RECOMMENDATION:
1. Accept the work performed by All American Asphalt and authorize the City Clerk to file the Notice
of Completion.
2. Release the Labor and Material Bond seven (7) months after the filing date; release the Faithful
Performance Bond one (1) year after the filing date; and release the retention monies 35 days
after the Notice of Completion filing date.
BACKGROUND:
On November 5, 2013, a construction contract in the amount of $2,737,737.00 was awarded to All
American Asphalt, P.O. Box 2229, Corona, CA 92878-4671 for the Harbor Boulevard and Adams
Avenue Intersection Improvement Project.
The work performed at this intersection included the following:
• Addition of third eastbound left -turn lane
• Addition of second southbound right -turn lane
• Extension of the length of vehicle storage area for the northbound left -turn lanes
• Addition of a northbound far -side bus turn -out
• Consolidation of southbound bus turn -outs
• Decorative crosswalks and sidewalks
• Enhanced landscaping

ANALYSIS:
The work required by the contract documents was completed on May 11, 2015 to the satisfaction of
the City Engineer. The final contract cost amounted to $3,482,734.52. A report of the final costs is
included herein as Attachment 1.

Change Order No. 1 revised the construction of a "knee wall" and the parking lot lighting for Connell
Chevrolet, including minor hardscape adjustments; and deleted contractor work for street lighting
which was completed by Southern California Edison (SCE).
Change Order No. 2 added additional working days to the contract due to SCE rescheduling, and
adding forty-two (42) queen palm tree installations on Harbor Boulevard.
Change Order No. 3A revised various items including widening the center median areas for street
lighting, demolition and removal of old street sections below medians, landscape restoration on
adjacent private property, and additional decorative sidewalk installation beyond the original contract
limits.
Change Order No. 3B is for various bid item quantity increases for hardscape such as driveway
approaches and curb and gutter due to actual field conditions.
Change Order No. 4 incorporated an additional allocation of $478,000.00 to the project as approved
by the City Council on July 1, 2014. The approved change order authorized the expenditure for
enhanced landscaping and electrical improvements in the median and parkway areas of Harbor
Boulevard, and payment for increased quantities for the removal of a street structural section and
other bid items as dictated by field conditions.
Change Order No. 5 was a no -cost change order that included credit for deletion of variable thickness
asphalt concrete overlay and replacement with asphalt rubber hot mix, and payment for minor traffic
signal items, additional traffic signage, and thicker structural sections for decorative crosswalks
resulting in no net contract increase.
The final contract price reflects a 27.21% increase to the original contract as a result of the
aforementioned change orders and final quantity adjustments.
As of this date, there are no Stop Notices filed against the monies due to All American Asphalt.
ALTERNATIVES CONSIDERED:
There are no alternatives to be considered for this item.
FISCAL REVIEW:
This project was fully funded with Measure M2 revenues, State -Local Partnership Program
(SLPP) funds, and Traffic Impact Fee funds.
LEGAL REVIEW:
There is no legal review required on this item.

CONCLUSION:
The Harbor Boulevard and Adams Avenue Intersection Improvement Project, City Project No. 13-
09, has been completed. It is recommended that the City Council authorize staff to file the Notice
of Completion; release the remaining retention monies 35 days after the Notice of Completion
filing date; and release the bonds accordingly.
