Accept the work performed by Global Power Group, Inc. and authorize the City Clerk to file the Notice of Completion. 2. Release the Labor and Material Bond seven (7) months after the filing date; release the Faithful Performance Bond one (1) year after the filing date; and release the retention monies 35 days after the Notice of Completion filing date. BACKGROUND: On May 5, 2015, a construction contract in the amount of $759,358.70 was awarded to Global Power Group, Inc., 10260 Woodside Avenue, Lakeside, CA, 92040 for parkway maintenance in the Westside Neighborhood (between 19th Street and Victoria Street, and Placentia Avenue to the Westerly City limits). The scope of work under this contract consisted of localized reconstruction of damaged curb and gutter, concrete spandrels, driveway/driveway approaches, and sidewalks. Before Improvements After Improvements 1 ANALYSIS: Over two-thirds of the work contained within the contract documents was completed by Global Power Group, Inc. as of January 20, 2016 to the satisfaction of the City Engineer. The work performed by Global Power Group Inc. was significantly deficient in manpower and equipment, which resulted in a longer period to complete the work. This deficiency resulted in subsequent corrective work to be performed by Global Power Group, Inc. prior to acceptance. Based on this, City staff recommends that the balance of uncompleted work be cancelled and performed under a separate contract by another contractor. The final contract cost of the completed work amounted to $525,123.15, which reflects a 30.8% percent decrease to the original contract as a result of the cancellation of the unfinished work (Change Order No. 1). A report of the final costs is shown herein as Attachment 1, with the summary of the contract costs as follows: Original Contract Cost: $759,358.70 Contract Change Order No. 1 (uncompleted work) ($234,235.55) Final Contract Cost: $525,123.15 A listing of the parkway repair locations completed with this contract is shown in Attachment "2". As of this date, there are no Stop Notices filed against the monies due to Global Power Group, Inc. ALTERNATIVES CONSIDERED: An alternative would be to allow Global Power Group, Inc. to continue working on this contract. This alternative is not recommended due to above-mentioned issues. FISCAL REVIEW: This project was funded with Capital Improvement and Gas Tax funds. LEGAL REVIEW: There is no legal review required for this item. CONCLUSION: Approximately 69% of the work for the 2014-2015 Westside Neighborhood Parkway Concrete Repair Project, City Project No. 15-01 performed by Global Power Group, Inc., has been completed.
