SUBJECT: 2013-2014 SLURRY SEAL PROJECT, CITY PROJECT NO. 13-15

RECOMMENDATION:
1. Accept the work performed by American Asphalt South, Inc. and authorize the City Clerk to file the
Notice of Completion.
2. Release the Faithful Performance Bond one (1) year after the filing date; and release the retention
monies 35 days after the Notice of Completion filing date.
BACKGROUND:
On March 18, 2014, a construction contract in the amount of $374,138.10, and a contract change order
in the amount of $74,827.62 for extra work at original contract prices were issued to American Asphalt
South, Inc., 14436 Santa Ana Avenue, Fontana, CA 92337, for the construction of the 2013-2014
Slurry Seal Project, City Project No. 13-15. This project is the third and final phase comprising the
City's 2013-2014 Street Maintenance Project consisting of parkway concrete repair, asphalt concrete
mill and overlay, and slurry seal of existing asphalt concrete pavement sections. The streets
addressed for maintenance under this contract are located in the following neighborhoods:
• Upper and Lower Bird Neighborhood bounded by Adams Avenue North, Tanager Drive South,
Sandpiper Drive West, and Bristol Street East;
• Mesa North Neighborhood between Fairview Road and SR -73 freeway and Baker Street to 1-
405 freeway;
• Westside Neighborhood bounded by Joann Street to the North, Victoria Street to the South,
Bear Street West, and Bristol Street East;
• Area around Trinity Church bounded by Olympic Avenue North, Paularino Avenue South, Bear
Street West, and Bristol Street East.

ANALYSIS:
Improvements Completed
The overall scope of work for the 2013-2014 Street Maintenance Project includes three phases: removal
and reconstruction of damaged parkway concrete, mill and overlay of asphalt pavement sections, and
placement of slurry seal. The scope of this contract includes the application of a Type I slurry seal
pavement coating and the replacement of pavement striping and traffic control markings.
This contract beautified neighborhoods throughout the City by re -surfacing roadways and providing
preventative maintenance. The application of Type I slurry seal and pavement markings was completed
on February 10th, 2015, to the satisfaction of the City Engineer. The final contract cost amounted to
$335,847.05. A report of the final cost summary is included herein as Attachment "2".
A summary of the costs is as follows:
Original Contract Cost:
$374,138.10
Change Order No. 1
$74,830.00
Final Quantity Adjustments:
($113,121.05)
Final Contract Cost:
$335,847.05
The final contract price reflects a 25% decrease to the original contract as a result of the
aforementioned final quantity adjustments.
As of this date, there are no Stop Notices filed against the monies due to American Asphalt South, Inc.
ALTERNATIVES CONSIDERED:
There were no alternatives considered for this item.
FISCAL REVIEW:
This project was fully funded with available Gas Tax funds from fiscal year 2013-2014.
LEGAL REVIEW:
There is no legal review required on this item.
CONCLUSION:
The scope of work for the 2013-2014 Slurry Seal Project has been completed to the satisfaction of the
City Engineer. It is recommended that the City Council authorize staff to file the Notice of Completion;
release the remaining retention monies 35 days after the Notice of Completion filing date; and release
the bonds accordingly.
