support horses would be staged in the Fairgrounds at the
equestrian facility. The staging area locations are shown in Attachment 3. The cattle, dogs,
and horses will be moved to their respective staging areas on Thursday, August 6, 2015.
On the event day, August 8, 2015, the horses would move in a procession from the Fairgrounds
to the Orange Coast College entrance on Adams Avenue through the Mesa Del Mar
neighborhood starting at 9:00 a.m. The route through Mesa Del Mar includes Junipero Drive,
Presidio Drive, Lorenzo Avenue, Salvador Street, Monterey Avenue, EI Camino Drive, and
Adams Avenue. The cattle drive is then proposed to start at 10:30 a.m. from the intersection of
Adams Avenue/Pinecreek Drive and proceed west turning left onto Mesa Verde Drive East. The
drive then turns right onto southbound Harbor Boulevard and left onto eastbound Fair Drive.
Once on Fair Drive, the cattle drive will proceed east and enter the Fairgrounds through the
Vanguard Way entrance. Attachment 4 depicts the requested route for the cattle drive.
Since the proposed routes for this event are not among the three (3) previously -approved Special
Event street areas in the currently approved resolution (Attachment 5), City Council approval is
required for these new street closures.
ANALYSIS:
City staff has met with representatives from the Orange County Fair to discuss and coordinate
operational details of the cattle drive and related events. Unlike the 2007 and 2008 cattle drives,
the proposed staging areas are outside the City right-of-way within the Orange Coast College
complex and the Fairgrounds' equestrian center. There will be temporary lane closures on Adams
Avenue during the unloading of cattle on August 6, 2015.
The cattle drive will occur on Saturday August 8, 2015. As in previous cattle drives and similar
such events, staff from both the Police Department and the Transportation Services Division have
determined the proposed route closures. The affected event streets with approximate closure
duration are listed in Attachment 6. These will be implemented in a sequential and segmented
manner in order to minimize disruptions to businesses as well as the public. The entire procession,
from the start at the Adams Avenue/Pinecreek Drive intersection to the Fairgrounds is anticipated
to take approximately one (1) hour. A total of 20 sworn officers and 17 to 20 non -sworn officers will
be stationed or following the procession to ensure traffic control and public safety. A majority of the
sworn officers will be contracted from the Orange County Sheriff's Department directly by the
Orange County Fair. For the prior events, approximately 10,000 persons were in attendance along
the cattle drive route.
The Orange County Fair will provide written notification about the cattle drive to all property owners
and tenants by mid-July. Several properties including the Mesa Verde Collection, Mesa Verde
Center, and Azulon along Mesa Verde Drive East will experience temporary closures of
approximately 15 minutes as the cattle drive turns from Adams Avenue and runs toward Harbor
Boulevard. In addition, there will be temporary closures for businesses along Harbor Boulevard
when the cattle drive runs from Mesa Verde Drive East to Fair Drive. The Police Department will
ensure that closures are lifted as the drive passes through to minimize disruptions to resident and
business activities. Emergency access to all properties will be provided at all times.
The Orange County Fair will be conditioned to provide changeable message signs on Harbor
Boulevard and Adams Avenue for three (3) days in advance of the cattle drive to provide potential
delay warnings to motorists. In addition, the Orange County Fair through the Costa Mesa
Chamber of Commerce will disseminate cattle drive information to businesses along Mesa Verde
Drive East and Harbor Boulevard. Staff believes that with these notifications, and due to the short
duration of the event, the impacts to the public will be minimal.
All streets will be cleaned immediately after the cattle, horses, and dogs move through the streets
and prior to the streets being reopened. City Maintenance staff will review the proposed clean-up
process/waste management plan and include conditions on the permit to ensure compliance with
applicable codes and laws.
ALTERNATIVES CONSIDERED:
One alternative would be not to approve the requested route as submitted and direct the
applicant to revise the route to use other streets. This alternative, however, may result in
cancellation of the proposed event due to the shortage of time for planning this event. Another
alternative would be to modify the hours of the event. If this alternative is selected, staff will
work with the Orange County Fair in implementing this option, provided it is acceptable to them.

The City Council may also choose not to approve the resolution and the requested street
closures. This will result in the cancellation of the 2015 Cattle Drive event.
FISCAL REVIEW:
The Orange County Fair will enter into a contract with the Orange County Sheriff's Department to
provide the majority of the sworn officers. The City will be reimbursed for the actual cost of City
Police services used in support of the 2015 Cattle Drive pursuant to the Traffic Management
Services agreement entered into earlier with the Orange County Fair and Event Center. The
applicant will also reimburse the City for the Fire and staff support services for the event per the
Special Event application.
LEGAL REVIEW:
As part of the Special Event Permit application, the applicant will be required to provide the City
with indemnity and insurance per the City's requirements. The City Attorney has reviewed and
approved the attached resolution as to form.
CONCLUSION:
A Special Event Permit application has been submitted to the City requesting closure of certain
streets on August 8, 2015, to conduct the 2015 Cattle Drive event. Staff requests City Council's
approval to close the identified streets for this event. In addition, staff requests adoption of the
Resolution designating the event routes in compliance with Costa Mesa Municipal Code, Section
9-208.9.
