I've lived in Costa Mesa for 12 years, and I worked at Orange Coast College for nearly 10, either walking or riding my Kickbike (large -wheeled kick scooter) to work most of the time. I'm an avid pedestrian and enjoy walking for recreation as well as for nearby errands. More recently, going for walks with my elderly mother has opened my eyes to the challenges faced by less able-bodied pedestrians. I'm a regular volunteer and voting member at The Bicycle Tree, a non-profit community bicycle center in Santa Ana. At The Bicycle Tree, we help people repair their bikes and learn about bike repair, and we also refurbish donated bikes either to pass along to those in need or to sell at low cost. Working there has helped me realize how many people rely on bikes as their primary mode of transportation. At The Bicycle Tree's meetings, I learned about bicycle advocacy and infrastructure improvements in Santa Ana, and began to wonder about similar efforts in my home city of Costa Mesa, which led me to attending the February meeting of the Bikeway and Walkability Committee. I've also participated in several of the CicLAvias held in Los Angeles as well as one of Garden Grove's open streets events, and appreciate how those sorts of events can build a sense of community. I think walking, cycling, and other forms of human -powered transportation are beneficial to the individual, the community, and the environment, and I'd like to see Costa Mesa continue to facilitate active transportation. _ rn 0 -< r z rn rri XIZ Page 1 of 2 s** to submit torm via email, please save application. till in, and send to cityclerk@costamesaca.gov. r' E C F i v i; [ CITY CLERK City of Costa Mesa Application for Committee Appointment 16 FEB 10 All information on this page only, is considered public information and will be r rv,, the public, including being posted on the City's website. I currently reside in Mesa Verde, Costa Mesa is such a beautiful city and our forefathers have gone to great lengths in laying out the city for many of our citizens to walk and bike around the city. But sadly I do not feel enough has been in the last 10 years to create and expand the ability of the neighbors to move freely around the city. I have a son and as I explained to him, when I was younger in the summer I was gone on my bike all day exploring and moving freely around the city, sadly our bike paths and sidewalks have been neglected. I would like to volunteer for the BIKEWAY & WALKABILITY COMMITTEE so I can hopefully make a change withing the city. I currently own and operate a business here in Costa Mesa, At one time my business was located one block outside the city limits but after time I chose to relocate my business back into the city of Costa Mesa. I proudly renew my city business license and we support the CMPD and CMFD through their various fund raisers. Since I own my own business I have tremendous flexibility with my schedule thus allowing me the ability to attend meetings quickly and effortlessly. The City Government process has always intrigued me and I am willing to step up and make a difference in the city. t- -n (7 c oD n rn rn < to Page 1 of 2 ***To submit form via email, please save application, fill in, and send to cityclerk@costamesaca.gov. Having lived in Costa Mesa for just under two years, I am a comparatively new resident by some standards. Before moving here, I majored in urban planning with a minor in sustainable environments at Cal Poly San Luis Obispo and am currently working at an Architecture and Planning firm near SNA. My interest in participating in the Bikeway and Walkability Committee is rooted in a personal investment that I have in cycling, since moving here I have begun to cycle regularly in an effort to positively impact the environment, my health, and my wallet; as well as out of a sense of civic obligation and the need for citizen participation in local government. I wish to serve on this committee because I believe problems with bicycle and pedestrian mobility are more than just transportation related issues. Oftentimes low income, minority, and transient people groups who may not have the resources or the wherewithal to advocate for alternative and accessible modes of transit are disproportionally affected by the costs and complexities that arise from inadequate or unsafe transit options, or are unable to use that transit due to its ineffectiveness. I believe a functional network serving cyclists and pedestrians is a major step towards addressing these issues, and will affect change in other aspects of municipal life as well, some of those aspects being land use, housing affordability and public health to name a few. I also believe that personal automobiles and existing mass transit options also have an important place in city life. I am of the opinion that it is key to achieve a sense of "equality" on the streets, ensuring that all modes of transit are equally accessible, predictable, and safe Oand actually viable in practice. In addition to this, I believe that public education and familiarity with alternative modes of transit (those being cycling and walking in this instance) are tools that can improve the perception and adoption rate of alternative transit. I humbly believe that I have the educational and professional background to be an asset to the committee, and aid other members in making recommendations that will help examine and positively develop the citys Master Plan of Bikeways to continually improve our citys alternative transportation network. I appreciate your consideration for the Bikeway and Walkability Committee and wish you luck with your decision! I have been regularly attending the CAC meetings and it is obvious to me that this committee is gaining momentum, building upon successes; and committed