SUBJECT: 2012-2013 STREET REHABILITATION PROJECT — CITY PROJECT NO. 13-01

RECOMMENDATION:
1. Accept the work performed by R.J. Noble Company and authorize the City Clerk to file the Notice of
Completion.
2. Release the Faithful Performance Bond one (1) year after the filing date; and release the retention
monies 35 days after the Notice of Completion filing date.
BACKGROUND:
On April 16, 2013, a construction contract in the amount of $3,687,155.00 was awarded to R.J. Noble
Company, 15505 E. Lincoln Avenue, Orange, CA 92865 for the construction of the 2012-2013 Street
Rehabilitation Project, City Project No. 13-01. This contract is a major component of an overall $4.5
million dollar project that consisted of parkway repair and rehabilitation of asphalt concrete pavement
sections. Areas within the limits of the Street Rehabilitation Project were analyzed to determine the
condition of the existing pavement and concrete surfaces and then prioritized for rehabilitation and/or
reconstruction. The project map is included herein as Attachment "'I". Staff negotiated quantity
adjustments to the original contract scope which resulted in cost savings which were applied to
rehabilitate additional streets as identified in Attachment "2".

ANALYSIS:
The work required by the contract documents was completed on July 15, 2015 to the satisfaction of the
City Engineer. The final contract cost amounted to $3,613,891.83. A report of the final costs is included
herein as Attachment 3.
A summary of the costs is as follows:

The final contract price reflects a 1.9% decrease to the original contract as a result of the
aforementioned final quantity adjustments.
As of this date, there are no Stop Notices filed against the monies due to R. J. Noble Company.
ALTERNATIVES CONSIDERED:
There were no alternatives considered for this item.
FISCAL REVIEW:
This project was fully funded with available Gas Tax funds from fiscal year 2012-2013.
LEGAL REVIEW:
There is no legal review required on this item.
CONCLUSION:
The scope of work for the 2012-2013 Street Rehabilitation Project has been completed to the
satisfaction of the City Engineer. It is recommended that the City Council authorize staff to file the Notice
of Completion; release the remaining retention monies 35 days after the Notice of Completion filing
date; and release the bonds accordingly.
