BACKGROUND:
The Comprehensive Annual Financial Report (CAFR) is prepared by the City's Finance
Department in conformity with generally accepted accounting principles and Governmental
Accounting Standards Board (GASB) requirements. It is audited by the independent public
accounting firm of White Nelson Diehl Evans LLP. The CAFR provides a point in time
snapshot of financial information. The Governmental Accounting Standards Board (GASB)
Statements 68 and 71 took effect for this reporting period and required significant changes
to the reporting of pension plans and their related debt.
Financial Update Report I Page 1
The City Council adopted the FY 2015-16 budget on June 23, 2015. The total budget was
$154,189,869 including the General Fund budget of $115,202,900. The Mid -year Budget
Report reviews the status of FY 2015-16 General Fund revenues, expenditures, other
budget issues and updates the Library/Community Center/Park funding plan.
The value of financial planning is to extend the planning horizon beyond the traditional
twelve months of the annual budgeting cycle. This enables City leadership to observe
trends, and become aware of potential issues earlier than without the plan, thus allowing
more time to craft strategies and solutions. The plan serves as a basis for dialogue and
planning. Its existence may also help to reaffirm or upgrade the City's credit rating. A new
financial plan model focused on the City's general fund has been developed. Two levels of
summary data are provided.
ANALYSIS:
See the individual reports and their attachments.
CONCLUSIONS:
The June 20, 2015 CAFR fairly and accurately represents the City's fiscal year financial
results and financial position as of June 30, 2015. The City has received a "clean" audit
report as there have been no management letter comments requiring management action
or adjustments related to the CAFR.
The City's FY 2015-16 actual revenues and expenses in total are on track with budget
expectations. The revised General Fund budget is $117,330,310 including carryovers. The
review and approval of the recommended budget changes will update the City's budget to
reflect the current revenue expectations and expenditure requirements that help enable the
City to continue providing the community with quality programs and services.
The five-year plan provides the City with an extended planning horizon and a basis for
dialogue and planning. The plan reveals two key issues for the next five years. First, there
are no large amounts of funding for new initiatives without replacing current services,
waiting for existing debt to be paid off or issuing new debt. Second, with modest revenue
growth from a good, stable economy, the City can continue current operations at budgeted
service levels, pay for projected pension costs, pay for current debt obligations, continue to
dedicate 6.5% of general fund revenues to capital improvements and capital facilities
projects, and maintain current levels of reserves. Small deficits of 1.3 to 2.7% of general
fund revenues occur and will be balanced during the annual budget processes.

BACKGROUND:

CAFR June 30, 2015 1 page 1
ANALYSIS:
This report will focus on the CAFR FY 14-15 reporting of the General Fund. The CAFR is
referenced as Attachment 1A. Due to the size of this report, it is being made available on
line at the City's website:
http://www.costamesaca.gov/modules/showdocument.aspx?documentid=20562
A reference copy is also available at the City Hall in the City Clerk's office. A reference
copy will also be available at the City Council meeting.
As reported in the CAFR, revenues were $3,318,601 or 3% above budget and expenses
were $8,556,284 or 8% below budget. After accounting for operating transfers for capital
projects, the General Fund had a positive change in fund balance (surplus) of $3,615,625.
(See pages 26, 94 and 95.) Details on the causes of these variances follow.
Revenues: The positive revenue variance of $3,318,601 resulted mainly from four items:
• Sales tax was $51,115,064; $946,064 or nearly 2% over budget.
• Grants and other reimbursements were $1,747,795; $902,638 or 107% over budget
mainly due to the receipt of a portion of prior year claims for State mandated cost
reimbursement.
• Investment income of $1,463,378 was $1,166,951 over budget due to the
restatement of the general fund loan to the Park Development Fee Fund.
• Miscellaneous revenue of $1,260,202 was $358,242 over budget due to the State
payment of $626,386 on the redevelopment loan. This was partially offset by under
budget amounts for several other smaller items.
Expenses: The positive expenditure variance of $8,556,284 resulted mainly from the
following items:
• Employee costs were $7,658,000 under budget due to vacant positions partially
offset by increases in overtime and use of part-time employees.
• Operations and maintenance costs were $898,000 under budget mainly due to under
budget amounts for contracted help, consultants and acquisition costs.
