RECOMMENDATION
Approve and authorize the City Manager to execute a purchase order with Coast
Recreation Inc., 3151 Airway Avenue, #A-3, Costa Mesa, CA, for the fabrication of an
arbor located at Pinkley Park, in the amount of $64,982.00.
BACKGROUND
The arbor at Pinkley Park is the focal point of the park and provides a shaded walkway
and seatwall for park patrons. The existing structure has been patched and painted
multiple times over the past fifteen (15) years. However, due to extensive wood rot and
termite issues, approximately one-third of the structure was removed in the past year due
to the potential for failure. The scope of work for the Pinkley Park Improvement includes
the replacement of the existing curved deteriorated wood beams and concrete column
arbor structure.
ANALYSIS
Staff has researched other firms in regards to standard and quality for park shelters and
finds Coast Recreation to provide a higher quality for its product. Coast Recreation Inc.
is a local firm that specializes in providing park arbor designs. They have provided the
City with several of the existing park shelters and arbors located at various park sites
within the city. Their design and top quality of construction is consistent with many of the
City's existing park shelters/arbors. The proposed arbor is constructed with powder -
coated metal frame and heavy 24 gauge pre-cut multi -rib metal roof panels. The cost for
services also includes engineering calculations, shop drawings, foundation design, and
anchor bolts with templates. The metal shelter/arbors will last for several years and
require very little maintenance, unlike the existing wooden shelters.
ALTERNATIVES CONSIDERED
An alternative would be to deny the purchase of the curved arbor replacement. However,
due to the age and poor condition of the current arbor, not replacing the arbor could
potentially be a liability to the city. If the arbor is not replaced, the remaining portion of
the structure will also need to be demolished due to its structural integrity.
FISCAL REVIEW
Included in the City's adopted Fiscal Year 2016-17 Operations and Capital Improvement
fund is $150,000.00 for the replacement of arbor in Pinkley Park. The funding includes
the purchase and installation of the unit. Installation of the arbor will be put out for
competitive bidding following the purchase of the arbor.
LEGAL REVIEW
There is no legal review required on this item.
CONCLUSION
The existing arbor at Pinkley Park is deteriorated due to termites and wood rot.
Replacement of the existing arbor will enhance the overall function and aesthetics of the
park. It is recommended that the City Council approve and authorize the City Manager
to execute a purchase order in the amount of $64,982.00 to Coast Recreation Inc. for the
procurement of the curved arbor at Pinkley Park.
