AMENDED AND RESTATED BYLAWS OF THE COSTA MESA

RECOMMENDATION:
Staff recommends that the Housing Authority adopt Resolution No. 2015-01 entitled: A
RESOLUTION OF THE COSTA MESA HOUSING AUTHORITY APPROVING AND
ADOPTING THE SECOND AMENDED AND RESTATED BYLAWS OF THE COSTA
MESA HOUSING AUTHORITY.
BACKGROUND:
The regularly scheduled Housing Authority meetings are scheduled for the second
Tuesday of each month at 6:30 p.m. However, most Housing Authority meetings are
cancelled. If the Housing Authority has an item that needs to be heard, it is added to a
special joint meeting with the City Council. It would be advantageous to change the day
and start time of the Housing Authority meeting to occur concurrently when the City
Council Meetings are held, the first and third Tuesday of each month.
Staff is also recommending the following additional changes:
1. The Mayor be designated as Chair and the Mayor Pro Tem as Vice Chair and the
City Clerk shall be the Secretary of the Housing Authority; and
2. The Order of Business shall be the same as City Council meetings.
FISCAL REVIEW:
There is no fiscal impact for implementing the proposed change in the start time.
LEGAL REVIEW:
The City Attorney has approved the resolution as to form.

CONCLUSION:
Changing the bylaws of the Housing Authority will allow the regularly scheduled
Housing Authority meetings to be held concurrently with City Council meetings.
