RECOMMENDATION:
Adopt plans, specifications, and working details for the New Sidewalk and Parkway
Maintenance Project (Phase 1), City Project No. 16-07.
2. Award a construction contract to C.J. Concrete Construction, Inc., 10142 Shoemaker
Avenue, Santa Fe Springs, CA 90670 in the amount of $1,930,725.00.
3. Authorize the Mayor and the City Clerk to execute the Public Works Agreement.
BACKGROUND:
Concrete improvements located within the City's parkways and streets require ongoing repair and
maintenance due to age, maturing trees, soil conditions, water intrusion, and traffic loads. The
City's Parkway Concrete Repair Program is funded to repair as many of these damaged areas as
possible, eliminating the potential liability associated with aging parkways. The locations identified
for repair are prioritized based on pedestrian and handicap traffic and the severity of the damage.
In addition, this project includes construction of new parkway improvements to streets with
missing sidewalks, and reconstruction of parkway improvements and other concrete elements like
cross gutters and spandrels for streets scheduled for rehabilitation this year. A map of parkway
improvement locations within the scope of work of this contract is included as Attachment 1 ".
The scope of work under this contract consists of localized reconstruction of curb and gutter;
cross gutter and spandrels; sidewalks; driveway/driveway approach; and other work needed to
complete the project in accordance with the contract documents.
ANALYSIS:
The City Clerk received and opened nine (9) bids for this project on September 8, 2016. C.J.
Concrete Construction, Inc. was the apparent low -bidder with a bid proposal of $1,930,725.00.
The Engineer's estimate was $2,296,550.00 and the average of the nine (9) bids received
amounted to $2,833,801.33. An analysis of the bids indicates that the apparent low bidder
submitted a proposal approximately sixteen percent (16%) lower than the Engineer's estimate.
The Bid Abstract is included as Attachment "2".
The license and references of C.J. Concrete Construction, Inc., have been checked and staff has
found them to be in good standing. C.J. Concrete Construction, Inc. has successfully completed
other City projects, including the 2014-2015 Parkway Concrete Repair and New Sidewalk
Construction Project, the 2014-2015 Halecrest and Eastside Neighborhood Parkway Concrete
Repair and New Sidewalk Construction Project, and the rehabilitation project for Tustin Avenue
(from 15th Street to 17th Street).
ALTERNATIVES CONSIDERED:
The alternative to this Council action would be to reject all the bids. Staff believes that re -
advertising and rebidding the project will not result in lower bids.
FISCAL REVIEW:
Funding for this project has been budgeted with the use of Gas Tax funds.
LEGAL REVIEW:
The City Attorney's Office has reviewed the Public Works Agreement and approved it as to form.
C.J. Concrete Construction, Inc. will furnish the necessary bonds and insurance, which will be
reviewed by the City Attorney's office prior to issuance of a "Notice to Proceed".
CONCLUSION:
The City has received bids for the 2015-2016 New Sidewalk and Parkway Maintenance Project
(Phase 1), City Project No. 16-07. Staff has evaluated all the bids and recommends that the City
Council adopt the plans, specifications, and working details for said project; award a contract to
the apparent low bidder C.J. Concrete Construction, Inc. in the amount of $1,930,725.00; and
authorize the Mayor and the City Clerk to execute the Public Works Agreement.
