Subject: July 12 District meeting letter
City Council of Costa Mesa,
My name is Barrie Fisher and I live in the Sunshine Homes at Pomona and Victoria which will be
located in the proposed District 4.
I feel proposal 3 of 6 districts with a directly elected mayor would allow for the best representation of
our city. I feel College Park should be left intact due the impacts of the OC Fair, Pacific Amphitheater
and OCC on this one area. These impacts directly affect the College Park area so they should
remain intact with their own representation for dealing with those concerns.
While I understand the need to move to districting for specific neighborhood representation, I believe
the position of Mayor is critical to maintain as an elected position with the Mayor representing our city
as a whole. This position should be elected by the majority of Costa Mesa residents rather than being
an appointed position.
Sincerely,
Barrie Fisher

Subject: Voting Districts
Dear Councilmembers:
I have followed with interest the discussions surrounding the proposals for councilmember districts in
Costa Mesa. I am against any "districting" and division within the city, as I believe that the separate
interests will lead to gridlock and to councilmembers voting their particular district's best interests, anc
not the best interests of the city as a whole. This would be especially true of the 5 -district model which
has been proposed, as it fails to properly account for College Park's residents and appear to
arbitrarily split the city into large unwieldy and arbitrarily -drawn districts.
The reality is that the city is being forced to district because of a lawsuit, and as such, this letter is to
voice my support for Option THREE, which, as I understand it would include 6 councilmember districts
and a mayor position voted on "at large." I believe that it is important that the city have a
representative who answers to a constituency made up of all the people in the city, not just a
particular neighborhood. This would add a voice and a perspective which would differ from the
councilmembers' point of view and in my opinion, would bring proper balance to the City Council. It
would also allow for more representation on the City Council, which is a positive thing.
Thank you for your consideration in this matter.

My name is Louise Rose and I am a 50 year resident of Costa Mesa. I currently live in the Halecrest Community, Proposed district 2.
I support proposal 3 for 6 districts and a city-wide elected Mayor.
As I read the maps, if you choose Proposal one, this will split the Hispanic community with a primarily Caucasian voting
community (College Park). By choosing Proposal one we negate the original purpose of having separate Districts.
Proposal 3 will give us 6 Districts with District's 4 and 5 being primarily Hispanic. District 4 having the largest Hispanic
voting population, pretty much ensuring a candidate that will truly represent the Hispanic community.
While I understand the need to move to District's for specific neighborhood representation, I believe the position of Mayor is critical to maintain an
elected position that is charged with representing the combined needs of our city as a whole. This position should be elected by a majority of Costa

Subject: Support Option #3 - 6 Districts with Directly Elected Mayor
Dear City Council,
I have supported the concept of a directly elected Mayor for some time as I think we need a representative that
can gamer support of the majority of our city, to represent our city in its entirety.
With the requirement to separate into Districts, and all those elected to champion the District that elected them,
it is a necessity to have a city wide Mayor that places the interests of the entire city first.
The Mayor would carry more clout Regionally, Statewide and even Nationally having greater impact on
policies that will benefit Costa Mesa.
A directly elected Mayor works well in surrounding cities like Anaheim, Irvine and Santa Ana.
If you model after Mesa Water Districts, a map that is tested to work well, the option for 6 Districts makes the
most sense as it best balances total populations with the neighborhoods that make the most sense.
Several options segregate neighborhoods like College Park that has zero in common with District #4, yet aligns
interests with Mesa Del Mar, Orange Coast College, OC Fairgrounds.
That is an unacceptable situation.
So, a directly elected Mayor is best.
Having 6 Districts offers the opportunity for more compact Districts, with interests more closely aligned.
Please support Option #3, Directly Elected Mayor with 6 Districts

