BACKGROUND: Highlighted names are incumbents Bikeway and Walkability Committee 15 Appointments The Bikeway and Walkability Committee consists of fifteen appointed positions and assists with the review, update, and implementation of the City's Master Plan of Bikeways. Staff received sixteen applications (attached) for the fifteen regular member vacancies on the Bikeway and Walkability Committee. This committee works to promote the city's slogan, "Costa Mesa City of the Arts". The appointed terms of the following Committee Members: Monica Morita, Andrea Marr, Kathleen Eric, Frank Gutierrez, Lisa Michelle Grant, Tracy Taber, and Rocky Evans expired March 31, 2017. Staff received fifteen applications (attached) for the six regular member and one alternate member vacancies on the Cultural Arts Committee. This committee serves to maintain, preserve, educate and promote the city's historical resources. Staff received nine applications (attached) for the nine regular member and two alternate vacancies on the Historical Preservation Committee. Kari Nieblas Vozenilek Finance and Pension Advisory Committee 10 Appointments This newly merged committee consists of eleven member positions, which one voting member is the Mayor's designee - Mayor Pro Tem Genis, for two-year terms. Four of the members shall have pension knowledge. The other members shall be residents or individuals that conduct business within the City and have a background that includes experience in securities trading, financial planning, banking, auditing, accounting, or a closely related and relevant field. The committee will provide advice to the City Council regarding events and issues which may affect the financial status of the City. It will also evaluate annual and long-term pension and financial impacts from changes in CalPERS contribution rates and/or actuarial schedule changes. Staff received thirteen applications (attached) for the ten vacancies on the Finance and Pension Advisory Committee. Nick Peterson 3 Highlighted names are incumbents Housing and Public Service Grants Committee 10 Appointments (9 regulars/1 alternate) The Housing and Public Service Grant Committee consists of ten appointed positions which serve staggered two-year terms. This committee helps to promote community understanding of the community development process and activities funded by the U.S. Housing and Urban Development Department (HUD), and Community Development Block Grants (CDBG). Staff received seven applications (attached) for the nine regular member and one alternate member vacancies on the Housing and Public Service Grant Committee. Eric Vu Senior Commission 1 Appointment The Senior Commission serves as an advisory body to the City Council in matters related to the operation of the Costa Mesa Senior Center. It consists of seven appointed positions with three serving four-year terms (2017-2021), and four serving two-year terms (2017-2019). Due to the resignation of Commissioner Reynolds, a vacancy exists with a term expiration of April 2019. Staff received two applications (attached) for the vacancy on the Senior Commission. The appointed commissioner must be a resident of Costa Mesa. 1. Patricia Faust 2. I'd like to serve on the Bikeway & Walkability Committee to continue my public service after retiring from the Newport -Mesa Unified School District. In that position, I was the Director of Information Technology, and completed 35 years of service with the District. With that background, I developed a skill for planning, detailed analysis, and follow through that would be help in this Committee role. I also am an avid walker (usually with one or two dogs), hiker, and would like to resume bicycling too. I enjoy the outdoors and nature. I think I can bring an objective eye to the existing resources and trails within Costa Mesa to enhance the walking & biking experience for both myself and others residents. 2. As a committee/commission member, what ideas or projects would you like to review or propose? If there are trail maps of bike & walkways within Costa Mesa, they were not easily found on the city's website. If this type of resource would mesh with the city's resources, I think it would be valuable. It would also be helpful to identify pathways to other nearby trail systems (Upper Newport Bay, Santa Ana River Trail), if that has not already been done. I've lived in Costa Mesa for 13 years, and I worked at Orange Coast College for nearly 10, either walking or riding my Kickbike (large -wheeled kick scooter) to work most of the time. I'm an avid pedestrian and enjoy walking for recreation as well as for nearby errands. More recently, going for walks with my elderly mother has opened my eyes to the challenges faced by less able-bodied pedestrians. I've also begun to enjoy bicycling; I frequently ride with my partner to visit coffee shops, bakeries, ani restaurants, which has shown me how building cycling -friendly communities can benefit local businesses (bicyclists get hungry I've participated in several of the CicLAvias held in Los Angeles as well as one of Garden Grove's open streets events, and appreciate how those sorts of events can build a sense of community as well as encourage human -powered transportation. I've been a regular volunteer and Leadership Committee member at The Bicycle Tree, a non-profit community bicycle center in Santa Ana. The Bicycle Tree helps people learn to repair their bikes, and also refurbishes donated bikes either to pass along t those in need or to sell at reasonable cost. Volunteering there helped me realize how many people rely on bikes as a primary mode of transportation. At The Bicycle Tree's meetings, I learned about bicycle advocacy and infrastructure improvements in Santa Ana, and began to wonder about similar efforts in my home city of Costa Mesa, leading to my interest in the Bikeway and Walkability Committee. I've attended many of the Bikeway and Walkability Committee meetings over the last year; I think the committee has been doin some great work, and I would like the opportunity to contribute. I think walking, cycling, and other forms of human -powered transportation are beneficial to the individual, the community, and the environment, and I'd like to see Costa Mesa continue to facilitate active transportation. 