RECOMMENDATION
Approve and authorize the Chief Executive Officer to execute an agreement for the
purchase of a 2016 Ford F450, 2 -wheel drive supercab truck with a `Roadline TPMT'
stencil/paint truck bed through the National Joint Powers Alliance (NJPA) #102811 -NAF
with National Auto Fleet Group, 490 Auto Center Drive, Watsonville, California 95076 in
the amount of $114,759.27.
BACKGROUND
Included in the City's adopted FY 2015-16 Operations and Capital Improvement
Budget, this purchase will replace the existing paint/stencil truck, Unit #317, a 1992
Ford F350 flatbed truck used by the Traffic Operations Section for the painting of
roadway markings, crosswalks, and curbs.
ANALYSIS
Purchasing this vehicle through the National Auto Fleet Group Contract #102811 -NAF
in conjunction with the National Joint Powers Alliance (NJPA) meets all requirements
set forth in the City of Costa Mesa's purchasing policy manual and all requirements set
forth by the State of California in regards to regional cooperative purchasing
agreements. The NJPA established pre -approved vendors following a nation-wide
competitive bid process. This assures that the City receives the lowest available pricing
and meets the competitive bid process requirements, and has been utilized successfully
for several previous vehicle purchases.
ALTERNATIVES CONSIDERED
The replacement of the paint/stencil truck could be denied. However, due to the age
and poor condition of the existing paint/stencil truck, rebuilding or refurbishing this
vehicle is not a cost effective option. Not having an operational paint/stencil truck will
result in a potential increase in the City's liability and a significant decline in the level of
service in the painting of essential roadway markings, such as crosswalks, stop

messages, bike lane legends, residential red curb and other similar markings. Staff
does not recommend this option.
FISCAL REVIEW
The FY 2015-16 Public Services Department budget provided $120,000 for the
replacement of this vehicle. The cost of the new vehicle is $114,759.27.
LEGAL REVIEW
There is no legal review required on this item.
CONCLUSION
Staff recommends that the City Council approve and authorize the Chief Executive
Officer to execute an agreement for the purchase of a 2016 Ford F450, 2 -wheel drive
supercab truck with a `Roadline TPMT' stencil/paint truck bed through the National Joint
Powers Alliance (NJ PA) #102811 -NAF with National Auto Fleet Group, 490 Auto Center
Drive, Watsonville, California 95076 in the amount of $114,759.27.
