CALL TO ORDER (00:00:01)
The Special City Council meeting was called to order by the Mayor at 5:25 p.m. in the
Grand Hall of the Costa Mesa Senior Center, 695 W. 19th Street, Costa Mesa,
California.
ROLL CALL (00:00:09)
Present: Council Member Foley, Council Member Righeimer, Council Member
Stephens, Mayor Pro Tem Mansoor, and Mayor Genis.
Absent: None
PLEDGE OF ALLEGIANCE (00:01:19)
Officials Present: City Manager Tom Hatch, City Attorney Thomas Duarte, Assistant
City Attorney Tarquin Preziosi, Deputy City Attorney Gary Kranker, Deputy City Attorney
James Touchstone, Assistant City Manager Tamara Letourneau, Economic and
Development Services Director Barry Curtis, Public Services Director Raja Sethuraman,
and City Clerk Brenda Green.
SPECIAL ORDERS OF THE DAY (00:01:48)
1. FAIRVIEW DEVELOPMENTAL CENTER AND HOMELESS ISSUES
Tom Hatch, City Manager, spoke on the resources provided by the City. (00:01:48)
Barry Curtis, Development Services Director, provided background information on the
Fairview Developmental Center. (00:05:09)
Mr. Hatch provided a powerpoint presentation on homeless issues in the City.

Frank Kim, County Executive Officer for the County of Orange, spoke on behalf of
Supervisor Steel against the use of the Fairview Developmental Center as an
emergency homeless shelter; spoke on the long-term use of the site and collaboration
with the City and with the support of the City Council; and stated he spoke with
Supervisor Nelson's office, who indicated that he will not pursue the use of the site
without support and collaboration from the City and the community. (00:19:05)

Mayor Pro Tem Mansoor spoke on his request for a statement from Supervisor Nelson.

Supervisor Todd Spitzer spoke against using the Fairview Developmental Center as an
emergency homeless shelter. (00:25:35)
Council Member Foley spoke on the County and funds for homeless and mental health
services. (00:30:48)
Supervisor Spitzer spoke on the funds; a project in Anaheim in his district; and a
Veteran and Women Housing for Orange County in Irvine. (00:32:35)
Council Member Stephens spoke on the River trail evacuation. (00:35:20)
Discussion ensued on the River trail evacuation; transitioning the homeless individuals
into hotels; available shelter beds; no motel extensions; finding individuals housing;
providing bus passes and yellow cab vouchers; data by region; and a county team to

MOTION: To approve and adopt Resolution No. 18-20, stating the City's strong
opposition for the use of Fairview Developmental Center as a temporary facility for
centralizing Orange County's homeless population.
The motion carried by the following roll call vote:
Ayes: Council Member Foley, Council Member Righeimer, Council Member Stephens,
Mayor Pro Tem Mansoor, and Mayor Genis.
Nays: None
Absent: None
Motion carried: 5-0
ACTION:
City Council approved and adopted Resolution No. 18-20, stating the City's strong
opposition for the use of Fairview Developmental Center as a temporary facility for
centralizing Orange County's homeless population.
ADJOURNMENT — The Mayor adjourned the meeting at 8:40 p.m.