to: "supporting local cultural arts programs and bringing art awareness to the residents of Costa Mesa by establishing" cutting edge programs, events and initiatives to better help residents access the arts. Their interest and ideas in arts in the development process is just one more example of their paving the way for art standards for the future! As someone who served on the CAC more than a decade ago, I have seen the ups and downs of the arts. I have seen fits and starts with art districts as well as an emergence of the bold Lab/Camp. The CAC struggled with changes in political climate, leadership and staff over the years. But 2016 will prove that the Arts are moving on up; and not just on one side of town! The Youth art gallery has held a space in city hall for years. The new year kicked off with a work of art by SOY, Save Our Youth, talent continues to emerge in our community. Just imagine a space in Costa Mesa where art by local students and adults alike can be created and viewed beyond the walls of city hall! I believe this lofty goal will be achieved! There is a movement for Art in Public Places in Costa Mesa. The local artistry of the utility box art, which is being embraced by our community, businesses and artists is another example of the relevance of the CAC. The boxes are beautiful representations of involvement and community pride. As a regular of a near Ione face of the public at the CAC meetings, I 'feel' privy to some Costa Mesa cutting edge happenings and changes in the local art scene coming soon. Like the successful 2015 ARTventure, these events will raise the bar, interest and hopes for the future of art in Costa Mesa. "I have a dream" that one day, Costa Mesa will be a state -designated cultural arts district. But it is going to take a plan, a master plan to make this happen. There has been interest in such a plan. The idea was floated last year to the CAC. It piqued the interest of the community. CAC needs a broad based representation of artists, business owners, art lovers, art nonprofits and people who not only dream big but do! My previous experience on the CAC, a founder of a Costa Mesa based nonprofit arts organization, The C4CA, member of the Newport Mesa Unified School District arts commission, writer and published poet, art is a way of life for me. I have enthusiasm and interest, and I have a heart for the arts, this city of the arts. Page 1 of 2 Charlene M Ashendorf Seeking an opportunity to serve the city of Costa Mesa, my community. As a 15 year resident of Costa Mesa I have enjoyed watching the city grow and change around me. Although initially intended to be a short stay, my wife and I began to fall in love with Costa Mesa as both our children began attending the schools. After we (finally) bought our first home here in 2009, we couldn't imagine ever leaving. We both work on the Westside and currently have children at Estancia High School and Te Winkle Middle School. Though a long time advocate for the city, I have missed an opportunity to really effect the way it's story is told. I have led in many other capacities, but only recently felt it was time to invest back into the city that has provided so much for my family. I grew up on the stage performing from an early age and received a B.A. in Theatre with a Communications Minor from Concordia University, Irvine in 1995. My wife is a lifelong artist and also briefly studied art at Concordia. Even though we are not currently as active in the arts as our history would like us to be, it is shared in our home as a necessary tool to understanding ourselves and the world we live in. I am certain that artistic expression and creativity are key to developing well rounded children and adults. Whether a person is the one creating the art or receiving the art, it opens up a whole new perspective. It generates ideas, ignites passion, and evokes feelings that cannot be discovered through standard educational experiences. I feel I share a responsible understanding of our the arts has shaped my life that can be used to think creatively in bringing the arts to the forefront of Costa Mesa Community. I like to think way outside the box and challenge the reasons why things cannot be done. I am a problem solver who finds it hard to take no for an answer. If there is a possibility of turning a no into a yes, I will chase it down, especially when it means creating solid futures for people. A team dedicated to creating opportunities to not only preserve our culture of arts in the city, but multiply them, is a team I would be excited to be a part of. I have spent 12 years at Hurley performing all aspects of Production and Development for apparel. This position requires a strong sense of ownership, detail, and attention to calendars and dates. I also spent 3 years at Rockharbor Church serving as the Site Director for multiple buildings and coordinating off-site Easter Services at the Fairgrounds. I was the Co -Founder of a for profit company called Collaborative World, a clothing brand that was founded to give 50% of all profits to non profit organizations. In addition to carrying the vision of the brand, I was responsible for all areas involving people and relationships. I am a thoughtful and effective communicator in one on one or large group settings and a natural collaborator with a strong passion for people and their stories. Thank you for the time taken in consideration of my application. I would be honored if my qualifications could be of service to this committee. Making an impact on my community has always been important to me. Having the privilege of serving on the Cultural Arts Committee during the 2015-2016 term has given me perspective of the opportunity we still have to bring the arts to life in the City of Costa Mesa. The Art's in