Subject: Public Hearing #1 -Voting District Formation
Good afternoon Mayor and City Council Members.
I am a resident of Costa Mesa and would like to express my support to create a six city council district model and directly
elected mayor at large. I do not agree with the district model for our city, but I do understand the realities that will be
forced upon the city if we do not district and as such I'd like our elected leaders to vote this option forward unto the
November ballot in lieu of an outside judicial mandate.
I believe a city of our size and our demographic make-up is best suited by 6 districts. In the proposed map, I feel the
district lines will keep historically connected neighborhoods in -tact, while also ensuring districts made up of high
percentage of non -Caucasian citizens have the majority in order to elect representation that this process is trying to
achieve. The other 5 district models presented could actually erode that majority of citizens and defeat this whole
purpose. Also the proposed District which would include College Park area would actually be two totally different
communities within one district. This is why the 6 district proposal makes sense in terms of current community make-up
and also doesn't create any one "super district" in size or citizen make-up.
One reason I disagree with districting in general is because no matter what a candidate or elected official says, human
nature will be to prioritize one's home district when making decisions that will affect the entire city. Since we are forced
to district, the six district model then helps in preventing several council members monopolizing decisions for their
home districts while potentially harming others. In the six district model you will need a 4 person majority vote and I
feel will be tougher to have "power" districts.
Furthermore I am in favor of a generally elected mayor who represents all six districts and is not locked in to his or her
home district. I feel this person can be a swing vote who may look at the city as a whole vs. one or two districts. For
instance, 3 district council members could view something for that impacts their own districts and another three could
feel this could harm their own districts. The mayor could then look at the positive or negative impact of said proposal
from an entire city perspective and vote accordingly to break this tie. I feel the generally elected mayor then is held
responsible to all the citizens of Costa Mesa, not his or her home district which may view things differently than the
other five districts.
For these reasons I am asking you to review, analyze, and ultimately vote to accept the six district model with a directly
elected mayor at large.
Thank you for your time and efforts in tackling this very challenging issue for our community.

Good morning everyone,
I wanted to make sure that you received my and my husband's input for the voting districts. Both of
us agree that if we must divide CM into districts, then 6 districts is better than 5. With that said, we
also agree that an "at large" or citywide elected Mayor is best for CM. We think the mayor should be
elected by Costa Mesa as a whole. Option 3 on the maps.
I hope you take this information in consideration when you vote tomorrow. Please contact us if you

I would like to express my support for the directly elected mayor and option 3 in regards to the districting plan

Dear
Costa Mesa City Council:
I am writing in concern over the recent developments in regards to creating voting
districts for the city of Costa Mesa. When I first heard of this process and the meetings
that were to ensue, I was a bit perplexed at the reasoning. At first, it seemed like it may
be a great idea; so that the city would be divided in a manner where different
neighborhoods could have their own representation. However;; as I began to do my
research and I looked at the proposed districts and their numbers, I became more
concerned as the maps and numbers didn't seem like they made much sense,
If one of the primary reasons for these districts is to give the Hispanic community a
stronger"voice," in what way will this be accomplished? It seems to me that there are
residents of Hispanic decent in every part of the city (and State and Country, for that
matter). Wouldn't these proposed districts dilute the "Hispanic voice," whatever that is?
It doesn't make sense to me. I mean, how are the concerns of my Hispanic neighbors any
different than anyone else's? Do we not all have the same concerns crime,
homelessness, and how to make Costa Mesa the best place to raise our families?
As it appears, I am on the "cusp" of different districts and am not even sure in which
district we live. But, if I look at the maps, it appears that I would most likely be in
District 3 or 4. Based on the numbers and the voter turn -out; it appears that for District 4
(which appears to have the highest Hispanic Surname population), only has about 500-
600 people in that district that actually vote. Why is that? How will this districting help
if they cannot and/or do not vote, for whatever reason?
Anyhow, apparently these districts are being forced upon us due to some lawsuit. So, if it
has to be, then it appears my family and I would be in favor of Proposal 3, where it looks
like I would be in District 3. This district includes Orange Coast College, Vanguard
University, and the', stretches of Newport and HarborBoulevards that are of concern to
my family and me.
Again, since it looks like we will have to adopt these districts, I do like the fact that a
person would need to choose whether he/she would like to run for Mayor DR for the
representative for that particular district; and would not be able to run for Mayor
simultaneously. Furthermore, in regards to electing a Mayor, it makes most sense to me
that the Mayor of the City should be the person that receives the most votes, city-wide.
I've never understood the "rotating Mayor" philosophy of some cities, although it works

for some. Do any other organizations operate in this manner? Does your boss rotate at
your place of employment? I feel the Mayor should be the most qualified in every area
of expertise that is needed to run the city.
In closing, I would like it stipulated that I am not in favor of Districting as I believe it
divides our cities in a time when I believe we need to unite. Especially in light of recent
events, it saddens me to think we, as a society, are turning back the clocks 300 years.
Thank you for your consideration of my concerns.
Sincerely,

Dear Council Members,
I am not able to attend the meeting for voting on which district map to adopt but I
recommend option 3 with 6 districts and a Mayor at Large who is accountable to the
whole city and has the entire cities' best interest in mind. I think option 3 keeps the
unique neighborhoods in tact, especially OCC/Fairgrounds with College Park and Mesa
Del mar together.
Thank you for your time and efforts in making our city one of the most desirable places
in the Nation to live.