2. As a committee/commission member, what ideas or projects would you like to review or propose? Some ideas, in brief: Encourage consideration of walkability in new developments/projects Increase driver education and traffic law enforcement regarding pedestrian right of way at intersections Add benches or other rest points along walking routes to aid less able-bodied pedestrians Ensure traffic signals allow adequate crossing time for pedestrians and bicyclists Add curb cuts at intersections that don't currently have them Create a tool for residents and businesses to suggest locations for bicycle racks Add more Class I bike paths along Harbor Boulevard Improve bicycling/walking accessibility of Orange Coast College Hold a Costa Mesa -based ciclovia/open streets event I will expand on these ideas on the attached page. Continuation of Question 2 for Bikeway & Walkability Committee Application for Michelle Fay: Encouraging consideration of walkability in the design phase for new developments and projects, prioritizing short walking paths to places people want to go (e.g., pedestrian cutouts in walls between residential and commercial areas): making it quicker and easier to walk places will encourage people to do so instead of hopping in the car for short trips, and also facilitate travel for those who can't or don't drive. Increasing driver education and traff c enforcement regarding pedestrian right of way at intersections: as I walk around the city, I observe and encounter many drivers who fail to yield to pedestrians in crosswalks, endangering pedestrian safety as well as creating a hostile climate for walking. Adding benches or other rest points along walking routes for less able-bodied pedestrians: a half -mile walk is a long haul for my elderly mom, and regular breaks really help; benches or the like could really help people like her (seniors and/or people with disabilities, who may also be unable to drive) get around independently. Ensuring that traffic signals allow adequate time for pedestrians and bicyclists to cross: I occasionally encounter intersections where the traffic signals seem too short, such that bicyclists or slower -moving pedestrians may not complete crossing before opposing traffic receives a green light. Perhaps the city could review traffic light timing in relation to this issue. Adding curb cuts at intersections that don't currently have them: curb cuts make travel safer and more convenient for many sidewalk users, from bicyclists and skateboarders to unsteady pedestrians and people using wheelchairs. Creating a public survey or tool to provide suggestions on public or private locations where bike racks are needed: I know it's currently possible to suggest bike rack locations via Costa Mesa Connect, but maybe something with more publicity, such as a survey distributed via social media such as NextDoor, would help? I would also like to explore creating a public-private partnership where the city of Costa Mesa could help local businesses add bicycle racks at low or no cost to the business, like the program in Long Beach where local businesses can request a free bike rack to be installed (as was discussed at a prior B&W Committee meeting). Possibly pipe dream territory, but adding more Class I bicycle paths along Harbor Boulevard: while the new Harbor Boulevard Cornerstone Bike Trail is great, and seems well -used, travel just a mile south and Harbor is filled with bicyclists either hugging the curb in busy road lanes or navigating cluttered sidewalks. Clearly there is demand for improved bicycle infrastructure here; perhaps this is something the city could keep in mind as opportunities arise in the future? Improved bicycle accessibility to Orange Coast College, especially from the northwest (the Harbor and Adams intersection): OCC has tens of thousands of students, faculty, and staff who regularly commute in, so encouraging even some of those to walk or bike in could really alleviate traffic, air pollution, etc. However, approaching OCC from the northwest in particular is not very walking- or bicycling -friendly; I walked or rode my kick scooter regularly along this route while I worked at OCC, and it could use improvement to enhance safety. A Costa Mesa, or on a larger scale, an Orange County ciclovia/open streets event: this would be great for promoting active transportation, local businesses, and community building. MICHELLE L. I wish to serve on the Bikeway & Walkability Committee because I am passionate about city planning and believe providing wider access to mobility options create more desirable and livable cities. I know from my own experience, as a resident of Costa Mesa who cycles to work and walks whenever feasible in the city, that there is room to grow in this area. Furthermore, I would find it extremely rewarding to assist with the review processes and the implementation of the