public places project which has grown into a network of utility box art is an inspiration to the city as it is able to involve artists from different backgrounds and experience levels. The Art's venture event was definitely the jewel of the year which showed us what we can do as a team. Currently I am involved in the bark park mural project as we await for the artist submissions as well as the Costa Mesa Art's Directory. I would like the opportunity to continue to serve with the committee to see these projects through as well as support the long term vision such as a Costa Mesa Art's District as well as a arts master plan for the city. I enjoy being able to bring a slightly different perspective than the current committee on some projects as well as contribute with my love for the city. I fear that other communities have more venues. Consider a place for artists to greet and meet. Perhaps an artist's village, with low rent. More exhibits and performances - high class - county -wide live performances. Something that can cantribute to the professional venues and performances. We have the the Segerstrom Center, the Lyceum, and the Costa Mesa Playhouse. We need more and high end things. We need comittment , money. Otherwise we will be taking a back seat. I have had the pleasure of working in Costa Mesa since 1981 and living in Costa Mesa since 1995. Throughout my life I have had a passion for the arts, and as the executive director of The All-American Boys Chorus I have the opportunity to put that passion to work for the benefit of our choristers and also for the benefit of our community, Costa Mesa is the cultural center of Orange County; with the marvelous Segerstrom Center for the Performing Arts, South Coast Repertory Theater, and many outstanding galleries and studios in our midst. As the "City of the Arts" it is important for Costa Mesa to continue to cultivate and foster a love for the arts among our citizens, and especially our youth. This goal is best accomplished by increasing awareness of, accessbility to, and participation in the performing and visual arts via a broad spectrum of programs and events at the local level. I greatly enjoy being a member of the Cultural Arts Committee, and I would be honored to continue working on further developing the many arts -related programs in Costa Mesa, and also work with the members of the committee to continue to explore and create new avenues and methods of bringing the arts to more residents of Costa Mesa; such as our recent, very successful, ARTVenture -- a fusion of arts and entertainment - held in collaboration with SOCO. In 35 years as the business manager and then executive director of The All-American Boys Chorus I have developed, produced and directed many events related to the performing arts (concerts, tours, camps, festivals), and helped bring about collaborations with the Pacific Symphony Orchestra, Orange County Women's Chorus, Pacific Chorale, Orange County Symphony, Orange County Fair and OC Fair Imaginology, Arts Orange County, the Festival of Children and the Orange County Department of Education. I helped develop the AABC's Music Outreach educational programs, which we have implemented locally and throughout the United States on over 31 concert tours and which have served over 50,000 children since 1995. 1 was appointed to a committee that was jointly created by the Western Fairs Association and the California Arts Council to explore ways to bring more of the arts into county fairs throughout California as a means of increasing public awareness of the arts. I belong to the Western Arts Alliance and to the networking alliance called the Orange County Music and Arts Administrators. I studied piano for 12 years and played in the National Guild of Music Teachers piano adjudications for 8 years as well as the Certificate of Merit program. I am also currently one of the accompanists for the The All-American Boys Chorus. Page 1 of 2 ***To submit form via email, please save application, fill in, and send to cityclerk@costamesaca.gov. As a member of the community, I believe that iti is important to participate in the support of the City in it's functions of serving the residents that reside here in the City of Costa Mesa. We have many challenges in the near future with a slowing economy, coupled with near zero interest rates and the threat of Deflation on the horizon, the City will need to continue to look forward to operate in a more efficient manner. My Background in Banking and finance for the last 30 plus years allows me to bring material and expertise to review and help listen to the proposals from staff and outside vendors. I participate in over six major economic/business/investment conferences annually. These are not only domestically themed, but are also international and provide a good geopolitical reference to the challenges facing Cities not only in the U.S., but across borders as well tpifr t9 w 0 Page 1 of 2 2. I am applying for a position on the Finance Advisory Committee (FAC). I am retired and have the time and interest in giving back to Costa Mesa. I believe I have served both committees well and proactively participate in both committees. I currently attend most of the FAC meetings as a guest and regularly make comments. The Chair and other Committee members have mentioned to me their appreciation for my comments and some have also encouraged me to apply for the Committee. There are several members on the Finance Committee who are also on the Pension Committee. By attending both committee meetings I see where being on both committees is beneficial and hope you feel the same. I have an over 30 year career in accounting/finance and this has helped me on the Pension Committee and would also help on the FAC. Some people talk and some