City Council accept the work performed by Blackrock Construction Company and authorize the City Clerk to file the Notice of Completion; and 2. Release the Labor and Material Bond seven (7) months after the filing date; release the Faithful Performance Bond one (1) year after the filing date; and release the retention monies 35 days after the Notice of Completion filing date. BACKGROUND: On November 3, 2015, a construction contract in the amount of $848,500.00 was awarded to Blackrock Construction Company, 615 N. Berry Street, Suite G, Brea, CA 92821. This project consisted of rehabilitation of the following alleys (Attachment No. 1): 1. Clearbrook Lane Alley (Alley No. 46) located between Civic Center Park, Clearbrook Lane, and west of Vanguard Way. 2. Flower Street Alley (Alley No. 81) located between Flower Street, Broadway, Tustin Avenue, and Irvine Avenue. 3. Broadway Alley (Alley No. 89) located between Broadway, Magnolia Street, Tustin Avenue, and Irvine Avenue. 4. Magnolia Street Alley (Alley No. 91) located between Magnolia Street, E. 18th Street, Fullerton Avenue, and Orange Avenue. 5. Magnolia Street Alley (Alley No. 93) located between Magnolia Street, E. 18th Street, Westminster Avenue, and Santa Ana Avenue. 6. Magnolia Street Alley (Alley No. 94) located between Magnolia Street, E. 18th Street, Tustin Avenue, and Irvine Avenue. 7. 18th Street Alley (Alley No. 96) located between Abbie Way, E 18th Street, and Irvine Avenue. The rehabilitation of these alleys consisted of removal of the existing asphalt concrete alley sections, the construction of new Portland Cement Concrete (PCC) pavement sections, and other incidental work needed to complete the project in accordance with the contract documents. 1 Before Improvements ANALYSIS: After Improvements ."'IN The work required by the contract documents was completed on August 16, 2016, to the satisfaction of the City Engineer. The final contract cost amounted to $874,690.30. A report of the final costs is included herein as Attachment No. 2. A summary of the costs is as follows: Original Contract Cost: $ 848,500.00 Change Order #1: $ 30,000.00 Final Quantity Adjustments: ($ 3,809.70) Final Contract Cost: $ 874,690.30 Change Order No. 1, for a total amount of $30,000.00, was issued for the re -construction of City Alley No. 96, located on 18th Street, between 18th Street, Abbie Way, and Irvine Avenue. By utilizing remaining project funds and Change Order No. 1 in the amount of $30,000.00, the City was able to eliminate additional mobilization costs and was also able to maintain Blackrock Construction's competitive bid unit pricing for the rehabilitation of City Alley No. 96. The final contract cost reflects a three point one percent (3.1%) increase to the original contract cost as a result of Change Order No. 1 and the final quantity adjustments. As of this date, there are no Stop Notices filed against the monies due to Blackrock Construction Company. ALTERNATIVES CONSIDERED: There are no alternatives considered for this item. FISCAL REVIEW: This project was funded from Gas Tax revenues and Capital Improvement Funds from Fiscal Year 2014-2015. LEGAL REVIEW: There is no legal review required on this item. 1► CONCLUSION: Rehabilitation of the Clearbrook Lane Alley (Alley No. 46), Flower Street Alley (Alley No. 81), Broadway Alley (Alley No. 89), Magnolia Street Alleys (Alley No. 91, Alley No. 93 And Alley No. 94), and 18th Street Alley (Alley No. 96) Improvement Project - City Project No. 15-13 has been completed to the satisfaction of the City Engineer. It is recommended that the City Council authorize staff to file the Notice of Completion; release the remaining retention monies 35 days after the Notice of Completion filing date; and release the bonds accordingly.