general plan, and provide a recommendation to further the goals of the city's residents. I believe my education in urban and regional planning, experience as a city planner, and in urban infill development, make me a unique candidate that understands the goals, costs, and impacts of future projects the committee may recommend. I hold a degree in urban and regional planning from the University of California, Santa Barbara, where I became familiar with the CEQA process, planning law, a the fundamentals & theory of urban, and regional and transportation planning. I was previously employed as a city planner for the city of Burbank where I implemented the same policies and laws that I had studied as well as assisted with grant sources for transportation projects. Additionally, I participated in community meetings and truly understand the importance of public input. I am currently employed by a developer where I bid and award street improvement projects in excess of a million dollars. I am very aware of the costs of public -right-of-way improvements, and mindful of the costs in improving cycle and walking paths on city property. While my experience may be varied across city planning and construction, I believe that my knowledge of city processes, construction costs, and planning processes, in addition to my experience and input as a resident of Costa Mesa, make me an ideal candidate. 2. As a committee member I would like to propose we apply for all competitive grant programs whenever possible to fund city bike and walkability improvements. I would like to be reappointed to the Bikeways and Walkability Committee in order to participate in continuing the important role it plays in updating Costa Mesa's Bicycle and Pedestrian Master Plan. For the last two years this committee has laid the ground work for a comprehensive plan that will benefit the community for years to come. Much more work remains to be done to implement the goals, policies and recommendations and I would appreciate the opportunity to contribute and serve in that work. I grew up in Newport Beach and moved to Costa Mesa 50 years ago. I have watched the city grow and evolve from open fields and quaint bungalows to a vibrant metropolis that is both exciting and plagued with the usual big city problems of congestion and outdated planning. I graduated from the brand-new University of California, Irvine, and raised two wonderful sons in Costa Mesa. I have been active in school and civic affairs, walked neighborhoods, attended and spoke at many council and commission meetings, as well as participated in town hall events concerning urban planning issues. My professional experience includes a career as a general contractor, real estate broker, and teacher, and along with my interest in civic activism, I have acquired an in-depth knowledge of all areas of Costa Mesa, both poor and rich. I have extensive knowledge of the physical layout of the city and the issues that it faces with respect to the incorporation of new bikeways and multiuser trails. 2. As a committee/commission member, what ideas or projects would you like to review or propose? The next two years will be an opportunity to promote the benefits of our new active transportation plan through outreach events and project recommendations. Creating a safe and enjoyable environment for biking and walking will promote a healthier lifestyle for all our citizens, young and old. I am a current member of the Bikeway & Walkability Committee (BWC) and would like to be reappointed. I have been a Costa Mesa resident for over 21 years and have first-hand experience riding the on- and off-road trails in and around the City and can provide valuable feedback to the City on those trails. As member of the BWC, I have made substantial contributions to the current Bike Plan (see #2 for more info). I am a committed committee member and plan to attend all meetings if possible. I have a perfect attendance record despite being hit by a car and breaking my arm on the way to one meeting. With 20 years' experience in engineering, I am able to understand the engineering drawings for the construction projects. I also have experience with Microsoft Project, Word, Excel, and Powerpoint and can assist the City or Committee in creating/modifying documents of those types. Many of the tasks are bicycle oriented, such as achieving final approval of the Bicycle Master Plan, promoting active transportation through events (such as open street events), and assuring the provision of end of trip facilities, to name a few. However, the Committee also needs to focus on the needs of pedestrians and how promoting walkability will benefit our community. Both bicycling and walkability help our local economy by increasing the volume of sales, lead to a safer and healthier community, require less parking, and make Costa Mesa a more desirable place to live. We need for residents to feel that walking is safe so they will walk to destinations. Just one of many ways this can be achieved is by making improvements to the Pedestrian Priority Areas defined in the General Plan. 2. One project on which I would like to focus is working with local cycling groups and coalitions to bring open streets events to Costa Mesa. I have always believed that community service is a civic duty. For the past 2 years, I have been honored to serve on the City of Costa Mesa's Bikeway and Walkability Committee, where my objective was to leverage my knowledge of the planning process to assist the City. We were successful at developing a draft Bikeway Master Plan, and writing deliberately