I do agree with their flyer's statement that St.John's "seeks to enhance the quality of life for our local community by bringing our neighborhood together together with the people who grow and make our food.... and supporting Costa Mesa based community development.... I also appreciate their work in providing a location for the elderly and their participation in providing space for substance abuse healing. I have a number of concerns to address: TRAFFIC 1) St. John's occupies the area at the Southwest corner of the intersection of Orange Ave and Bay Street. 2) Orange Ave is a busy secondary traffic arterial of the Eastside of Costa Mesa. The 173 OCTA bus line utilizes Orange Ave as a Route Monday through Friday. There is a bus stop, (both a plus and a minus for their proposed market), at the northeast corner of St John's property. 3) If you research Costa Mesa Police Records you will find that the area from the intersection of Orange Ave and 20th St, past Bay Street, to the intersection of Orange Ave. and 21 st, has more speeding violations issued than any other area along the entire length . of Orange Ave 4) Orange Ave is the first through street east of Newport Blvd and handles, I feel, more than its share of overflow traffic from Newport Blvd. Summer is only weeks away. Traffic during weekends increases greatly during the summer when the 55 becomes congested. This condition is especially exacerbated on Sundays when both St John's and St Jochim's are conducting Sunday services during the same time that the largest number of people are trying to get to the beach. 5) If St John's intends to utilize their parking lot as their marketplace, including sales stalls and parking for the vendors, there is not sufficient off street parking. Please remember that even now, today or any other day, there is not sufficient on street parking on Bay Street nor Orange Ave to support the additional traffic for a "community market place". 6) Regarding Orange Ave: Tuesday should not be a option day as that is trash collection day. Wednesday should not be an option day as that is street sweeping day. 7) When you check with the Costa Mesa Fire Department you will find that because of the nature of St John's manor, the fire department receives a large number of requests for assistance at the facility. This facility is part of the property proposed site to be utilized as a marketplace. Would this use encumber the CMFD's ability to respond to emergency requests? Could the City incur any liability for this? RETAIL NEED CONCERN 1) Costa Mesa also has a very good Farmer's Market at the fairgrounds every Thursday. This site is not far away. 2) Growers Ranch, a retail fresh produce seller that sells fresh, including organic produce, and some local products is LESS THAN 1000' AWAY FROM ST JOHNS (as the crow flies), next to Gary's business In conclusion I consider St John's idea to be good, but the location for any business, in an already overcrowded residentially zoned area, would be unfair to the surrounding residents. The plan presents itself as an opportunity for the Eastside neighborhood to have access to local products, but we sincerely believe that there is no reasonable need for a retail outdoor market in this specific location that outweighs the potential for a risky vehicle and pedestrian traffic problem in an already tight area. It is basically a plan to have a huge yard sale every single Saturday in an area that was not designed for it. 1. Orange and Bay is already a busy spot. It is in a neighborhood of homes with no stop lights and frequent walkers. On Saturdays, Orange Street is filled with churchgoers for various large ceremonies, bicyclists going down to the beach, and walkers to 19"' street and 17'h street businesses. if you have ever been in Corona del Mar on Saturday morning for their farmer's market off of PCH, it is clear how it is a burden to the surrounding neighborhood. Visitors come and go constantly, destroying the peace of what should be a Saturday in a beautiful neighborhood. 2. The Orange and Bay Avenues area was not designed for retail establishments. We as homeowners moved to the area expressly to be away from commercial areas and yet still a nice walking distance to desired stores. Our homes on Buoy Street, just one street over from Bay, were purchased expressly because of the lack of through traffic, and others parking in front of our homes. We already have vehicles parked on our street from people who do not live on our street, due to the rehabilitation homes on Bay and the apartment complexes on Bay, as well as the tightly spaced housing on Orange Avenue across from Buoy Street. 3. The people in the neighborhood already have several options, many more than almost all neighborhoods, for fresh local produce. The local businesses, specifically Grower's Ranch and Mother's Market, are walking distance within our neighborhood, and are open daily. These businesses are good neighbors and are located off of main roads so that traffic is not an issue for those who live around them. In addition, there is a fresh local produce, farmer's market style, available at the OC Fairgrounds three days a week. There is no need for more choices. Simply, this is not a good thing for the location. We have tried to accept the burden of others using our area as temporary visitors as good neighbors and citizens, but adding the traffic of vehicles and pedestrians to an area that is meant to be a family -friendly, safe place to raise our children in the name of providing produce and other products every single Saturday is too much. Please consider us as your neighbors, and what is already going on. Please do not add this burden to our little area. My points of my opposition are the following: - Zoning: The current zoning is not for commercial enterprises. ,Within one block of this church there are already several property owners who operate businesses our their homes for the use of substance abuse rehabilitation. This is a neighborhood for me to raise my four month old daughter and the residents of this community are very close knit. A church site should be used to bring the community together but not a profit center. If the church would like to partner with a local property owner in a commercially zoned parcel, I would support these efforts 100%. -Existing Competition: Please take note that there is an existing local "farmer's market" located within two blocks of this church. Grower's Ranch, recently renovated on Newport Blvd., has been serving this community with fresh produce since the 1960's. It is located within a five minute walk from the church site. This is a well established business that pays property taxes, sales tax and provides the same healthy food at competitive prices. Costa Mesa must remain a pro-business environment and to expect a business with tax overhead to compete with a church who has no tax burden is simply unfair. If the argue for a farmer's market is to