SUBJECT: SOLE SOURCE PURCHASING OF ZOLL CARDIAC MONITORS

RECOMMENDATION:
Approve and authorize the Chief Executive Officer to sign the sole source purchase request
for specialized cardiac monitors and associated accessories from Zoll Medical Corporation
in an amount not to exceed $419,000.
BACKGROUND:
In order to provide Paramedic/Advance Life Support level care for the residents of Costa
Mesa, the Fire Department is required to carry manual cardiac monitor -defibrillators on
all of its paramedic capable apparatus. These units perform critical diagnostic and
treatment interventions necessary to provide the appropriate care for patients with cardiac
and other life threating emergencies.
The current "E° Series cardiac monitor -defibrillators in use by the Fire Department have
become obsolete due to improved technology. The monitors have exceeded their 5 -year
industry standard field deployment, thus it is necessary to purchase the new specialized
cardiac monitors. Zoll Corporation has the cardiac resuscitation system that meets the
needs and specifications of the Fire Department. Currently, the Fire Department carries
five (5) Zoll "Auto Pulse" automatic Cardia Pulmonary Resuscitation (CPR) chest
compression devices on our fire apparatus, which are used in conjunction with the "E"
Series monitors for the treatment of cardiac arrest victims. If the Fire Department was to
switch to another vendor this ability would be lost.
ANALYSIS:
1. Equipment Integration & Compatibility- only the Zoll system is designed for, and
capable of, electronic interface between the Zoll "X" Series monitor -defibrillator and
the Zoll "Auto Pulse" automatic "CPR" chest compression device.
2. Twelve (12) Lead Technology- only the Zoll "X" Series monitor -defibrillator uses the
Inovise 12 lead algorithm which improved the reliability of the tracings and enables
the paramedics to get the patient to the appropriate Cardiac Receiving Center faster.
3. Improved Technology: Real Time CPR Quality Analysis — The Zoll "X" Series
monitor -defibrillator has a feature that provides real time feedback to firefighters
when performing manual "CPR" that helps ensure the compressions and ventilations
administered are of the correct depth, rate, and timing.
4. Improved Technology: See Through CPR"- The Zoll "X" Series monitor -defibrillator
has a feature that allows paramedics to determine the patient's cardiac rhythm
without interrupting chest compressions. The American Heart Association has
determined that delivering consistent high quality "CPR" with minimal interruptions
significantly improves the chance of survival for cardiac arrest victims.
ALTERNATIVES CONSIDERED:
There are no alternatives as Zoll is the sole manufacturer and source of the "X" Series
monitor -defibrillators for the Emergency Medical Services market. Zoll will not sell the "X"
Series Defibrillator to the City of Costa Mesa through any vendor or dealer.
FISCAL REVIEW:
Funding in the amount of not to exceed $419,000 for the purchase of this cardiac
resuscitation system has been appropriated and is included in the fiscal year 2015-2016
adopted budget.
LEGAL REVIEW:
No legal review required.
CONCLUSION:
For all of the aforementioned reasons, the Fire Department respectfully requests that the
City Council approve the issuance of a sole source purchase order to Zoll Medical
Corporation for the purchase of the Zoll Medical Corporation's cardiac resuscitation
system, consisting of eleven (11) "X" Series monitor -defibrillators for a total cost not to
exceed $419,000.
