RECOMMENDATION:
Staff recommends that the City Council approve the request for the sale, service, and
consumption of beer, wine and liquor beverages at the Costa Mesa Senior Center for the duration
of time in which the Neighborhood Community Center (NCC) is closed during the Lions Park
Projects.
BACKGROUND:
For the last several decades, the NCC facility rental guidelines allowed for the sale, service and
consumption of beer, wine and liquor beverages for pre -booked events such as weddings,
fundraisers, not-for-profit events and parties. City staff do not serve the alcohol at these events.
However, the NCC had policies and procedures in place to allow licensed individuals to serve it,
upon the submission of all required paperwork, agreements and rental fees. The NCC was the
only City -owned and operated facility available for public use where alcohol consumption could
be requested and permitted. With the recent closure of the NCC to make way for the Lions Park
Projects, there is currently no alternative location that is an available option to offer to the public.
ANALYSIS:
Since the closure of the NCC, the Parks and Community Services Department has received
several requests for event bookings that include the option of alcohol consumption. Staff have
been unable to offer a viable facility option to the requesting members of the community, thus
resulting in loss of revenue for non -booked rentals and not being able to offer optimal customer
service.
In order to assist with continuing to satisfy ongoing facility user group requests, staff recommends
that the Costa Mesa Senior Center be approved to serve alcohol. Many long-time, ongoing facility
user groups, including the Newport Mesa Harbor Lions Club, the Freedom Committee and the
Costa Mesa Orchid Society are now calling the Senior Center home and there has been a history
of requests to serve alcohol at some events.
DISCUSSION:
Per ABC requirements and the City's rental agreements, individual or organization booking an
event to sell and/or serve beer, wine or liquor a temporary license from the State of California
Alcohol Beverage Control (ABC) Department needs to be obtained. Additionally, the said
individual or organization that enters into a rental contract at a City facility must provide security
at the event to ensure that alcohol consumption is within the confined area and is consumed in a
responsible manner. They must also provide all appropriate insurance liability certification
documents, identification and other paperwork as requested by staff.
ALTERNATIVES CONSIDERED:
The City Council may deny the sale, service and consumption of beer, wine and liquor at the
Costa Mesa Senior Center during facility rental events. However, the denial will prevent the City
from being able to offer this at a venue that is open to reservation by the public. Patrons, including
long-time ongoing facility user groups will have to look elsewhere, including venues that may be
outside the City of Costa Mesa.
FISCAL REVIEW:
Allowing the Senior Center to sell beer, wine and liquor will have no fiscal impact on the City in
regards to set up and operating the sale, service and consumption of beer and wine as the patron
will pay for all costs associated with this. However, while there is a flat hourly rental fee associated
with room rentals, the deposit is higher if alcohol is requested; therefore, the City has the
opportunity to recoup revenue should any damage occur.
Further, should the City opt not to offer the sale, service and consumption of alcohol at any of its
community rental facilities, the City will potentially lose revenue from rentals when potential
patrons opt to look elsewhere, to a facility that allows the sale, service and consumption of alcohol
on their respective premises.

The City Attorney's office has reviewed this report.
CONCLUSION:
With the closure of the Neighborhood Community Center, the City currently has no venue in which
to offer an event space that allows the community, ongoing user groups and/or businesses the
option to allow for the sale, service and consumption of alcohol during scheduled and approved
facility rentals. The Costa Mesa Senior Center offers a viable alternative while the NCC is closed
during all phases of the Lions Park Projects. This option will enable the City to continue to serve
the ongoing needs of the facility rental community. Therefore, staff requests that the City Council
allow for the sale, service and consumption of beer, wine and liquor beverages at the Costa Mesa
Senior Center for the duration of the NCC closure.
