RECOMMENDATION
Approve and authorize the Chief Executive Officer to execute a purchase order for the
purchase of one new 2016 114SD Freightliner Conventional Chassis with a
compressed natural gas powered engine and a fifteen foot (15') 10/12 cubic yard
capacity dump bed, through the National Joint Powers Alliance (NJPA) #102811, in
conjunction with National Auto Fleet Group, 490 Auto Center Drive, Watsonville, Ca
95076 in the amount of $181,334.16.
BACKGROUND
Included in the City's adopted FY 2015-16 Operations and Capital Improvement
Budget, this purchase will replace three (3) existing dump trucks with one new piece of
equipment. This will reduce the number of dump trucks in the City fleet to more cost
effectively meet the operational needs of the Maintenance Services Division.
This purchase provides for a dump truck that will be used primarily by the City's Street
Maintenance Section. This vehicle will replace three (3) existing dump trucks that have
exceeded their useful life:
• Unit #342 a 1984 Ford LT -9000 with 185,469 miles. This vehicle has a cracked
frame and blown head gaskets. The cost of repair is greater than the value of the
truck.
• Unit #345 is a 1986 Freightliner with 355,000 miles. It requires a new engine and
transmission.
• Unit #184 is a 1990 Ford F-700 with 128,013 miles. It has extensive engine and
body wear and age related damage. Parts for this vehicle are difficult to locate
and it has extreme difficulty meeting the bi-annual smog testing requirements.

The purchase of a dump truck with a compressed natural gas (CNG) powered engine
furthers the City's goal of meeting the California Air Resources Board (CARB)
requirements for pollution reduction of Tier Four heavy equipment. The CARB
regulations are intended to remove diesel -powered heavy equipment from the air basin
as they reach the end of their useful life, or to re -power newer equipment with CNG
powered engines.
ANALYSIS
Purchasing this vehicle through National Auto Fleet Group in conjunction with the
National Joint Powers Alliance (NJPA) meets all requirements set forth in the City of
Costa Mesa's purchasing policy manual and all requirements set forth by the State of
California in regards to regional cooperative purchasing agreements. The NJPA
established pre -approved vendors following a nation-wide competitive bid process.
This assures that the City receives the lowest available pricing and meets the
competitive bid process requirements, and has been utilized successfully for several
previous vehicle purchases.
The City Council adopted the FY 2105-16 Public Services Department operating budget
which included the elimination of three heavy duty dump trucks and the purchase of
one new replacement vehicle. With the elimination of the residential paving program
previously performed by City staff, there is no longer a need to have several heavy duty
dump trucks in the fleet. City staff no longer hauls large quantities of asphalt or
excavated spoils requiring multiple trucks. The residential streets are rehabilitated
through the Capital Improvement Program utilizing contract services. City crews
continue to do moderate size street repairs, excavations, haul purchased aggregate
and take large loads of debris to the landfill necessitating at least one large dump truck
be retained in the City fleet. This vehicle would also be a key piece of equipment
should there be a local emergency involving flooding, building or road collapse or other
event involving the need to import or export materials.
ALTERNATIVES CONSIDERED
The replacement of the dump truck could be denied. However, due to the age and poor
condition of the existing trucks, rebuilding or refurbishing these vehicles is not a cost
effective option. Not having an operational dump truck will result in potential increases
in the cost of waste disposal, a significant decline in the level of service provided during
street renovation projects and a loss of the ability to deliver requested materials such as
sand or rock during emergency and inclement weather events. Staff does not
recommend this option.
FISCAL REVIEW
City Council allocated $200,000 in funding for this purchase through adoption of the FY
2015-16 Public Services Department's operations budget.

CONCLUSION
Staff recommends that the City Council approve and authorize the Chief Executive
Officer to execute a purchase order for the purchase of a 2016 114SD Freightliner
Chassis with a fifteen foot (15') dump bed through the National Joint Powers Alliance
(NJPA) #102811 -in conjunction with National Auto Fleet Group, 490 Auto Center Drive,
Watsonville, CA 95076, in the amount of $181,334.16.
