BACKGROUND: The Senior Commission consists of seven appointed positions which serve staggered four-year terms. Staff received 15 applications during the application period for the seven seats. The members of the City Council have selected 10 applicants to be interviewed for the Senior Commission. Following is a list of the selected applicants with their assigned interview time (times are approximate): 4:30 p.m. Charlene Ashendorf 4:41 p.m. Randy Briggs 4:52 p.m. Lucia S. Staff received 28 applications during the application period for the five seats. The members of the City Council have selected 12 applicants to be interviewed for the Parks and Recreation Commission. Appointed commissioners must be registered voters in the City. Staff has confirmed that all selected applicants are registered voters in the City. Following public comments, members of the City Council will interview applicants at their appointed time (times are approximate). FISCAL REVIEW: Senior Commissioners and Parks and Recreation Commissioners receive $100.00 monthly. LEGAL REVIEW: No legal review is required for this item. CONCLUSION: Staff has provided this report identifying the applicants who wish to serve on the Commissions. At this time, City Council is requested to conduct the interviews of their selected applicants. Reflective of its demographics, we were drawn to the mix of singles, young families, long time residents and seniors. Additionally, we found this city's offerings: programs, services, educational opportunities, and involvement for young and old alike makes Costa Mesa a model community. Approximately 10% of the city's population is comprised of senior citizens. But that statistic alone does not provide a clear picture of the importance of senior services, issues and opportunities. Our community mirrors demographics nationally with boomers caring for their parents, grandparents caring for their grandchildren and seniors leading productive lives and making a difference in this community. The Costa Mesa Senior Center was developed to ensure the quality of life for seniors of our community and surrounding areas. Ensuring quality programming, delivery of social services, health screening, as well as serving as a resource to individuals and families alike for seniors is key to a healthy community. A former Community Services Commissioner, and member of several commissions and committees, I have demonstrated experience. Professionally, my more than 25 years of work in the nonprofit area as executive director, grantwriter, program manager and fundraiser provide a solid foundation in leadership, decisionmaking and work with private, public, community and volunteers. As a result of the recent changes in leadership and operation of the Costa Mesa Senior Center, the role of the newly formed Senior Commission will provide an opportunitiy to listen to and learn from our community, ultimately advising the City Council in issues of importance to the success of the Center and the health and well being of the senior community. I would like to apply for a position to serve on the Costa Mesa Senior Commission. I am a current resident of Costa a board certified Adult and Geriatric Primary Care Nurse Practitioner, an Assistant Clinical Professor at University of nia Irvine, and I have been a registered nurse for over twelve years. I currently practice in a Community Health located in Santa Ana, a medically underserved area, providing care to the underserved, underinsured, and non -US s. My passion for working with older adults developed prior to becoming a nurse when I was a certified nursing int working and providing care in assisted living and skilled nursing centers. I am a current and active member of the :an Geriatrics Society and in 2016 1 completed a 2 day training course through the UCI Geriatric Workforce cement Program: Cultivating a Culture of Caring for Older Adults. I have been on the board of directors of the OC nia Association of Nurse Practitioners for 5 years, holding the positions of student representative, president-elect, past president, and current social media/communications chair. As of 2016 approximately 14.1 % of Costa Mesa's population is over the age of 60 (American Community Survey). iy seniors have multiple comorbidities, impairments in function, and barriers to care that make them vulnerable. The or center serves as a valuable community resource promoting independence, improved quality of life, health promotion, socialization. I would like to assist in helping to market the mission of the Costa Mesa Senior Center, services offered, inform the community by updating the current social media platforms, such as Facebook and creating a Twitter Account Secondly, the center currently has multiple health promotion programs in place. As a health care provider I would to assist in coordinating more community ties and development of program offerings. Examples of programs themes lntially could include medication review clinics, how to understand Medicare, what happens when you turn 65, caregiver ss/burnout, and specific chronic disease education classes. As a member of the Costa Mesa Senior Commission I >ve it is important to encourage the involvement of our fellow community, such as students (high school and college) to I programs and classes, encourage local restaurants to participate in offering dining experiences for small groups of iors to encourage socialization, and develop a child/senior program to encourage enrichment in one another's lives. My Mother, Melva Neft, was part of the original committee to create the Senior Center. Over the years I have seen the Center functions and services deteriorate. I would like to help the City bring the Senior Center back to greatness and become a model for other communities. The Senior Center should improve the lives of Seniors and interact in the community with other organizations, such as religious organizations, colleges, libraries, and City recreational programs. The Senior Center is not be a warehouse for "old" people but should be a catalyst to keep older residents healthy and interact with the community. My experience and qualifications include service on various boards and jobs involving finance and