Debt: There are only three outstanding bond debt obligations. These are being paid off
according to the established debt repayment schedules.
The Governmental Accounting Standards Board (GASB) Statements 68 and 71 took effect
for this reporting period and required significant changes to the reporting of pension plans
and their related debt. These changes include:
• The net pension liability amount of $214,555,366 is now included in the City's
government -wide balance sheet amounts. Previously this amount was disclosed in
the footnotes. While the government -wide net position is still a positive $67,402,811,
it reflects a substantial decrease from the prior year when the liability was only
reported in the footnotes. (See page 18.)
CAFR June 30, 2015 1 page 2
• Footnote 13 (page 64) regarding the defined benefit pension plan has been
substantially modified from a four page disclosure to an eleven page disclosure
including:
o Expanded description of benefits provided
o Number of employees covered
o Expanded description of actuarial assumptions
o Discount rate of 7.5%
o Expanded description of changes in net pension liability
o Sensitivity analysis of the net pension liability to changes in the discount rate
• Required supplementary information on pensions has been added. (See pages
85-90.)
• The supplemental schedules include the beginning year of what will become a ten
year history of pension liability and contributions for each plan (Fire, Miscellaneous
and Police).
Operating transfers for capital: Transfers out of the general fund totaled $10,814,636 for
the following purposes:
• $5,450,000 for capital improvements
• $4,000,000 for the Library/NCC/Park improvement
• $1,202,000 for the Community meeting room and outdoor meeting space
• $ 87,165 operating subsidy for the Supplemental Law Enforcement Services Fund
• $ 75,471 reimbursement to the Successor Agency based on audit findings
Surplus/Deficit: The General Fund net change in fund balance (surplus) is $3,615,625. In
accordance with the City's financial and budget policies and the reserves study,
recommendations for use of this surplus is as follows:
a. $980,153 rebudget for carry over of prior year encumbrances to FY 15-16
(Attachment 1 B)
b. $500,000 additional payment toward the Fire Side Fund or, as an alternative,
increase available funds for the Library or Fire Station 1 project to reduce
possible future debt. Staff recommends the additional payment toward the Fire
Side Fund in order to further reduce existing debt. This payment would be in
addition to the current year plan of additional payments of $500,000 and
$241,147 for a total of $1,241,147 in additional payments to the Fire Side Fund.
c. $ 2,135,472 remaining amount stays in fund balance as an increase to reserves.
Fund Balance and Reserves: Total General Fund balance and reserves reported in the last
(June 30, 2014) CAFR were $50,200,326. This CAFR reports the total has increased to
$53,815,951, for a net increase in fund balance (surplus) of $3,615,625. (See page 63.)
After the two allocations recommended above, the Fund balance and reserves would be
$52,335,798. The March 3, 2015 Reserves Study set a goal of $55,000,000 for fund
balance and reserves to be achieved by annual allocations of up to $1,500,000 per year in
years where there is a surplus.
CAFR June 30, 2015 1 page 3
CONCLUSIONS:
The June 20, 2015 CAFR fairly and accurately represents the City's fiscal year financial
results and financial position as of June 30, 2015. The City has received a "clean" audit
report as there have been no management letter comments requiring management action
or adjustments related to the CAFR. The Finance Advisory Committee plans to review the
CAFR on February 23, 2016.
RECOMMENDATIONS:
It is recommended that the Council receive and file this report as well as approve the other
actions summarized on page 1 of this report.

FISCAL YEAR 2015-16 MID -YEAR BUDGET REPORT
DATE: February 2, 2016
FROM: FINANCE DEPARTMENT
PRESENTATION BY: STEPHEN DUNIVENT, INTERIM FINANCE DIRECTOR
FOR FURTHER INFORMATION CONTACT: STEPHEN DUNIVENT, INTERIM FINANCE DIRECTOR,
(714)754-5243
RECOMMENDED ACTIONS:
1. Receive and file this report.
2. Approve recommended FY 2015-16 budget adjustments as listed in Attachments 2G
and 2H.
3. Add one new full-time Community Outreach Worker to support the Costa Mesa Housing
Authority Rapid Re -housing Program.