provide fresh, affordable and locally grown produce to our city, this service already exists and I would be appalled to allow the city to have the church cannibalize this business. If there were a commercial strip mall, a pious owner would never permit competing interests in the same center. -Traffic: The parking lot can accommodate a farmer's market but not the parking required to make it successful. This will require people to park on Buoy Street, Bay Street and Orange Ave. Currently Orange Avenue has one of the highest speeding ticket numbers on the east side of Costa Mesa. It has become a thoroughfare through a residential neighborhood. On a personal note, I just brought my entire garden/parkway up to drought tolerant standards and cannot stop the foot traffic and litter from infecting the time and money I have spent to be a real example of what the city's planners are hoping for. On a personal note, I purchase my house 18 months ago. I love the neighborhood and my neighbors. I have a beautiful new baby girl and I think the fabric of our neighborhoods need to stay in tact. I 100% support a Costa Mesa farmer's market, my hometown of Santa Monica has one of the best in the country. What makes it great is its accessibility, full community support and the fact that it is held in an area where no residences are affected. I would hope the planning commission drives down 17th Street and sees the potential to provide this service somewhere in this area. It would link Eastside Costa Mesa and Newport Heights including West Costa Mesa. There will hardly be any increase in traffic or parking issues, because most residents (like myself) would walk or ride bikes to the small farmers market. Since it is so small, it is very unlikely to attract residents of other communities to drive there cars and increase the congestion in our neighborhood. As a licensed California real estate broker, I can assure you that surrounding property values will not suffer from this. Quite opposite, values will most likely increase because the majority of Eastside home buyers are now younger couples/families. These buyers tend to flock to walkable neighborhoods with amenities such as farmers markets. This is precisely the reason my wife and I bought our home in Eastside. We do not need any more traffic in this area. 2. PARKING a. We already have parking issues with the Saint Joachim Catholic Church especially on the weekends. They do not have enough parking for their congregation. They park blocks from the Saint Joachim Catholic Church up and down Orange Avenue all the way to Bay Street, up and down 20th Street and Fullerton Avenue. Where would the people that are coming to the flea market park? There is no place for them to park. People are already parking on the corners of the block, and blocking driveways. Please do not add to our parking issues. 3. RESIDENTIAL AREA this is a residential area not a commercial area. Please have the Flea Market in a commercial area. The Orange County Swap or Orange Coast College Swap Meeting is close by and have opened spaces. We do not need a flea market in a residential area. Take the commercial business to the commercial area. Plus this area is not zoned for commercial, lens not opened that door. This is where we live; we do not need more strangers in the area. These are our homes where we the residences pay taxes (don't believe churches pay taxes) and where many have lived for many years. I am a resident of the East Side of Costa Mesa, and as such a neighbor of the proposed farmers market. I am not affiliated with the Episcopal Church of St. John the Divine or the proposed farmers market in any way. I write in favor of the proposed community farmers market not only as an interested neighbor, but also as a planning professional. I hold a Bachelor of Science Landscape Architecture from the University of Wisconsin. The focus of my studies at Wisconsin were real estate and land use planning. Earlier in my career I was a Principal Planner with the Department of Planning, Zoning, and Environmental Quality of the County of Lake, Illinois. In that role I was a member of the team that administered the County's Subdivision and Zoning Ordinances. Churches are an interesting land use. Municipal zoning ordinances around the Country have traditionally established that churches are a permitted use in most every zoning district, including residential districts, despite the fact that the nature of the land use ... the size of the building, the height of structures, the amount of parking, the vehicle traffic they generate, their hours of operation, and their many and varied ancillary uses ... are more similar to uses typically restricted to commercial zoning districts. The reasons for this are many, but one core argument for permitting churches to be built and to operate in residential neighborhoods is that churches are seen to provide an important place for community gathering, and therefore a church is a valuable asset to a residential neighborhood. Among the safest and.most desirable to live in neighborhoods are those that provide their residents with multiple places for community gathering such as parks, schools, churches, and libraries. The retail operations of the proposed farmers market, by themselves, are arguably out of character with a suburban residential neighborhood; however, as a temporary ancillary use of a church property, the event like nature of a farmers market is very consistent with a church's role as a valuable place for community gathering. Although the proposed farmers market will be open to all, it will not likely make for destination shopping; people are not likely to drive from long distances to shop this farmers market. In fact, for this farmers market to be a success, the people who shop the market will necessarily be my neighbors from the East Side of Costa Mesa. We will choose to shop the farmers market not only for access to artisanal and organic products not always available to us in our neighborhood shopping districts along 17th Street and Newport Boulevard, but because we enjoy and value the opportunity to informally gather with our neighbors and to participate in a standing community event. Go to a community farmers market and observe what happens there; Corona Del Mar's weekly farmers market as an example. Take a cup of coffee, find a bench or a curb, and spend an hour observing the comings and goings. Pay attention to what happens not so much at the retail stalls, but what happens in between the stalls. You will see that friends and neighbors meet. They talk about local events and issues. They strengthen friendships and neighborly bonds. They are active participants in a community event. You will also observe that many people walk or ride bikes to and from their local farmers market. They frequently bring their own reusable shopping bags. In conclusion, I believe a farmers market is more about community than it is about retail sales.