programming. I was in leadership positions. I am involved with the Costa Mesa Friends of the Libraries board and our Mesa Verde Library Bookstore. I was an Electrical Engineer at the Long Beach Naval Shipyard and an officer in the International Federation of Professional and Technical Engineers (IFPTE). I was on the Executive Steering Committee at the Shipyard. I was Sergeant at Arms, Financial Secretary, and Professional Unit Chair of the Local and International Vice President of the IFPTE. I was Chair of the Marine Lighting Committee of the Illuminating Engineering Society of North America and participated in writing the current Marine Lighting standard. In my Congregation I was President, Secretary, Programming chair of the Men's Club. I was on the Board of my Congregation including Parliamentarian. I am a Registered Electrical Engineer in California. I completed requirements at Coastline Community College to Mediate in the California Court system. I received two meritorious unit citations and two special act awards at the Long Beach Naval Shipyard. I have taken various classes at Orange Coast College (OCC) over the years to enrich my mind and body. OCC could be a source of joint programming with the Senior Center. Six months ago I had the privilege of joining the commission. In my initial statement (enclosed) at that time I stated that I believed that I could contribute to the betterment of the new plan that the city has put forward in the recovery from the past management. Today, my commitment about serving is stronger. I spent time with the center's director and staff and fully support the direction of the program. Participating in the center's events with members, sharing membership ideas, listening for better ways to serve has been one the hi -lights of my short time at the center. I have contributed suggestions and have shared information and resources from my experience from committees that I have served on. The Senior Center is an important part of life in Costa Mesa and melding a wide diversified commission with all the members exemplifies the dedication of our city to it's citizens. I believe that I can contribute to the betterment of the new plan that the city has put in place since the recovery from the past management. For the last four years I have invested my time and energies to helping to make Costa Mesa a better place for everyone and especially for our seniors. During the election of 2014 1 had the privilege as a candidate to walk and speak with residents of over seven thousand homes in the city. The experience of meeting people one to one helped me to understand, and to appreciate the many concerns people have. I served on the second charter committee for our city, experiencing work of giving, listening, sharing and finding acceptable compromises. These components have been very valuable in other committees I have served on the city. I also participated on the Fairview Park Advisory Committee. Although I had my own desires I learned a very valuable lesson, when you serve your community you have an obligation to present and balance all the facts which represent the mandate of your community. Presently I am filling out the term of a resigned member of the Pension Oversight Committee, and I find that my time and experience spent with the Charter Committee of 2014 Is proving invaluable. It is my desire to work with the current outstanding Senior Center Commission, contributing my experience, and working with commission members, the center and the staff for continuing success. In my personal life I have been able to incorporate all my experience working with the many departments at the City as one the leaders in the redevelopment of my 100 plus year old church, The last year and half we have planned for the remake of one the community's iconic buildings. Our project is valued at nearly three million dollars and planned to last for the next 100 years. My involvement has been in the assisting of the financial plan as well as the everyday oversight of the project. I first began my engagement in our community and our local government bodies when I was introduced to the growing population of homeless people and the challenges that brings to our neighborhoods. I wanted to learn more about how we can try and help some of these individuals while also helping to solve the negative impacts upon our neighborhoods. The homeless/transient population was much more prevalent than I had been used to. I began meeting with neighbors and city leaders to find out how we could address the issues that were affecting our quality of life. I began to watch and attend Parks and Recreation, Planning Commission and City Council Meetings. I had and have a strong desire to be part of the solution and not just point out the problems. I started forming informal relationships with some of the regular homeless individuals that I would see in and around Wilson Park. I wanted to find out what their needs were; why they were homeless and what I could do to help. I was introduced to individuals who are instrumental in helping those in -need in the city and have been working with them ever since. I am committed to helping to find solutions to help those most in -need in our city while balancing the quality of life for our residents. I went through the Fresh Beginnings Life Support Mentor Training and have recently been appointed the Fresh Beginnings LSM Volunteer Coordinator. I have already been working and/or meeting with members of the Network for Homeless Solutions, the city and the police department to find plausible solutions for all those affected. In addition to the safety issues, it is also important to preserve the beauty and accessibility of our parks and parkways. The city has made strides to improve and maintain these open spaces and it is important to continue in a direction that is best for the city. Recreational activity offerings are important to keep citizens of all ages healthy and engaged. I have been involved in participating, leading and managing different activities in my community and throughout my career. I have been a resident of Costa Mesa for many years. My wife and I raised our two boys here, where they attended Woodland and