Adopt plans, specifications, and working details for the Parking Lot Rehabilitation Project at Various Locations, Tanager Bike Trail and Balearic Community Center Improvements, City Project No. 17-02: Project "A" — Americans with Disabilities Act (ADA) Parking Stall and Sidewalk Improvements at Fairview Park (2501 Placentia Avenue, Costa Mesa); Project "B" — Pavement Improvements for City Hall Parking Lot (77 Fair Drive, Costa Mesa); Project "C" — Pavement Improvements for Fire Station No. 2 (800 Baker Street, Costa Mesa); Project "D"— Pavement Improvements for Fire Station No. 4 (2300 Placentia Avenue, Costa Mesa) Project "E" — Tanager Drive, Bike Trail Improvements (South of Tanager Drive from Golf Drive Easterly to Harbor Boulevard); and Project "F" - Balearic Community Center Playground Pavement Overlay (1975 Balearic Drive, Costa Mesa) 2. Award a construction contract to All American Asphalt, 400 E. Sixth Street, Corona, CA 92879, in the amount of $880,411.00 (Base Bid plus all Additive Bid Items). 3. Authorize the Mayor and the City Clerk to execute the Public Works Agreement. BACKGROUND: The parking lots at Fairview Park, City Hall, Fire Stations No. 2 and No. 4, Tanager Bike Trail, and Balearic Community Center Playground are in need of rehabilitation as they are showing reflective cracking and localized areas of deterioration. The subject project consists of six separate projects "A", "B", "C", "D", "E", and "F" all with similar type of improvements, therefore, they are being combined as one project to achieve economy of scale and reduce administrative costs to the City. 1 The map of the project locations is included as Attachment 1. Copies of the project plans and specifications are available for review in the Public Services Department and on the City's webpage at costa mesaca.gov. ANALYSIS: The overall scope of work for pavement rehabilitation at Fairview Park, City Hall, Fire Stations No. 2 and No. 4, and Balearic Community Center Playground consists of milling of the existing surface, an asphalt concrete overlay and striping. The pavement rehabilitation of Tanager Bike Trail consists of localized repairs and the application of Type II slurry seal pavement coating. Other incidental work as needed is included to complete the project in accordance with the contract documents. The City Clerk received and opened five (5) bids for this project on April 13, 2017. All American Asphalt was the apparent low bidder with a base bid proposal of $833,926.00. The Engineer's estimate was $1,065,415.40; and the average of the five (5) base bids received amounted to $990,307.35. An analysis of the bids indicates that the apparent low bidder submitted a bid proposal that is 21.73% lower than the Engineer's estimate. The variance between the low bidder and the Engineer's estimate may be attributed to the highly competitive conditions prevalent for this type of contracts at this time. The Bid Abstract is included as Attachment 2. Bidders were required to bid on additive bid items to be considered by the City subject to funding availability. The Additive Bid Item No. Al2-1 is for the replacement of the concrete wheel stops for the Fairview Park parking lot. The Additive Bid Item No. C1-1 is for removal of existing Conex containers from Fire Station No. 2. Additive bid items No. D1-1, D1-2, D1-3 and D1-4 are for demolition, removal and disposal of open wooden structures, above -ground piping, and utility valves at Fire Station No. 4. The incorporation of the additive bid items will result in a net increase to the contract of $46,485.00. Staff, including the Fire Department, have reviewed the bid proposal for these items and recommend awarding these items. The license and references of All American Asphalt were checked and staff has found them to be in good standing. All American Asphalt has successfully completed several projects in the City of Costa Mesa including the Eastside Street Maintenance Project, intersection improvements at Harbor Boulevard and Adams Avenue, 19th Street Rehabilitation from Newport Boulevard to Park Avenue, and the Harbor Boulevard Improvements Project from South Coast Drive to Sunflower Avenue. ALTERNATIVES CONSIDERED: The alternative to this Council action would be to reject all the bids. If all the bids are rejected, the City would need to readvertise or cancel the project. Staff believes that readvertising the project will not result in lower bids. FISCAL REVIEW: Funding for this project is available from the Capital Improvements Fund and Measure M. LEGAL REVIEW: All American Asphalt has furnished the necessary bonds and insurance, which were approved as to form by the City Attorney. After the award and subsequent execution of the contract, a "Notice to Proceed" will be issued. 1► CONCLUSION: The City has received bids for the Parking Lot Rehabilitation Project at Various Locations, Tanager Bike Trail and Balearic Community Center Improvements, City Project No. 17-02. The scope of work includes parking lot improvements at Fairview Park, City Hall, Fire Station No. 2 and Fire Station No. 4, Tanager Bike Trail improvements and Balearic Community Center Playground Pavement Overlay. Staff has evaluated all the bids and recommends that the City Council adopt the plans, specifications, and working details; award the contract for all six projects to the apparent low bidder, All American Asphalt, in the amount of $880,411.00 (base bid plus all additive bid items); and authorize the Mayor and the City Clerk to execute the Public Works Agreement.