Dear Costa Mesa City Council:
I am completely opposed to districts in Costa Mesa, as it goes against citywide representative democracy -
having council members ONLY concerned about serving the constituents in a limited geographic area means
that council members will potentially not be concerned with impacts of their decisions on other districts. IF we
are forced to have districts, the best option is Option 3 - better defined local districts with an at -large mayor who
WILL be answerable to the entire city.
Please vote for option 3.
Thank you!

I am not able to attend tonights meeting. My thoughts:
am elected to my position at Mesa Water by district. We have 5 districts. They work great. However the 5 districts
plan the city has is not good as to how it relates to College Park area. Makes no sense. Thus we need 6 district plan
which makes more sense. Being an even number we could have tie votes so we need a directly elected Mayor
also. Thus, I support 6 districts with a direct/y elected mayor.
We don't really need districts but since it is being forced upon us, now is the time for the directly elected mayor and
government closest to the people with 6 districts.
There are ballot initiatives being supported by some for a citizen vote on development in the city and on changes in
Fairview Park. These citizens would naturally want to vote on the Mayor also in my opinion. Only makes sense,
right? They want a say in issues the council usually handles-fairview park and development. The council usually handles
the mayor part. Let the citizens do it!

I would like to ask the council to change their decision during the July 12th Public Hearing from a 6

It's my understanding that there were 106 unique people who participated in the four community
meetings prior to the public hearing on Tuesday July 5th. The community input from those meetings
was used in the demographer's final proposals and recommendation to the city. Prior to the meeting,
9 comments were submitted via the City Clerk's office and 16 spoke during the meeting. Of these 131
people, no one is on public record for supporting a 6 district map with an elected mayor. Consensus
was that five districts are appropriate for the size of our city and offers fair representation to all parts.
I'm opposed to 6 districts with an elected mayor because of the fact that one district will have two

Dear Members of the Costa Mesa City Council:
This coming Tuesday, as you hold the final public hearing on the proposal that was
neither supported by the community nor unanimously supported by council, I ask you to re -consider
against the proposal for six voting districts and position of a directly elected mayor.
While I have nothing new to add to the discussion, I want to make sure MY VOICE IS HEARD. I
have watched council meetings, attended discussions, and I have seen that clearly, the public sent a
message to their elected officials. Altho, there are numbers of attendees at meetings, what cannot
be accounted for are the meetings held in peoples' home, discussions in neighborhoods and even at
churches.
Just as each of you is elected one vote by one vote, representing many; so it is for those who
spoke in support of Proposal 1, five districts; one voice by one voice speaking for others.
After hours of input, and many more hours of work--- What cannot be overstated, and I quote the
Daily Pilot's coverage: "The narrow vote went against the recommendations of most of the
community members who showed up at Tuesday's meeting and those who attended four
meetings last month to discuss the process."
For the record, I support Option One, the 5 -district plan. Please change the decision on July 12th.
Changing the configuration to six and a directly elected mayor may: Increase costs to the elections,
skew the demographics and result in another lawsuit.
Thank you,

Dear Ms. Green & City Council Members,
I am 12 year resident of the City of Costa Mesa and currently live on the Westside. I love my city - I live, shop, worship, and play
in Costa Mesa and am actively involved in the life of my neighbors, businesses, and community. As a resident, I was deeply
disturbed by the City Council's decision to vote on district map that zero of the 131 residents who participated in the outreach
process supported.
As an urban planner for a large planning and land development firm, I spend much of my time conducting community
engagement processes for cities across California for projects big and small. The biggest detriment to people being engaged
with their city is the belief that City Council doesn't really care about what they say. I was impressed by the outreach process
conducted by Arellano Associates (a well known public outreach firm) and the fact that the City engaged a diverse group of
residents, many of whom represent non -profits, churches, and businesses that have their ear to the ground in the community
and bring the voices of many more to the table. But your vote signaled to residents that they should not be engaged because it
doesn't matter.
As a resident, I expect that my elected officials will make decisions based on what best represents the city. It shouldn't be the
case that the only time residents can have a say in local government is when someone is voted into office. That's why we do
community engagement processes - to gauge what is important to people in the City.
I am asking the council to change their decision during the July 12`h Public Hearing from a 6 district map with an elected mayor

Dear Mayor and City Council,
I am writing again to express my view that a 5 district voting map would best benefit our city. It was
disappointing to hear that despite majority public support expressed for a 5 district map, you voted
for a plan that would include a separately elected mayor. I believe that this plan would give unfair
representation to one area of the city.
I'm writing today to ask those of you who voted for six districts to change your mind and vote for a
plan that would reflect 5 districts, as those whom you represent have voiced would be their
preference.
I remain hopeful in your ability and desire to hear from and represent all people in our city as our
process of government calls for.
Thank you for your consideration,