worded General Plan updates that will strategically position our City for federal and state grants, and to prioritize projects based on community need and seeking out strategic funding opportunities, thereby maximizing precious local funds. I have seen cities spend upwards of $100,000+ on doing the same things that we have accomplished - a real bargain for the taxpayers. We also have been working with Staff to seek out ways to reduce costs during the project development process. When it comes to timely use of funds, time is truly of the essence. The longer we wait, the more expensive projects become, and the institutional challenges more complex. This collaborative, practical approach is what I will bring to the residents of Costa Mesa. I am a California licensed Professional Civil Engineer and Registered Traffic Engineer. I have planned and designed roadways, bicycle and pedestrian facilities, conducted traffic studies, prepared CEQA/NEPA documentation, and designed streets and highways since 2000. I am an active member of the American Society of Civil Engineers (Orange County Branch), Institute of Transportation Engineers (Southern California Section), and the Orange County Traffic Engineers Council. One of my most notable accomplishments has been as the Traffic Engineer in charge of the successful 2011 "Carmageddon" closure. I led the traffic team which successfully brought communities, elected officials, and advocacy organizations together to agree on the plan to close one of the busiest freeways in the nation - and one of the most difficult closures in California history. I have volunteered on advisory committees since I was 16 years old, with leadership experience spanning over 8 civic organizations. In addition, I served on the Board of Directors for a 600 single-family gated community for over 3 years, making carefully weighed financial and property use decisions affecting my neighbors during the lead -up to the Great Recession, and helping save a failing community. While Staff excels at design, we need to take less of a "shotgun" approach to applying for funds and take a page from the private sector: Focus on the best projects which will maximize our return on invested effort. Therefore I propose a Strategic Funding Action Plan to build out our CIP, outlining specific actions and expenses to pursue these projects. Active transportation is key to the overall transportation fund leveraging strategy. 2) A month ago, I introduced a concept to combine CIP projects on Fairview Rd (South Coast to Newport) for what I tentatively call the "Fairview Road Corridor Complete Street", totaling about $7.5M. This corridor study will provide a venue to select the best alternatives to "refresh" the entire Fairview corridor and create a compelling narrative to deliver these numerous unfunded projects. One issue that should be confirmed before implementation is whether a road diet is truly feasible south of Fair Dr. The proposed study would address this issue, engage stakeholders, and provide a well -vetted preferred alternative to move forward so the community can achieve consensus. This engagement and visioning process will also provide back-up needed to support competitive calls -for -projects. I appreciate all views on the matter pertaining to pensions and keeping a balanced budget, and can provide unbiased experience and common sense to work with those being awarded pensions without bankrupting Costa Mesa. I would also like to be considered for the Bikeway And Walkability Committee. As the council knows (I messaged them a few days ago on social media), along with other issues I have been discussing with city council members nationwide (including Irvine, CA and Houston, TX), we have conversed about connectivity and bike paths. They have told me directly about how to have successful connectivity, and have sent me articles on their systems. I remain in contact with these cities and will continue to do so. In addition, I would like to be on this committee because I have been a pro and Olympic level cyclist for years --I know a lot about cycling and bike paths, and have some ideas on how Costa Mesa may have connectivity without adversely disrupting nature. I know some are concerned that the wrong material for the bike path might hurt nature, but I believe there are materials out there which will not do that, and will be durable enough to save taxpayers money. In addition, as a mom I also know the importance of having a bike path. Finally, being a homeowner in Costa Mesa, having a family, and having a heart for the needy, I would like to be considered for the Neighborhood Improvement Task Force. While I have spent years of my life serving others and serving the homeless, as a homeowner I am also aware of vagrancy issues. Some of these projects required years of struggle and fine tuning to get them up and running. In the past this committee has had little to zero funding. For most of our existence we supported all of our committee projects with the balance of funds left from the Signs of Support program. This program was disbanded about 10 years ago, so, you can see how skillful and conservative we have been with our resources. Signs of Support was an excellent program that supported the arts and also allowed local enterprises, and individuals to advertise their businesses while openly showing their support for the art community in Costa Mesa. Perhaps this is something we should or could implement again. Qualifications: I am an artist working in the city of Costa Mesa, with 38 years experience in the business of