people do. I believe I am a doer. We both work on the Westside and currently have children at Estancia High School and TeWinkle Middle School. Though a long time advocate for the city, I have missed an opportunity to really effect the way it's story is told. I have led in many other capacities, but only recently felt it was time to invest back into the city that has provided so much for my family. People have always told me that I am an "old soul" because of my fascination with the past. It is a common occurrence for me to get caught staring at old photo's, letters, and even headstones from the past. I enjoy thinking about the people, their lives and stories. Everything from the past reveals who we are in the present. Costa Mesa has a rich history that many of its residents are not familiar with. There are many residents who are a wealth of information, with stories that need to be shared. Not only would I welcome the opportunity to share the history of our community, but it would be a great experience to learn more about it for myself. I would consider myself a protector of the past who brings a attitude of future thinking and innovation to preserving it. Additionally, I was the Co -Founder of a for profit company called Collaborative World, a clothing brand that was founded to give 50% of all profits to non profit organizations. (Note: All information contained on the resume is public information, will be distributed to the public and posted on the City's website). I am a resident of CM interested in continuing to serve my community through service on this Committee. I have been a resident of Costa Mesa for over 12 years and have a young daughter. I have owned and operated a small business, Ersoylu Consulting, in Costa Mesa since 2008. My expertise in community and social programs is what initially drew me to this committee; my firm has consulted dozens of organizations and public agencies on planning and measuring the impact of their community services and investments. I hold a BA in Resource Economics and a PhD in Political Science, with a focus on public policy. In addition to my professional role, I also have volunteered in the past to serve on grant review boards for F5 LA, St Joseph Community Partnership Fund and OC Nutrition & Physical Activity Committee. I have served as a Board member on the SJH Community Partnership Fund, the Santa Ana Federal Empowerment Zone Board and the Grain Project (a local nonprofit dedicated to food access). In addition to having taught Nonprofit Organizations, Public Policy, Urban Politics and American Government at UCI, CSULB and Chapman, I have given countless guest lectures on how to create, implement and measure successful community based programs. For the past 2 years, I been an active member of the H&PSG Committee, working to identify ways to maximize the effectiveness of the grants, with an eye toward ensuring that the funds go toward the organizations where the maximum community impact can be made. Most recently, I volunteered to use my professional expertise in nonprofit evaluation to work closely with staff and create an outcomes measurement form (logic model) that can help applicants to plan out their programmatic goals and identify key impacts. By using this form, applicants will be able to more clearly and systematically think -through their desired program goals in a way that helps them understand the realistic, tangible outcomes they will have. This process increases the nonprofit organizations' staff capacity to better serve the community. This is because when organizations have an increased focus on demonstrated outcomes through evaluation and data, it will make it easier for them leverage additional funding to supplement their CDBG funds. I have attached my CV for more information on past relevant experience. I look forward to continuing to serve on this committee. The next 2 years will be particularly interesting, given the changes to CDBG via the recent AFFH Ruling. It will be important to have people on the committee that understand the intricacies of these policies and can work to make the best decisions possible for the City of Costa Mesa. This committee is an important way for me to directly affect the future of Costa Mesa. The only thing constant in life is change. As Costa Mesa embarks on a season of change, I believe that I can be a valuable resource to this team, while at the same time learning about city functionality and procedures. Creating a home is the responsibility of the people living in it, but the creation of these spaces is often in the hands of the city. An entrepreneur at heart, I understand the value of growth and adaptability through innovation and future thinking. As an advocate for tradition, I am compassionate about the desires and emotions of people. This balance helps me to clearly see both sides of any challenge and fully engage in the decision. I am driven by what is in the best interest of the people that will be effected by these decisions, and I am compelled to do the right thing, not the easy thing. I like to think way outside the box and challenge the reasons why things cannot be done. I am a problem solver who finds it hard to take no for an answer. If there is a possibility of turning a no into a yes, I will chase it down, especially when it means creating solid futures for people. Additionally, I was the Co -Founder of a for profit company called Collaborative World, a clothing brand that was founded to give 50% of all profits to non profit organizations. I would like to serve on this committee as my interest and experience with housing and public contracts stems from my 25 year employment in Orange County Children and Family Services Division. I worked with many families struggling with housing issues and made many