SUBJECT: APPROVE RESOLUTION FOR THE APPLICATION OF GRANT FUNDS FOR THE
ENVIRONMENTAL CLEANUP, TIER 1 GRANT PROGRAM UNDER ORANGE COUNTY
LOCAL TRANSPORTATION ORDINANCE NO. 3 FOR THE TIER 1 WATER QUALITY
BMP INSTALLATION PROJECT

RECOMMENDATION:
1. Approve the attached resolution (Attachment 1) for the submittal of a grant application to
the Orange County Transportation Authority (OCTA) for the City's Tier 1 Water Quality BMP
Installation Project.
2. Authorize the Public Services Director as the City's representative.
BACKGROUND:
Orange County Transportation Authority (OCTA) issued a "call for projects" for competitive grant
applications for the Measure M2 Environmental Cleanup Tier 1 Grant Program. The applications
are due on May 17, 2017. Approximately, $3.1 million is available countywide towards this "call
for projects" with a maximum grant amount of $500,000 per project.
ANALYSIS:
The City's grant application to OCTA will request funding in the amount of $80,000 with the City
matching the grant with $16,000 from drainage funds for a total project cost of $96,000. This
funding will be used for the purchase and installation of catch basin best management practices
(BMPs) throughout the City. Approximately 100 automatic retractable screens and filters will be
installed to collect litter and debris prior to it being deposited in the waterway and ocean.
If grant funding is approved, project implementation can begin in July 2017. To apply for these
grant funds, a resolution approving the filing of an application and identification of City's
authorized representative is needed. Staff requests Council approval of the attached resolution
supporting the grant application and authorizing the Public Services Director as the City's
representative.
ALTERNATIVES CONSIDERED:
If the City Council chooses to not submit a grant application for this project, staff will continue to
pursue other grant programs and alternative funding.
FISCAL REVIEW:
The required match funds for the project will be derived from the Drainage Fees account.
LEGAL REVIEW:
The City Attorney's Office has approved the attached resolution as to form.
CONCLUSION:
It is recommended that the City Council approve the filing of a grant application to the Orange
County Transportation Authority (OCTA) for the City's Tier 1 Water Quality BMP Installation
Project and authorize the Public Services Director as the City's representative.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA
AUTHORIZING AN APPLICATION FOR FUNDS FOR THE ENVIRONMENTAL
CLEANUP, TIER 1 GRANT PROGRAM UNDER ORANGE COUNTY LOCAL
TRANSPORTATION ORDINANCE NO. 3 FOR THE TIER 1 WATER QUALITY
BMP INSTALLATION PROJECT
WHEREAS, Orange County Local Transportation Ordinance No.3, dated July
24, 2006, and is known and cited as the Renewed Measure M Transportation
Ordinance and Investment Plan makes funds available through the
Environmental Cleanup Program to help protect Orange County beaches and
waterways from transportation -generated pollution (urban runoff) and improve
overall water quality.
WHEREAS, the Environmental Cleanup, Tier 1 Grant Program consists of
funding purchases and installation to catch basins with Best Management
Practices, such as screens, filters, inserts, and other "street -scale" low flow
diversion projects.
WHEREAS, OCTA has established the procedures and criteria for reviewing
proposals; and
WHEREAS, the Public Services Department possesses authority to nominate
water quality improvement projects that have a transportation pollution nexus to
finance and construct the proposed project; and
WHEREAS, by formal action the Costa Mesa City Council -authorizes the
nomination of the Tier 1 Water Quality BMP Installation Project, including all
understanding and assurances contained therein, and authorizes the Director of
Public Services to act in connection with the nomination and to provide such
additional information as may be required; and
WHEREAS, the Public Services Department will maintain and operate the
equipment acquired and installed; and
WHEREAS, the Public Services Department will give OCTA's representatives
access to and the right to examine all records, books, papers or documents
related to the funded Tier 1 Grant Project; and
WHEREAS, the Public Services Department will cause work on the project to
be commenced within a reasonable time after receipt of notification from OCTA
and that the project will be carried to completion with reasonable diligence; and
WHEREAS, the Public Services Department will comply where applicable with
provisions of the California Environmental Quality Act, the National
Environmental Policy Act, the Americans with Disabilities Act, and any other
federal, state, and/or local laws, rules and/or regulations;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Costa Mesa, hereby authorizes the Director of Public Services as the official
representative of the Public Services Department to apply for the Environmental
Cleanup, Tier 1 Grant Program for the Tier 1 water Quality BMP Installation
Project.
BE IT FURTHER RESOLVED that the City of Costa Mesa, agrees to fund its
share of the project costs and any additional costs over the identified
programmed amount.