creating, fabricating, researching, writing, and teaching about my particular speicality. #2 As a committee member, what ideas gLprojects would you like to propose? I would like to propose an incentive program akin to the former RRIP program (Residential Remodeling Incentive Program), except my idea is for promotion of artistic projects/elements/additions. The RRIP program lifted fees and removed barriers for homeowners and businesses, allowing them to clean-up or improve their properties without the additional penalty and financial burden of permit fees, new taxes and other bureaucratic roadblocks. One of the offshoots of the RRIP program was that it alleviated distress on many blighted properties, and the best thing of all, it did so in a positive manner... lifting of fees. Imagine what could be done if their was a program to encourage art and artists through some of the normal projects that are brought before the Planning Commission? Costa Mesa homeowners, businesses and citizens would be encouraged to make art a part of their project, be it a re -model, or a new building project. This could be done by lifting/or suspending the fees or taxes charged for some of the procedures that homeowners contend with in order to maintain or repair their homes and businesses. It would also help those pursuing expensive new projects to be allowed to add some artistic element to their plans without a "penalty' fee, or yet another tax that would burden them with additional expense. This program would result in a reward to Costa Mesa with the addition of these artistic elements to building/remodeling projects. Maybe there could be a contest for Best Project on a yearly basis? There may be those who wish to add some extra element of design to a project, but need or want the assistance of a professional in this field. I graduated from the University of Notre Dame in 2014 with a degree in finance and four years' worth of electives spread across nearly every studio art offered at the university. Prior to college I had a passive appreciation of the arts, but a lack of exposure in my hometown kept my interest stagnant. At Notre Dame, I decided to use some of my elective space on a metal foundry class as an outlet for the stress from my other courses. I did not expect to be so enthralled with the class, spending my free time in the studio, filling my future academic schedule with classes such as ceramics, wood sculpture, drawing and metal sculpture. I sought out exposure to other art forms, going to museums, ballets, concerts and artist demonstrations. My experience proves that it can take just a little interaction with the arts to inspire people to seek out more. I moved from Illinois to Costa Mesa last year. I have loved exploring the area and seeing some of the unique and diverse art hubs that the city offers. Segerstrom, The Lab, The Camp, SoCo and Tewinkle Park all bring different and promising opportunities to Costa Mesa's art scene. Sculpture installations in Tewinkle Park. The varied terrain of the park is ideal for a series sculpture installations and would peak the curiosity of passersby. 2. Organize artist demonstrations and showcases at the parks for studio arts like painting, glass blowing, pottery, etc. 3. Reach out to the nearby colleges such as OCC and Vanguard University to encourage artists, musicians and performers to utilize the amphitheater in Tewinkle Park and similar venues to share their talents. 4. I am not a very good artist myself (although I've dabbled in photography) but I have enjoyed the opportunity to serve my community by promoting and organizing many of the successful events we've held. Last year we organized the first Action Arts in the Park, putting a completely new twist on the traditional "arts -in -the -park" event. In my time on the committee, we've also organized two Art Venture events, bringing a weekend of art to a local shopping center. I currently work as the head of sales and marketing for a renewable energy company and previously served in the US Navy. I graduated from the Naval Academy in 2005 and am currently pursuing my doctorate at the University of San Diego. Aside from my resume, however, I want to emphasize my dedication to this community. We are "The City of the Arts" and I am excited about the opportunity we have to increase the visibility of arts in the city of Costa Mesa. From utility boxes to public art, the committee is investing in arts at every turn, with a reasonably small budget but many dedicated volunteers. I am excited for the Arts Master Plan that will be completed by the end of 2017. That document will largely guide our plan moving forward and hopefully encourage further investment in the arts by the City of Costa Mesa. I have also proposed more public art across the City, particularly when City construction projects are already proposed. The new library, for example, is a perfect place to showcase local artists both inside and outside of the building. Lastly, I am excited to expand the utility box art program. I would like to sere on the Cultural Arts committee because I have a passion for my city as well as a passion for the arts. Many studies have been completed on the benefits that the arts brings to not only individuals but whole communities as well (Fiske 1999, Walesh 2001, Ball an Keating 2002, Goss 2000, Guetzkow 2002 ). would love to see our city reap the same benefits, not only in terms of beauty and creativity, but revitalization of our neighborhoods, improved academic performance and psychological well-being, the stimulation of creating social capital