SCOPE OF WORK This project consists of the preliminary design and final development of construction plans, specifications and estimates for the re -alignment of the Fairview Park Bike Trail, from its existing paved alignment to the "canyon" alignment located easterly of the existing trail alignment in Fairview Park, located at 2525 Placentia Avenue, in the City of Costa Mesa, County of Orange, State of California. This scope of work also includes construction documents for landscape planting and temporary irrigation improvements for the Fairview Park Habitat Coastal Sage Scrub Restoration Area, as requested by the City and as shown on the attached exhibit. Construction PS&E will be incorporated into a single bid package with the existing planned improvements at Canyon, Placentia and Pacific per the original contract scope of work. In an effort to expedite and maintain the City Schedule, we have developed a scope of work outlining the following required steps necessary to complete this project: A. Project Analysis and Review Organize and attend 5 additional progress meetings with City staff for design review and coordination purposes. Includes preparation of meeting minutes within 1 week of meeting. B. Design Survey Perform field survey to supplement the aerial topographic survey, and to identify existing site specific topographic features, elevations, and improvements, including cross sections of the proposed trail drain alignment and canyon slope area (top and toe of slopes) elevations and trail j oin locations as required for design purposes. Includes field review of project to identify special conditions and conflicts. Locate and identify horizontal and vertical control used (Orange County benchmark). 2. Update the existing topographic base map for the project area at 20 scale, using computer aided drafting (AutoCAD 2014) and the results of the supplemental field topographic survey data. C. Construction Documents 1. Prepare preliminary and final precise grading and paving plans for the proposed trail re- alignment, including paving, slope and local area drainage improvements, at a scale of 1 "=20'(H) per City request in plan view only. The plans shall include plan sheets, detail sheets with typical cross sections, construction notes, bid item numbers, and miscellaneous details, as required. Assumes SPPWC retaining wall standard plans will be used for any required walls, and no separate wall plans or structural design is included herewith. 2. Prepare preliminary storm drain improvement plans and profiles, including bioswale design, as required to mitigate drainage along the new trail alignment. Includes hydrology and hydraulic analysis and calculations, construction notes, bid items and miscellaneous details as required for construction. PAGE i OF 2 Landscape Design (by Kobata Associates Inc.- subconsultants): Kobata Associates, Inc. will provide the following Landscape Architectural Services for the Fairview Park Habitat Restoration Area Coastal Sage Scrub, per the attached City of Costa Mesa exhibit and bike trail re -alignment: a. Prepare Preliminary Opinion of Probable Cost for the Project, using Microsoft Excel. 5. Submit 5 sets of prints of 70% Improvement Plans, Specifications & Cost Estimates, to City for review and comments. 6. Revise preliminary improvement plans and plot final improvement plans, including Title sheets, detail sheets, plan sheets. 7. Prepare Final Specifications and Final Opinions of Probable Construction Cost. 8. Submit 5 sets of prints of 100% Improvement Plans, Specifications & Cost Estimates, to City for review and comments. 9. Specifications and estimates shall be submitted in hard copy and on flash drive using Microsoft Word and Excel 2000. D. Exhibits for Environmental Documentation (Hourly Estimate) Prepare Exhibits of the proposed improvements upon City request, as required by the City's environmental consultant to support their documentation of the proposed project. E. Geotechnical Investigation (by SCS&T Inc: subconsultants) Southern California Soil & Testing, Inc., (SCST) will provide geotechnical engineering services for the alternate alignment of the planned multipurpose trail at Fairview Park in the City of Costa Mesa, California. We understand the alternate alignment will be situated in a ravine that has bottom levels comprised of undocumented fill. The City wishes to evaluate the undocumented fill for suitability as subgrade support for the planned trail. SCS&T will explore subsurface conditions by drilling 2 test borings with a hand auger to a depth of 5 feet or refusal, whichever is less. An SCST engineer or geologist will log the test borings and assess the relative density of the materials encountered. The results of the investigation will be summarized in a written addendum report complete with field data. OPTIONAL SERVICES: 1. Structural Design, Calculations & Details for Retaining Walls 2.
