ROLL CALL (00:00:19) Present: Council Member Foley (left at 6:28 p.m.), Council Member Stephens, Mayor Pro Tem Mansoor, and Mayor Genis. Absent: Council Member Righeimer Officials Present: City Manager Tom Hatch, City Attorney Thomas Duarte, Assistant City Manager Tamara Letourneau, Public Services Director Raja Sethuraman, Maintenance Supervisor Rob Ryan and City Clerk Brenda Green. REGULAR ITEMS 1. CITY'S INTEGRATED PEST MANAGEMENT (IPM) PLAN AND PRACTICES Public Services Department/Maintenance Services Division Raja Sethuraman, Public. Services Director, and Rob Ryan, Maintenance Supervisor, presented the staff report. (00:01:00) PUBLIC COMMENTS (00:13:11) Kim Hendricks, Costa Mesa, requested inclusion of Fairview Park in the Integrated Pest Management (IPM) plan and practices with pesticides prohibited. (00:13:38) Vanessa Armstrong, Costa Mesa and member of non-toxic Costa Mesa, requested to eliminate the use of pesticides and implement the use of organic materials. (00:15:43) Stefan Jeremias, Costa Mesa, requested to eliminate the use of pesticides and implement the use of organic materials. (00:18:17) Christy Logue, Costa Mesa, requested to eliminate the use of pesticides and implement the use of organic materials. (00:20:27) Bob Johnson, member of non-toxic Irvine, requested to eliminate the use of pesticides and implement the use of organic materials. (00:32:14) Tim Kola, Huntington Beach, requested to eliminate the use of pesticides and implement the use of organic materials. (00:34:38) Kim Konte, Costa Mesa, requested to eliminate the use of pesticides and implement the use of organic materials. (00:37:00) Kim Pederson, Costa Mesa, spoke on IPM practices and supports the staff's recommendations. (00:38:58) Cindy Black, Costa Mesa, requested to eliminate the use of pesticides; and spoke against poisoning of rodents. (00:44:09) Public Comments Closed. Discussion ensued on Newport Mesa school district's usage of organics. (00:46:40) Mr. Sethuraman spoke on the City's level of field maintenance. (00:49:57) Council Member Foley spoke on banning glyphosate, adopting a non-toxic pesticide policy and agendizing the items. (00:51:14) Discussion ensued on rodenticides in Fairview Park; glyphosate on dg path; turf in medians; and state mandate water restrictions. (00:53:51) Mayor Genis spoke in support of the posting of signs on the proposed policy; a pilot program in one of the parks; and posting information online. (00:57:22) Mr. Sethuraman clarified that what was used in Balearic Park was a fertilizer application and not a pesticide. (01:00:00) MINUTES — STUDY SESSION OF March 13, 2018 — PAGE 2 Discussion ensued on what constitutes a pest; using aluminum phosphide to control rodents; and health concerns associated with the presence of rodents. (01:01:20) Discussion ensued on grant funding for using organic pesticides; and employing individuals to remove weeds. (01:08:10) Discussion ensued on creating a policy to prohibit the use of glyphosate; smut grass localized at Balearic Park; calculation of costs; passive parks; turf areas; and managing rodents. (01:11:30) Council Member Foley spoke on staff bringing forward to a future City Council meeting guiding principles of avoiding the use of toxic pesticides; banning the use of glyphosate; and determining the proper products and maintenance program to implement the principles. (01:19:01) Mayor Genis spoke on diseases and rodents; spoke against using glue traps; and spoke on the solution containing the active ingredient. (01:20:42) Dr. Wilen, University of California Cooperative Extension, spoke on helping people make informed decisions; accuracy of information and obtaining consultation when developing the policy; and maintenance of Bermuda grass. (01:24:47) Discussion ensued on the golf course and Jack Hammett field. (01:28:20) Mayor Pro Tem Mansoor requested for staff to look into the City of Tustin's policy. (01:30:12) Mayor Genis spoke on prioritizing costs.
