RECOMMENDATION:
It is recommended that the City Council provide direction to staff whether to move
forward with providing additional financial assistance for the completion of the Heroes
Hall Veterans Museum at the Orange County Fairgrounds.
BACKGROUND/ANALYSIS:
Mayor Mensinger is seeking formal support from the Costa Mesa City Council to
provide additional funding on behalf of the City to assist in the completion of the Heroes
Hall Veterans Museum located at the Orange County Fairgrounds.
At the June 16, 2015 City Council meeting, by a vote of 3-0 (Mayor Pro Tem Righeimer
and Council Member Manahan were absent), the Costa Mesa City Council voted to
provide $25,000 towards the construction of the Heroes Hall Veterans Museum.
Construction and repurposing of the relocated existing Army Barracks has been mostly
paid with funds allocated by the OC Fair Board and private donations.
Since the City's contribution in June, much has taken place. The ground breaking
ceremony occurred in March of 2016 and in April 2016, the old Army barracks building
was set in place and construction and restoration work has proceeded on schedule.
If authorized, the City's contribution will coincide with the Heroes Hall dedication
ceremony that will be held on Veteran's Day, November 11, 2016. As previously noted,
Heroes Hall will be the only Orange County museum dedicated to the stories and
sacrifices of those that served in our military and will feature the history of the Santa
Ana Air Base.
FISCAL REVIEW:
If approved, funding will come from contingency funds already budgeted in the Fiscal
Year 2016-2017 budget.
LEGAL REVIEW:
No legal review is required.
CONCLUSION:
Staff is requesting that the City Council provide direction whether to move forward with
providing additional financial assistance for the completion of the Heroes Hall Veterans
Museum that will be situated at the Orange County Fairgrounds.