and achieving community goals. I have been involved in public service and art for nearly 20 years. For the last two years I have served on the Cultural Arts Committee and was the key developer of the Action Arts in the Park event which found great success and high approval from the community at large. In addition, I have taught Elementary school and High School art in the traditional brick and mortal as well as the online settings. In addition to incorporating the arts and creative expression within the regular elementary classroom, I have taught Ceramics, Art 1, Art History and Appreciation and Digital Art and have never tired of encouraging others in their artistic expression. I haven't shied away projects ranging from larger and long term to smaller and detailed. I co -create a non-profit to aid in the education and development of children in Uganda and I am currently voluntarily teaching art at Sonora School to grades 1 st - 6th. When there was a gap in my children's art experience, I worked with the Sonora administration and staff to build an art program for the attending students. Sonora now has a yearly Evening of the Arts I organized where every first through sixth grader has at least one 2D piece and one ceramic piece on display. In addition to the art display there are hands on activities for families to enjoy together along with a display of both student driven musical and dramatic performances. I have a high value for providing access to creativity and artistic expression through the visual and performing art to the local community. I am connected with local artists, educators and community leaders and hope to enlist even more of the community in order to truly make "Costa Mesa, the City of the Arts.". 2. I would like to move forward with the Mills Act subcommittee. Costa Mesa is rapidly loosing its stock of historic homes and other buildings. Costa Mesa's Mills Act program is an agreement between the City of Costa Mesa and the property owner that provides for reduced taxes on eligible historic property if the owner agrees to maintain and preserve the property for a minimum of 10 years. The committee is working on a system to inform property owners of the benefits of the Mills Act so that they might act while there are still properties left to preserve. People have always told me that I am an "old soul" because of my fascination with the past. It is a common occurrence for me to get caught staring at old photo's, letters, and even headstones from the past. I enjoy thinking about the people, their lives and stories. Everything from the past reveals who we are in the present. Costa Mesa has a rich history that many of its residents are not familiar with. There are many residents who are a wealth of information, with stories that need to be shared. Not only would I welcome the opportunity to share the history of our community, but it would be a great experience to learn more about it for myself. I would consider myself a protector of the past who brings a attitude of future thinking and innovation to preserving it. I have spent 12 years at Hurley performing all aspects of Production and Development for apparel. This position requires a strong sense of ownership, detail, and attention to calendars and dates. A key element of prudent financial planning is to ensure that sufficient funding is available for current operating, capital, and debt service needs. Fiscal responsibility requires anticipating the likelihood of, and preparing for, unforeseen events. We need to study: Long range financial planning (5 year, 7 year), closer looks at our restricted funds, capital funds, and liquidity funds. Opportunities of debt refinancing and/or pay down of debt which is fiscally positive for the City should be explored. If we are earning 1% on investments is it wiser to pay off debt at 5%. Is it possible? Also, promoting the most efficient delivery of government services should be a priority. Shared services? There is pressure on our financials from the pension debt which could reduce infrastructure replacement or cause us to trim services such as public safety. We need to study how to resolve many issues and hopefully avoid increases in fees and taxes. QUALIFICATIONS OF JAMES R. FISLER Pension Knowledge: As a 3 time elected and current Director at Mesa Water I have dealt with our pensions thoroughly. I know the CALPERS system well. I have been involved in employee negotiations concerning their contribution rates. I feel well versed on the subject of pensions, the discount rate changes, and the 20 year payoff of unfunded pension liabilities imposed by CALIPERS on top of our regular required contributions. I analyze paying their imposed interest rate vs. debt offering to pay at a lower rate. As an OCLAFCO Commissioner I am involved with Municipal Service Reviews (MSR's) and Fiscal Trends Analysis for the 34 cities and 27 special districts in OC. I study the financial ability to provide services required under current State law. Pensions are a large part of this study. Additionally, we have recently re negotiated our pension formula for our employees at OCLAFCO. This was a multi month study and negotiation. Financial Planning: As a Director at Mesa Water I have helped prepare and have approved 7 budgets for the district, each over 30 million dollars. These budgets include review of our debt service coverage ratios before being adopted. This has resulted in Mesa Water being awarded the rare AAA financial rating from Fitch and Standard and Poor's. Another result is community confidence in Mesa Water due to its strong financials. As Board President of Mesa Water I personally appeared and testified at Standard and Poor's in San Francisco regarding the financial planning at Mesa Water and helped secure the AAA rating with my testimony. I am currently President of The Mesa Water District Improvement Corporation, a California nonprofit benefit corporation formed to assist Mesa Water in financing certain improvements to the District's water system. In 2012 1 was the authorized signatory as President of the offering documents and approval of the underwriter of the debt issuance of approx. 