RECOMMENDATION
Approve and authorize the City Manager to execute a purchase order for the purchase
of one new 2017 Ford T350 Transit Van with prisoner transport upfitting equipment
through the National Joint Powers Alliance (NJPA) contract # 120716 -NAF from
National Auto Fleet Group, 490 Auto Center Drive, Watsonville, California 95076 in the
amount of $61,591.61.
BACKGROUND
The purchase of a new Transit Van is for the replacement of City Vehicle #794. This
purchase was approved in the FY 2016-17 budget. Unit #794 is a 2001 Ford E350
passenger van, which is currently utilized by the Police department for the
transportation of arrestees to jail facilities. It has been in service for sixteen years,
exceeding its expected service life, and is in poor condition and unreliable. It is the only
vehicle that is able to transport multiple passengers to other jail facilities and is used on
a daily basis.
ONAI YSIS
Purchasing this vehicle from National Auto Fleet Group through the National Joint
Powers Alliance (NJPA) meets all requirements set forth in the City of Costa Mesa's
purchasing policy manual and all requirements set forth by the State of California in
regards to regional cooperative purchasing agreements. The NJPA established pre -
approved vendors following a nation-wide competitive bid process. This assures that
the City receives the lowest available pricing and meets the competitive bid process
requirements, and has been utilized successfully for several previous vehicle
purchases.
Staff requests City Council approval of the purchase of the transport van in the amount
of $61,591.61 from National Auto Fleet Group.

ALTERNATIVES CONSIDERED
The replacement of the prisoner transport vehicle could be denied. However, continuing
to use the current unit #794 may result in a breakdown while transporting arrestees.
Therefore, staff does not recommend this option. Another option would be to rebuild or
refurbish the unit; however, due to the age and poor condition of the existing vehicle,
this is not a cost effective option.
FISCAL REVIEW
The replacement of the prisoner transport vehicle is included in the City's adopted FY
2016-17 Operations and Capital Improvement Budget.
LEGAL REVIEW
There is no legal review required on this item.
CONCLUSION
The City of Costa Mesa's Police Department is responsible for the transporting of
prisoners to other jail facilities and court house buildings. The purchase of a new
transport vehicle would ensure that this service continues uninterrupted without
equipment failures, breakdowns and repairs. In addition, a new transport van will
improve the safety and security of officers and arrestees while in transit.
Staff recommends that the City Council approve and authorize the City Manager to
execute a purchase order for the purchase of a 2017 Ford T350 Transit van with
prisoner transport upfitting equipment, through the National Joint Powers Alliance
(NJPA) contract # 120716 -NAF from National Auto Fleet Group,490 Auto Center Drive,
Watsonville, California 95076 in the amount of $61,591.61.