Kaiser Elementary, Ensign Intermediate and Newport Harbor High School. I attended the same schools growing up. I enjoy living here and am proud to call Costa Mesa my home. I was pleased to hear that the new City Council is opening up the Parks and Recreation Commission to new members. I believe it would benefit from some fresh eyes and ideas. Growing up, my boys were active in AYSO soccer, Boys' and Girls' Club basketball, and many other community activities. I was a member of the Boys' Club and played Little League Baseball on the same fields as a kid. Obviously, times have changed, and there are not always enough fields and facilities for today's youth to enjoy the same activities that I did. I have spent my career in the commercial real estate business as a manager, investor and developer, which often involves prioritizing, organizing and evaluating options. I believe that these skills would be useful when trying to find the best ways to accommodate the changing needs and space demands of our growing population. I coached and refereed for AYSO soccer and Boys' and Girls' Club basketball, and I served on the Board of the Newport Harbor High School Boys Lacrosse Booster Club for several years, so I understand how challenging it is to find places to practice and play. On a larger scale, I was very involved with the Newport -Mesa Unified School District and their plans to refurbish the schools and add new facilities. I served on the Citizens Oversight Committee for the Measure A School Bond, serving as Chairman for two years. The Measure A funds were used to refurbish all campuses in the District. After that, 1 led the campaign to pass Measure F, the follow up school bond that continues to provide new facilities, including elementary school science classrooms, Tewinkle Middle School's gym, Estancia High School's Jim Scott Stadium, and Costa Mesa High School's Theater and Middle School Enclave. Part of Costa Mesa's appeal is its suburban tradition, a place to be away from the hectic pace elsewhere, a place where residents can share in community activities. As you may know, I had served as a Parks & Recreation Commissioner from 2009 until 2012. During my four years on the Parks and Recreation Commission for our City, I worked with the City, the schools, and residents to improve services relating to sports fields and lighting, recreation programs, and city trees. Our Commission at the time dealt with issues such as tree removal requests, field lighting, recreation program fees, sport group user status, and park beautification and maintenance. I was one of the Commissioners who advocated for the city Parks Tours — where 1-2 members of the Commission would regularly tour the City parks to make note of any maintenance and improvement needs, and meet with members of the public to respond to immediate questions and concerns. I served the City in this capacity with loyalty, while making decisions by adhering to the relevant City Codes. By way of experience, I have continued to work with many important and current issues — including homelessness (former Chairman of the Homeless Task Force 2010-2011), sober living facilities, and various Planning Commission duties and responsibilities (while serving as a Planning Commissioner from 2012 to 2016). As a twenty-year beneficiary of Costa Mesa's Parks and Recreation Department, I wish to serve on the Commission so that I can give back to the community that has been so good to me and my family. Twenty-nine parks are located within Costa Mesa. Maintaining and enhancing them benefits the entire city. Making Parks and Recreation a high priority ensures a healthy environment for us all. Access to quality parks and recreation fosters goodwill in neighborhoods. With such diversity, it is important to communicate the activities that are available at each. From Jack Hammett to Fairview, from the skate park to Smallwood, there is something for everyone in our city. The beauty and tranquility of nature offered at our city parks is invaluable. We offer all of these wonderful experiences for our citizens. Promoting the parks' use can only make Costa Mesa stronger. The recreational opportunities are equally as abundant. Our family has used many of the exceptional offerings: Balearic Pre- school program, gymnastics, swimming lessons, Ju-Jitsu, cooking classes, Snow Hill and Concerts in the Park to name a few. The wide ranging offerings welcome us all and are very affordable. Having creative offerings for all ages enhances the quality of our community. I have worked with and donated to organizations in and around Costa Mesa including: the Fairview Park Preservation Alliance, Save Banning Ranch, the Environmental Nature Center, the Bolsa Chica wetlands and the Back Bay Nature Preserve. I'm a long time resident and homeowner in Costa Mesa (over 30 years) and raised our two children in Costa Mesa public schools. We enjoyed access to local parks and programs for our children and myself throughout the years. I've also worked part time for local schools and am very familiar with the unique benefits of our parks and recreation programs as they coordinate with our local schools and facilities. I was very fortunate to serve on the Costa Mesa Library Services Committee (1996-7) when we were assigned to study the possibility of a central library in Costa Mesa, among other things. I became very familiar with the city process of study and reporting as a committee. I am a graduate of LIC Davis and experienced first hand the unique layout of a town and community that is centered on bikes as transportation and lifestyle. The community is also very connected with nature and the environment which is something we share here in Costa Mesa. I really enjoy our community and would like to see a balance on our city council as well as all the commissions with folks of different backgrounds, experience, ages, men and women. My normal duties include many of the same duties performed by the City's staff. I work with staff to ensure facilities, trails, fences, signage, kiosks, trash and weeds are regularly maintained on nearly 2,000 acres of protected land. I enjoy working with others and have devoted my free time to working in collaborative groups.