21 million dollars to build the Mesa Water Reliability Facility which made us the only water district in OC 100% supplied by local ground water wells. Currently we are about to issue 13 million dollars in refinancing of debt to save ratepayers money. We have chosen the underwriter and the offering documents will be signed by me shortly. These activities save the ratepayers hundreds of thousands of dollars. I am also a licensed Real Estate Broker in California and help my clients with their financial planning concerning ownership vs. rental and cash flow analysis for rental properties. I am a licensed Mortgage Loan Originator in California and help my clients with financial planning either through a home purchase, refinance, or reverse mortgage for lines of credit. Our unfunded pension liability is a sizeable drain on our ability to fund other necessary services to our citizens. We have embarked on a program to expedite the paydown, but I would like to explore alternative methods, such as bond financing or a hybrid plan, possibly with a defined contribution component. I also believe that we are overly dependent on South Coast Plaza for our sales tax revenue. I believe we should work toward diversifying that revenue through recruitment of high quality and complementary businesses. One idea I have promoted for some time is to join with other City and State officials to tackle the unfunded liability. The liability was created by the State legislature in 1999 when employee retirement formulas were changed during a time of prosperity creating today's liability for most California cities. I served on the original Association of California Cities -Orange County Pension Committee which wrote a white paper which was incorporated in the 2013 Public Employee Pension Reform Act signed by Gov. Brown. The Act changed the retirement formula for new hires, which saves cities some money. But there is more to be done. As a committee member, I would be interested in continuing to work with the ACC -OC Pension Committee and other city officials. In addition, I would like to be on this committee because I have been a pro and Olympic level cyclist for years --I know a lot about cycling and bike paths, and have some ideas on how Costa Mesa may have connectivity without adversely disrupting nature. I know some are concerned that the wrong material for the bike path might hurt nature, but I believe there are materials out there which will not do that, and will be durable enough to save taxpayers money. In addition, as a mom I also know the importance of having a bike path. Finally, being a homeowner in Costa Mesa, having a family, and having a heart for the needy, I would like to be considered for the Neighborhood Improvement Task Force. While I have spent years of my life serving others and serving the homeless, as a homeowner I am also aware of vagrancy issues. A sound investment strategy is essential for Costa Mesa's future success. A sound investment strategy is essential for Costa Mesa's future success. My education at the University of California honed my analytical skills and work experience as a financial analyst at an investment bank will be useful in reviewing financial statements and assessing investment strategies. My work as Director of Development for the Newport Beach Film Festival is useful as well. I've closely followed the work of the Finance Advisory Committee by attending meetings, reviewing agendas and reports including the OC LAFCO Fiscal Trend Report, business license tax information packet, and agenda report considering potential new revenue sources. To better understand Costa Mesa's financial workings as well as financial challenges, I've also read through the CAFRs for the last five years, and attended Pension Oversight Committee meetings. In broader strokes, I study both national and global economic trends and their impacts on local communities. Since the financial health of Costa Mesa doesn't only depend on revenue and good investments, but also prudent spending habits, I've examined all available warrants for 2013 through 2015, broken down expenditures by category, and prepared an analysis that I intend to compare to previous years. Commitment to facts and research is the foundation of my work style. I am passionate about gathering data, carefully listening to diverse viewpoints and then making an informed decision. As one example, over almost two years on the Fairview Park Citizens Advisory Committee (FPCAC), I demonstrated this by seeking specific, concrete numbers regarding Costa Mesa field usage. I also carefully listened to community members who spoke at the FPCAC meetings to better understand their concerns and needs. I believe in strong community involvement and the importance of listening to and considering diverse and sometimes divergent viewpoints. Though a long time advocate for the city, I have missed an opportunity to really effect the way it's story is told. I have led in many other capacities, but only recently felt it was