RECOMMENDATION:
Uphold the Parks and Recreation Commission's determination that the proposed Fairview Park
North Bluff Trail Realignment is consistent with the Fairview Park Master Plan.
BACKGROUND:
The Fairview Park Master Plan was originally approved in March of 1998, revised in February 2001,
and revised again in November 2002. The Master Plan provides a framework for future park
improvements which can be constructed in an orderly and consistent manner.
On December 4, 2012, the City Council awarded a contract to Kabbara Engineering, 121 North
Harwood Street, Orange, CA 92866-1626, in the amount of $160,387 for the design of the
Fairview Park Bike Trail Improvement project.
On August 27, 2015, the Parks and Recreation Commission reviewed the proposed realignment
of the existing multipurpose trail through the north bluff (Attachment 1). The Commission
concluded that the proposed realignment is consistent with the Fairview Park Master Plan
(Attachment 2).
On September 2, 2015, Council Member Genis requested that the action by the Commission be
reviewed (Attachment 3).
ANALYSIS:
The action by the Commission is one of "first steps" in the process of implementing the proposed
improvements. Should the City Council also concur that the proposed realignment is consistent with
the Master Plan, the next step is to authorize a change order to the design contract with Kabbara
Engineering at a future meeting. The design consultant will prepare improvement plans and
necessary exhibits for the completion of the environmental documents for the new alignment.
The environmental review will include technical reports that address biological resources within the
project limits including the riverine habitat designation by the United States Fish and Wildlife.
Following the approval of the California Environmental Quality Act (CEQA) and federal National
Environmental Policy Act (NEPA) requirements, the project design will be completed and will proceed
for implementation.
ALTERNATIVES CONSIDERED:
The City Council may determine that the realignment of the existing multipurpose trail is not
consistent with the Fairview Park Master Plan and direct staff to complete the project along the
existing alignment. It should be noted that this alternative requires the construction of retaining walls
to support the slope and extensive grading within the core area of Archaeological Site CA -ORA -58.
FISCAL REVIEW:
There is no fiscal impact for the proposed action. However, should City Council approve the
proposed realignment, the steps that follow will have fiscal impacts that when combined with the
implementation cost will yield a net savings to the overall project cost.
LEGAL REVIEW:
There is no legal review required for this item.
CONCLUSION:
Council Member Genis has requested that the action by the Parks and Recreation Commission
for the proposed realignment be reviewed for consistency with the Fairview Park Master Plan and
include a map from the United States Fish and Wildlife Service that depicts the presence of Riverine
habitat in the area of the proposed path (Attachment 4).
