A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF COSTA MESA, CALIFORNIA, APPROVING THE
CLOSURE IMPACT REPORT PREPARED FOR THE
TROPIC TRAILER PORTS MOBILEHOME PARK
LOCATED AT 351 WEST BAY STREET.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS
FOLLOWS:
WHEREAS, the California Government Code Section 65863.7 allows the City
Council to review the relocation impact report prepared for the closure of the Tropic
Trailer Ports Mobilehome Park; and
WHEREAS, California Government Code Section 65863.7 allows the City
Council to take steps to mitigate any adverse impact of the park closure on the ability of
the displaced homeowners to find adequate housing in a mobile -home park; and
WHEREAS, the mitigation measures contained in the Tropic Trailer Ports
Mobilehome Park relocation impact measures do not exceed the reasonable cost of
relocation; and
WHEREAS, the City held a public hearing on the relocation impact report on
November 21, 2006.
NOW, THEREFORE, BE IT RESOLVED that the Costa Mesa City Council does
hereby find the Tropic Trailer Ports Mobilehome Park Relocation Impact Report, dated
September 2006, sufficient in its background information. .
BE IT FURTHER RESOLVED that the Costa Mea City Council adopts the
homeowner relocation mitigation measures, as set forth in attached Exhibit A, and finds
that these measures comply with California Government Code Section 65863.7 and
said measures do not exceed the reasonable costs of relocation.
BE IT FURTHER RESOLVED that the Costa Mesa City Council directs the
property owner of Tropic Trailer Ports Mobilehome Park to provide a copy of this
resolution, including Exhibit A to every homeowner residing within said park within
seven days of resolution's adoption.
BE IT FURTHER RESOLVED that the Costa Mesa City Council directs the
property owner of Tropic Trailer Ports Mobilehome Park to comply with the relocation
mitigation measures specified in Exhibit "A".

(Singlewide MH) combined with 50% FREE RENT until July 31, 2007.
Resident signs Title of mobile home to Tropic Trailer Ports. Property
owner will be responsible for removal or disposal of the mobile home.
Resident aLrees to relocate prior to July 31, 2007
Due to the size, age and condition of some of the homes in the park, there is literally no value to the
home and relocating it to another mobile home park is very unlikely. As an additional mitigation option
to these resident mobile home owners, selling the home, and not having to deal with removing the home
from the Park may be an attractive alternative. Under this option Tropic Trailer Ports agrees to buy the
mobile home for the price of Option I and allow the resident to continue to live in the home at the park
for 50% free rent until July 31, 2007.

rent" means that collection of monthly rent is deferred until the resident on or before the
appointed date permanently vacates the Park at which point the accrued unpaid rent is forgiven.
Failure to timely vacate the Park will result in all accrued unpaid rent becoming immediately
due and payable.
• The residents shall fully cooperate with the Park owner and execute all documents the Park
owner deems commercially reasonable, including without limitation and irrevocable notice of
termination of tenancy, a release, and irrevocable assignment of all rights to and interest in the
home site, and an agreement to arbitrate disputes.
