BACKGROUND The purchase listed above is for the replacement of City Vehicle #649. The current vehicle is a 2005 Ford F250 pickup truck, which is currently utilized by the Police Department for animal control duties. It has been in service for eleven years. This vehicle which is used daily, is in a poor condition and has exceeded its expected service life. ANALYSIS The proposed purchase of this vehicle through National Auto Fleet Group in conjunction with the National Joint Powers Alliance (NJPA) meets all requirements set forth in the City of Costa Mesa's purchasing policy and requirements set forth by the State of California in regards to regional cooperative purchasing agreements. The NJPA established an approved vendor list following a nationwide competitive bid process. This assures that the City receives the lowest available pricing and meets the competitive bid process requirements. This process has been utilized successfully by the City for several previous vehicle purchases. Staff requests City Council approval of the purchase of new Ford F-250 with animal containment compartments to replace the current vehicle that has outlived its service life. ALTERNATIVES CONSIDERED The replacement of the animal control vehicle could be denied. However, due to the age and poor condition of the existing vehicle, rebuilding or refurbishing is not a cost effective option. Not having a reliable animal control vehicle will result in a significant decline in the level of service to the community. A breakdown while transporting animals is unacceptable and possibly dangerous. Staff does not recommend this option. FISCAL REVIEW Funding for the purchase of the requested vehicle is included in the adopted FY 2016-17 Public Services Department budget. LEGAL REVIEW There is no legal review required on this item. CONCLUSION Staff recommends that the City Council approve and authorize the City Manager to execute a purchase order in the amount of $64,485.62 to National Auto Fleet Group for the purchase of a 2017 Ford F250 with animal containment compartments, through the National Joint Powers Alliance.