4. Authorize a transfer of funds from the Housing Authority Fund 222 to reimburse the
General Fund expenses of $309,515 used to pay off the loan balances of the program
properties on 18th street.
BACKGROUND:
The City Council adopted the FY 2015-16 budget on June 23, 2015. The total budget was
$154,189,869 including the General Fund budget of $115,202,900. This report reviews the
status of FY 2015-16 General Fund revenues, expenditures, and other budget issues.
ANALYSIS:
FY 2015-16 General Fund Revenues:
Total year-to-date General Fund revenue by month is displayed in Attachment 2A. The
graph displays last fiscal year actual revenue, current fiscal year-to-date budget allocated in
the same proportion as last fiscal year actual and year-to-date actual revenues by month.
Through December 31, total General Fund revenue is $38,737,366; only $177,737 or 0.5%
over the year-to-date budget plan. Revenues are closely on track with budget expectations
with and the overall positive total revenue variance is expected to be maintained or improve
slightly by fiscal year end. Attachment 2B provides revenue detail by category and account.
FY 2015-16 General Fund Expenditures:
Year-to-date General Fund expenditures by month are displayed in Attachment 2C. The
graph displays last fiscal year actual expenditures, current fiscal year-to-date budget
FY 15-16 Mid -Year Budget Report I Page 1
allocated in the same proportion as last fiscal year actual and year-to-date actual
expenditures by month. Attachment 2D displays employee costs in the same format.
Through December 31, total General Fund expenditures are $56,823,411; 1,979,194 or 3%
below the year-to-date budget plan. A few exceptions are above -budget use of part-time
help and overtime due to vacant positions and will be offset by salary savings. Overall, total
expenditures are expected to be at or below budget by fiscal year end. Attachment 2E
provides expenditure detail by division and major expenditure category.
Allocation of General Fund Contingency Account:
The current Non -Departmental section of the General Fund budget includes a $1,000,000
contingency appropriation. Attachment 2F lists a total of $891,721 in items that the City
Council and/or the CEO has approved for use by the various departments and divisions
listed. These appropriations will be transferred out of the General Fund Non -departmental
contingency account and into the various General Fund department budgets for the
purposes indicated on Attachment 2F. This will result in a revised balance of $108,279 in
this account.
General Fund Department Items and Other Adjustments:
Attachment 2G summarizes the various recommended adjustments to the General Fund
departments and some special funds. These adjustments include costs related to:
• Document imaging
• Ballot initiatives
• Police Department equipment, systems, part-time staffing and a position exchange to
provide for a Public Affairs Manager that will manage all the department's public
relations responsibilities and associated programs including events, tours, media
relations, press briefings, social media, department website and community public
outreach programs.
• Fire Department training grant funds
• Development services staffing adjustments and one new Community Outreach
Worker position in support of the Costa Mesa Housing Authority Rapid Re -housing
Program. This position will help maintain case management responsibilities,
complete vulnerability assessments, reduce Police and Fire service calls related to
homeless individuals, help businesses affected by loitering and aggressive
panhandling and help the City achieve its goal to reduce the number of unsheltered
homeless people.
• Public Services part-time staffing, grant and carryover funds
• Adjustments to the Housing Authority budget to reflect the maximum funding allowed
for administration and rapid re -housing programs and reimbursement for the General
Fund expenses of $309,515 used to pay off the loan balances of the program
properties on 18I" street.
• Other miscellaneous adjustments and corrections
Other Funds:
Attachment 2H summarizes recommended adjustments to various Special Funds. These
adjustments are related to carry over purchase order balances, and unencumbered project
balances. These adjustments are funded by the individual special fund balances.
FY 15-16 Mid -Year Budget Report I Page 2
CONCLUSION:
The City's FY 2015-16 actual revenues and expenses in total are on track with budget
expectations. The revised General Fund budget is $117,330,310 including carryovers. The
review and approval of the recommended budget changes will update the City's budget to
reflect the current revenue expectations and expenditure requirements that help enable the
City to continue providing the community with quality programs and services.