referrals for HUD Family Preservation housing or Section 8 housing as well as referrals to low income housing apartments throughout the county. I worked with many families living in motels, as they were unable to afford the application and security, etc. fees to move in to an apartment. With the 45% rise in homelessness in Costa Mesa, I believe there are many Costa Mesa residents interested in the community development resources available through HUD. Clearly, the nearly 4,000 volunteer hours devoted each year to the issue of homelessness demonstrates the interest and caring in our city. I would like to become a member of this committee in order to inform and promote the understanding of resources available. co ci+ C3 -n --1. rTi m ..G ot Ell) r- 171 r— sy 171 -' cn 0 Page 1 of 2 ***To submit form via email, please save application, fill in, and send to cityclerk@costamesaca.gov. Unfortunately I had to resign from my position on The Personnel Board due to my relocation to the city of Costa Mesa last summer. Since my relocation I have been following the city of Costa Mesa website. I would like the opportunity to serve on one of the committees listed above in the new city that I now proudly call my home! I feel that I possess the necessary qualifications to sit on any of the committees. You can decide where I can best be of service. Attached is my resume. Please contact CouncilmanTinajero at city hall in Santa Ana for a reference! I look forward to speaking with you. The City Council has modified the recruitment, criteria, and selection of committee and board members. The City Council also approved the decrease in membership of the committees and boards through attrition and to be reflected in the Commissions/Committees/Boards Handbook. On May 5, 2012, the City Council modified the Policy indicating that the expiration of all committee and board -terms shall be in April. Council Policy 000-2 has been changed to cover only the City's appointed committees and boards. PURPOSE To provide clear and cohesive policies which assist appointed committee and board members in performing their duties, and procedures for new standing and ad hoc committee formation. POLICY 1. Bring community attitudes and needs into focus by providing valuable communication links between the community and the government of the City. 2, Facilitate recommendations from the community, which aid City Council in making sound decisions concerning policy formulation and resource allocation. 3. Establish and maintain a streamlined mechanism to facilitate committee formation; membership, interaction, work programs, and evaluations. PRACTICES AND PROCEDURES Formation and Membership a. Based upon the need for citizen input on matters of importance to the community, requests to form a committee may be made by individual Council Members. "Committee Formation Application Forms" and "Committee Interest Forms" shall be made available to all interested parties through the City Clerk's Office. b. Upon review of completed Formation Request Forms, City Council may create a new committee by formal action. Such action will establish the purpose of the committee and the number of members. c. Individuals may apply to serve concurrently on more than one committee assuming there is no conflict. (For example, a committee formed by City Council, which has seven members, would need four members to be present for the committee to take formal action on a matter on the agenda for the meeting. If vacancies occur due to resignations of the members, the quorum would be adjusted to require a minimum of three members to be present for the committee to take formal action on a matter on the agenda while the vacancies have not been filled by City Council. (Note: All information contained on the resume is public information, will be distributed to the public and posted on the City's website). I would like to serve on any of the above committees because I want to affect change in Costa Mesa and help make Costa Mesa a better place in which to live and do business. While my top choice is the planning commission/committee and/or the finance committee/commission, I am open to being on another committee(s) that you may best fit my experience. I want to serve wherever I can most benefit the residents of Costa Mesa. While I have worked in the private sector since 2009 (internet and finance --am currently working for CalFirst National Bank), prior to that I spent 15 years serving my local, state, and national community in various capacities. To be more specific, I worked in political offices and on campaigns in Texas, New Hampshire, Washington, D.C., and California. While I currently work for CalFirst National Bank in Irvine, California, I am also a public figure in the running and cycling community, and an active member and board member of USA Track And Field Southern California (nonprofit organization). Though I am currently an elite athlete representative, for the past four years I have served as the open/long distance running chairperson and Road Mile event director, and was the first person to approve having the 2016 marathon Olympic Trials in Los Angeles, California. I am also a board member for International Orphan Care, a nonprofit to help orphans in Afghanistan, and am a shareholder in an internationally profitable corporation. Among the businesses and representatives I have worked for are: Congressman Chris Cox, Congressman Ernest Istook, Bill Simon, Rob Mosbacher, Bob Smith for Senate, Frank Feldhaus (though I am a strong supporter of Curt Pringle and would support him if he were to run again), Big League Dreams. Please let me know the next steps for consideration so we can proceed on the same timetables and I do not follow up too much/at the wrong time --I know you are busy.