time to invest back into the city that has provided so much for my family. As the council knows (I messaged them a few days ago on social media), along with other issues I have been discussing with city council members nationwide (including Irvine, CA and Houston, TX), we have conversed about connectivity and bike paths. They have told me directly about how to have successful connectivity, and have sent me articles on their systems. I remain in contact with these cities and will continue to do so. In addition, I would like to be on this committee because I have been a pro and Olympic level cyclist for years --I know a lot about cycling and bike paths, and have some ideas on how Costa Mesa may have connectivity without adversely disrupting nature. I know some are concerned that the wrong material for the bike path might hurt nature, but I believe there are materials out there which will not do that, and will be durable enough to save taxpayers money. In addition, as a mom I also know the importance of having a bike path. Finally, being a homeowner in Costa Mesa, having a family, and having a heart for the needy, I would like to be considered for the Neighborhood Improvement Task Force. While I have spent years of my life serving others and serving the homeless, as a homeowner I am also aware of vagrancy issues. In my position I plan, organize and coordinate programs and events for the members of the Guild and residents of Orange County to raise money for the Center and the programs we support. The City Council has modified the recruitment, criteria, and selection of committee and board members. The City Council also approved the decrease in membership of the committees and boards through attrition and to be reflected in the Commissions/Committees/Boards Handbook. On May 5, 2012, the City Council modified the Policy indicating that the expiration of all committee and board -terms shall be in April. Council Policy 000-2 has been changed to cover only the City's appointed committees and boards. PURPOSE To provide clear and cohesive policies which assist appointed committee and board members in performing their duties, and procedures for new standing and ad hoc committee formation. POLICY 1. Bring community attitudes and needs into focus by providing valuable communication links between the community and the government of the City. 2. Facilitate recommendations from the community, which aid City Council in making sound decisions concerning policy formulation and resource allocation. 3. Establish and maintain a streamlined mechanism to facilitate committee formation; membership, interaction, work programs, and evaluations. PRACTICES AND PROCEDURES Formation and Membership a. Based upon the need for citizen input on matters of importance to the community, requests to form a committee may be made by individual Council Members. "Committee Formation Application Forms" and "Committee Interest Forms" shall be made available to all interested parties through the City Clerk's Office. b. Upon review of completed Formation Request Forms, City Council may create a new committee by formal action. Such action will establish the purpose of the committee and the number of members. c. Individuals may apply to serve concurrently on more than one committee assuming there is no conflict. The expiration of all committee and board -terms shall be in April. d. To vacate a position on a committee or board, the person shall file a written resignation with the Staff Liaison. Vacancies may be filled immediately if alternate members exist, or held open until a regular appointment time period occurs. e. The City Council, at any time, may request the resignation of or terminate membership of any committee member. e. Alternates shall automatically fill vacancies left by the departure of full members, based on the alternate's length of time serving on the committee. 3. Work Program/Committee Review Process a. Each February, all committees shall prepare and submit a Work Program for City Council review. The Work Program shall include: • Evaluation of the previous years' progress; • Delineation of the upcoming year's program, goals and objectives; and • Proposed budget requests. b. The City Council shall conduct a Committee Review Process once a year in February to review the role and progress of committees to determine their effectiveness. In doing so, City Council reserves the right to revise the status of various committees based upon their need and benefit to the community. Where there are no vacancies by resignation of members, the quorum for a committee formed by City Council shall be a majority of the members of such body. b. Where the membership on a committee is reduced to less than a majority of the members of such a body due to vacancies by resignation of its members, the quorum shall be a majority of the remaining members of such body until the vacancies are filled by City Council; provided, however, that under no circumstances would the quorum be lowered to less than three (3) committee members. (For example, a committee formed by City Council, which has seven members, would need four members to be present for the committee to take formal action on a matter on the agenda for the meeting. If vacancies occur due to resignations of the members, the quorum would be adjusted to require a minimum of three members to be present for the committee to take formal action on a matter on the agenda while the vacancies have not been filled by City Council. Once the vacancies are filled, the quorum would return to the requirement of four members.)