FIVE-YEAR FINANCIAL PLAN
DATE: February 2, 2016
FROM: FINANCE DEPARTMENT
PRESENTATION BY: STEPHEN DUNIVENT, INTERIM FINANCE DIRECTOR
Attachment 3
FOR FURTHER INFORMATION CONTACT: STEPHEN DUNIVENT, INTERIM FINANCE DIRECTOR,
(714) 754-5243
RECOMMENDED ACTIONS:
1. Receive and file the Five-year Financial Plan.
2. Provide direction to staff regarding issues raised in connection with the Five-year
Financial Plan and future priorities.
BACKGROUND:
The value of financial planning is to extend the planning horizon beyond the traditional
twelve months of the annual budgeting cycle. This enables City leadership to observe
trends, and become aware of potential issues earlier than without the plan, thus allowing
more time to craft strategies and solutions. The plan serves as a basis for dialogue and
planning. Its existence may also help to reaffirm or upgrade the City's credit rating.
The City's last five-year financial plan was presented to Council in January 2012 and
covered FY 12-13 through FY 16-17. It projected general fund revenues to be
$10714007669 by FY 16-17. The City achieved that level of revenue by FY 13-14; three
years ahead of the projection. The plan also identified a potential five-year cumulative total
funds of $28,858,266 (an average of $5,771,653 per year) available for initiatives such as
replenishment of the equipment replacement fund balance, building modifications, park
maintenance, streets, alleys, sidewalks, information technology upgrades, sports fields
master plan, problem properties, Harbor Boulevard improvements, and a budget
contingency.
A new financial plan model has been developed. It is focused on the City's general fund,
begins with account level detail, and incorporates both percentage increase factors based
on economic forecasts and historical trend data and the ability to add absolute dollar
amounts where needed. This feature makes it possible to plan steps up or down from
projected trends and add or to delete one-time items. Two levels of summary data are also
provided.
Five-year financial plan report I page 1
The financial plan process started approximately one year ago in meetings with each
department head providing input specific to their department and programs. In addition, the
CEO provided a corporate perspective on the next five years. More recently, work
continued with reviewing economic forecasts; using CalPERS pension cost rate forecasts;
and analyzing the City's historical revenue and spending trends based on eleven years of
data through FY 14-15 actuals, as well as the FY 15-16 adopted budget amounts.
Both the Finance Advisory Committee (FAC) and Pension Oversight Committee (POC)
reviewed this plan. The FAC reviewed the model design and preliminary revenue
assumptions on February 24, 2015. The FAC reviewed the completed plan on October 27
2015. In response to the FAC review, the
forecasted filled positions and separate lines
reviewed the plan on January 13, 2016.
ANALYSIS:
Revenues
summary schedules were modified to include
for contingency and debt service. The POC
The projection for each revenue account is generally based on its own base level or
historical growth pattern:
• Property Tax is projected at a 3 percent annual growth rate plus the impact of the
recently annexed Santa Ana/Colleen area and the additional property tax generated
by 29 planned new development projects over the next three years.
• Sales Tax is based on HdL (the City's sales tax monitoring consultant) projections
including the end of the State's triple flip program. Sales tax is projected at a 3.7
percent growth rate tapering off to 2.8 percent by FY 20-21.
• Transient Occupancy Tax revenue is projected at a 3.5 percent annual growth rate.
(The tax rate is projected to remain the same.)
• Building & electrical permits reflect a historical cycle that suggests they begin
declining slightly in FY 17-18.
• Development Services and Parks & Community Services provided input on revenues
associated with their service and program activity levels.
• Costa Mesa Country Club golf course fees are assumed to remain the same.
The results of the revenue forecast is that general fund revenues would be $129,758,141 by
FY 20-21.
Employee Costs
Regular salaries are projected in three major categories: sworn Fire, sworn Police and non -
sworn Miscellaneous (general) employees. These categories reflect the three primary
bargaining groups, and facilitates the separate calculation of pension costs for each group.
The current budgeted vacancy factor of 4 percent is used in all five years. For forecasting
purposes only, some inflationary growth on salaries is forecasted for all groups. Position
growth is held to one new full-time position per year. Part-time costs are forecasted to
gradually decline as regular positions are filled. The impact of a possible $1 per hour
minimum wage increase each year is also included. Overtime is held at current levels (but
could decline as vacant positions are filled). Pension costs are based on rates forecasted
by CalPERS with the rates leveling off in year five. Pension costs also include the
Five-year financial plan report I page 2
continuation of an annual additional $500,000 payment. Other employee costs are based
on historical trends, or grow at the same rate as salaries in the case of smaller accounts.
