Adopt plans, specifications, and working details for the Placentia Avenue Median Improvements, Federal Project No. HSIPL-5312 (092) — City Project No. 16-04 2. Approve Budget Adjustment No. 18-002 in the amount of $350,000.00 (Attachment 1) 3. Award a construction contract to Beador Construction Company, Inc. 26320 Lespur Circle, Corona, CA, in the amount of $1,682,299.40 (Base Bid plus Additive Items) 4. Authorize the Mayor and the City Clerk to execute the Public Works Agreement BACKGROUND: The Placentia Avenue Median Improvements Project includes implementation of raised landscaped medians along Placentia Avenue between Adams Avenue and Wilson Street. Placentia Avenue currently has a wide painted median within the project limits, and the installation of raised medians with landscaping will create a more pleasant and safer driving experience, while improving overall traffic operations. The project plans were presented to the Fairview Park Citizen Advisory Committee (FPCAC) on September 23, 2014, and staff and the consultant team (Nuvis and Onward) held a community outreach meeting on September 17, 2014. Thereafter, this project was approved by City Council at the April 4, 2017 meeting. Public Services staff has secured Highway Safety Improvement Program (HSIP) federal grant funding in the amount of $738,400 towards the construction of this project. ANALYSIS: The project includes the construction of new raised medians with irrigation and landscaping along most of the segments between Wilson Street and Adams Avenue. This will provide for a safer physically divided roadway with the intent to improve pedestrian and vehicular traffic safety. 1 The City Clerk received and opened nine (9) bids for this project on June 20, 2017. Beador Construction Company, Inc. was the apparent low bidder with a base bid proposal of $1,406,844.40. The Engineer's estimate was $1,800,000; and the average of the nine (9) bids received amounted to $1,608,617.60. An analysis of the bids indicates that this apparent low bidder submitted a bid proposal that is 21.8% lower than the Engineer's estimate. The variance between the low bidder and the Engineer's estimate may be attributed to the highly competitive conditions prevalent in the construction industry at this time. The Bid Abstract is included as Attachment 2. In addition to the base bid, the bidders were required to bid on alternative bid items, these alternative bid items were to be considered by the City subject to funding availability. The inclusion of the alternative bids will provide for full median improvements of all the segments between Wilson Street and Adams Avenue. Considering the low bid received for this work, and the overall project cost being below the Engineer's estimate, staff recommends the inclusion of the alternative bid items into this contract. The license and references of Beador Construction Company, Inc. were checked and staff has found them to be in good standing. ALTERNATIVES CONSIDERED: The alternative to this Council action would be to reject all the bids. If all the bids are rejected, the City would need to re -advertise the project. Staff believes that readvertising the project will not result in lower bids. FISCAL REVIEW: Funding for this project has been budgeted in Fiscal Years 2014-2015 and 2015-2016 from Highway Safety Improvement Program (HSIP) Funds and Capital Improvements Funds. In order to complete the full scope for the project, including a 10% contingency for unforeseen conditions, an additional amount of $350,000.00 from unencumbered Gas Tax funding will be required. The attached Budget Adjustment No. 18-002 provides for this appropriation. LEGAL REVIEW: Beador Construction Company, Inc. has furnished the necessary bonds and insurance, which were approved as to form by the City Attorney. After the award and subsequent execution of the contract, a "Notice to Proceed" will be issued. CONCLUSION: The advertisement and bid opening for Placentia Avenue Median Improvements, Federal Project No. HSIPL-5312 (092) - City Project No. 16-04, has been completed. It is recommended that the City Council adopt the plans, specifications, and working details for said project; approve Budget Adjustment No. 18-002 in the amount of $350,00.00; award a construction contract to the apparent low bidder, Beador Construction Company, Inc., in the amount of $1,682,299.40; and authorize the Mayor and the City Clerk to execute the Public Works Agreement.
