Authorize the sole source purchase of two (2) Pierce ArrowXT Fire Engines from South
Coast Fire Equipment, Inc., 2020 South Baker, Ontario, CA 91761. The total net
purchase cost, including state/local taxes and manufacturer -discount shall be
$1,340,961.44.
BACKGROUND:
In FY 2015-16 proposed budget, Fire Department and Public Services -Fleet
Maintenance staff recommended that the 1989 Emergency One (E -One) 1500 GPM
Pumper and the 1991 E -One 1500 GPM Pumper be replaced due to increasing
maintenance costs and time out -of -service for repairs. This recommendation was
approved in the FY 2015-16 adopted budget.
The two (2) new Fire apparatus are vital to ensure appropriate life and property
protection for the residents and businesses in Costa Mesa. The 1989 E -One Pumper
(Unit #520) will be 27 years old by the time the new vehicle arrives; and the 1991 E -
One Pumper (Unit #526) will be 25 years old by the time the new vehicle arrives. The
Fire Department/Fleet Services has a standard of 15 year front line service and 5 year
reserve service.
ANALYSIS:
On July 21, 2009, City Council approved authorization of a sole source purchase for a
Fire apparatus from South Coast Fire Equipment, Inc. South Coast Fire Equipment,
Inc. represents Pierce Manufacturing. Pierce Manufacturing is being utilized as it is the
only Fire apparatus manufacturer that offers a Detroit Diesel powerplant engine.
Presently, all ten of the City's Fire apparatus have Detroit Diesel powerplant engines.
Six Fire apparatus are manufactured by American LaFrance, which has ceased
operations. Three Fire apparatus are manufactured by Emergency One Incorporated,
which no longer provides Detroit Diesel powerplant engines. As stated earlier, one Fire
apparatus is manufactured by Pierce Manufacturing. Thus, utilizing Pierce
Manufacturing will allow the City to continue standardizing parts since all ten of the
City's Fire apparatus have Detroit Diesel powerplant engines and City Council approved
the previous Fire apparatus purchased from Pierce Manufacturing in 2009. Also,
utilizing Pierce Manufacturing will be more cost efficient regarding maintenance and
repairs as Pierce Manufacturing has a sole source contract with Detroit Parts. The City
can purchase and stock parts to service and repair the Fire apparatus in a timely
manner. It allows the City to be more efficient with maintenance and operation
procedures.
ALTERNATIVES CONSIDERED:
No other manufacturer offers a Detroit Diesel powerplant engine. Fleet Services is
submitting a sole source form to purchase two Fire apparatus with Detroit Diesel
powerplant engines from Pierce Manufacturing. It ensures uniformity and resolves
maintenance issues since other vendors are unable to provide parts and services.
Standardization of apparatus for the Fire Department is critical to Fire Operations.
FISCAL REVIEW:
Funding in the amount of not to exceed $1,340,961.44 for the purchase of two (2)
Pierce ArrowXT Fire Engines, and has been appropriated and included in the fiscal year
2015-2016 adopted budget. In addition, Pierce has submitted a bid that includes a
100% pre -payment discount of $55,648.00 for two Fire apparatus.
LEGAL REVIEW:
None required until contract review.
CONCLUSION:
For all of the aforementioned reasons, the Fire Department and Fleet Services
respectfully request that the City Council approve the source purchase of two (2) Pierce
ArrowXT Fire Engines for a total cost not to exceed $ 1,340,961.44.