It should be noted that CalPERS recently held a webinar regarding their "Funding Risk and
Risk Mitigation" strategy currently under development. Part of this strategy involves the use,
of greater than expected returns in a given year to help stabilize employer rates and reduce
the discount rate over time from 7.5 percent to 6.5 percent. As stated in the CalPERS
presentation, "There is a cost to reduce risk." This could take the form of increased
employer normal cost rates by up to 1.82 percent of payroll for the miscellaneous plan, and
up to 3.20 percent of payroll for the safety plans. If this plan is approved, rates could be
affected as early as FY 18-19- By FY 20-21, the additional cost impact could be $332,000
for the miscellaneous plan and $776,000 for the safety plans for a total cost increase of
$1,108,000. This additional cost is included in the forecasted pension costs.
Other Operating Expenses
Maintenance and construction increases by $35,000 per year to achieve a level of $600,000
annually. Potential savings from outsourcing park maintenance would be incorporated in
future versions of this five-year financial plan. Utilities increase 3 to 4 percent with water
increasing at a higher rate of 7.5 percent. Small variable accounts grow using a 2 percent
inflation. Other operating expense accounts are level or grow based on historical growth
rates.
Debt
In FY 18-19 the final payment on the 2003 Certificates of Participation will be made, which
will result in $1,259,272 available for other purposes. A separate Library Funding Options
report recommends these funds be dedicated to the Library/NCC/Park project which is now
in the planning stages. Therefore, debt principal and interest costs continue at similar levels
beyond FY 18-19.
Pension debt as reported in the most recent CalPERS annual valuation reports (June 30,
2014) is $215,667,950. The City currently is paying this over a 30 -year amortization period
plus making additional annual payments of $500,000 plus $241,000 from the annual
prepayment savings. Additional funding sources that would enable the City to pay down
this debt faster could include increased employee contributions including safety employees,
increased transient occupancy tax, Fire or other service fees.
Contingency
The contingency account is held level at $1,000,000 annually.
Capital
This plan assumes continuation of 5 percent of general fund revenues dedicated to capital
improvements and an additional 1.5 percent of general fund revenues dedicated to capital
facilities improvements. The combined 6.5 percent of general fund revenues provides
$40,138,200 over the five years, or an average of $8,027,640 per year. In comparison, the
current seven-year capital improvement plan includes $235,228,275 in projects, requiring an
average of $33,604,000 per year. These amounts are before any cost escalation or CPI
Five-year financial plan report I page 3
adjustments. On a pay as you go basis, annual prioritization of capital projects will continue
to be necessary.
The results of the expenditure forecast is that general fund expenditures would be
$1337315,182 by FY 20-21.
Surplus/Deficit
The results of the combined revenue and expenditure forecast is a deficit of $1,552,477 in
FY 16-17 (1.3% of the general fund revenues) and annual deficits in the following years
growing to $3,557,041 (2.7% of general fund revenues) by FY 20-21. These projected
deficits must be balanced through the annual budget process.
Reserves
Total general fund balance and reserves as reported in the June 30, 2015 Comprehensive
Annual Financial Report were $53,815,951. According to the reserves policy, annual
additions of up to $1,500,000 would be made based on the existence of a sufficient surplus
at the end of each fiscal year. This plan indicates that due to projected annual deficits,
reserves would remain at current levels for the entire five-year period.
CONCLUSIONS:
The five-year plan provides the City with an extended planning horizon and a basis for
dialogue and planning. The plan reveals two key issues for the next five years. First, there
are no large amounts of funding for new initiatives without replacing current services,
waiting for existing debt to be paid off or issuing new debt. Second, with modest revenue
growth from a good, stable economy, the City can continue current operations at budgeted
service levels, pay for projected pension costs, pay for current debt obligations, continue to
dedicate 6.5 percent of general fund revenues to capital improvements and capital facilities
projects, and maintain current levels of reserves. Small deficits of 1.3 to 2.7% of general
fund revenues occur and will be balanced during the annual budget processes.
RECOMMENDATIONS:
It is recommended that Council members provide staff direction on the issues raised by this
financial plan.
