ADDITIONAL DOCUMENTS FOR CC -13 CITY OF COSTA MESA Department of Public Services/Administration INTEROFFICE MEMORANDUM TO: The Honorable City Council 01 FROM: Raja Sethuraman, Interim Public Services Director V";::5 DATE: December 1, 2016 SUBJECT: MESA VERDE MEDIAN LANDSCAPE AND IRRIGATION IMPROVEMENTS, CITY PROJECT NO. 16-19, COST SAVINGS PLAN On November 15, 2016, the City Council requested that staff review the apparent low bidder's proposal, and explore some cost reduction opportunities. After a contract is awarded to the lowest responsible bidder, the City can add and/or delete items of work in accordance with the contract documents and the City -adopted Standard Specifications for Public Works Construction. Staff and the City's consultant, Asakura Robinson Company, have studied the project plans, specifications, and apparent low bid, and proposes negotiating the following items with the apparent low bidder prior to construction under a contract change order. The project includes costs to procure and replace existing irrigation controllers. As the proposed irrigation system could function with existing controllers, the new irrigation controllers could be deleted from the contract for a potential savings of $48,000. The City included funding for contingencies in the project costs. Eliminating $20,000 of contingencies will reduce the project costs by that amount. The quantity of boulders specified for the project could be reduced by up to 25% for a potential savings of up to $2,500. Please note that the use of boulders is very limited in the proposed plan. The total potential savings of these negotiations during construction could be up to $70,500. This will result in revised construction cost of approximately $387,237. Additional Considerations: At the November 15, 2015 City Council meeting, there was a discussion about planting and the potential substitution of roses and agave plants with other species. Agaves were included as accent plants and are limited in number. The actual cost proposed by contractor for 120, 5 -gallon Agave plants is $32 each, which is a very reasonable price. Elimination of Agave plants will result in savings of $3,840. The City's landscape consultant provided further information on Double Knockout Rose plants. These plants are resilient to harsh conditions such as medians and bloom several times a year providing an attractive streetscape. Staff does not recommend any changes to this planting. Existing hardscape (approximately 3,100 S.F.) at the medians in the form of bomanite paving, depressed curbs, and perimeter concrete bands are currently called to be removed and replaced with new landscape planting. If left in place the potential savings could be up to $22,000. Staff recommends that this work be retained as this type of paving is outdated and typically removed during major renovations. Please let me know if I can answer any questions related to this item. Attachment: City Council Agenda Report c Tom Hatch, Chief Executive Officer Baltazar Mejia, City Engineer File
