RECOMMENDATION:
1. Adopt plans, specifications, and working details for the Slurry Seal Project, City Project
No. 16-13.
2. Award a construction contract to Roy Allan Slurry Seal, Inc., 11922 Bloomfield Avenue,
Santa Fe Springs, CA 90670, in the amount of $543,097.75.
3. Authorize the Mayor and the City Clerk to execute the Public Works Agreement.
BACKGROUND:
The Citywide Street Maintenance Project consists of three distinct phases of work:
Phase 1: Parkway and Concrete Repair Project — includes localized repair of damaged
curb, gutter, sidewalk, cross -gutters, driveways, and new sidewalk construction.
Phase 2: Street Rehabilitation Project — includes asphalt concrete mill and overlay of the
roadway.
Phase 3: Slurry Seal Project — includes application of a surface coating and sealing of
the roadway.
The renewed Measure M (M2) funding program requires that cities in Orange County maintain a
uniform approach to rating and evaluating streets utilizing a standardized Pavement Management
Program. Based on pavement analysis recommendations and field review, staff prepared a
priority list and recommendations of streets to be repaired. These recommendations were
included in the scope of work for the Citywide Street Maintenance Project.
The streets proposed for slurry seal maintenance under the Citywide Street Maintenance
Project are located in the following neighborhoods, included as Attachment 1:
• South Coast Metro Neighborhood bounded by Sunflower Ave to the North, South Coast
Drive to the South, Fairview Road to the West, and Bear Street to the East;
• Eastside Neighborhood bounded by Mesa Drive to the North, Santa Isabel Avenue to
the South, Newport Boulevard to the West, and the Easterly City limits to the East
ANALYSIS:
The overall scope of the Citywide Street Maintenance Project includes the removal and
reconstruction of damaged pavement sections, milling and overlaying with new asphalt, and
reconstruction of damaged parkway improvements over the project limits. Part of the work also
includes the application of a Type II slurry seal pavement coating, and the replacement of traffic
markings, striping, and traffic control. The scope of this contract (Slurry Seal Project, City Project
No. 16-13) covers the application of slurry seal coatings and traffic markings only. The contractor
is required to complete all of the tasks necessary to perform the work as outlined in the contract
documents.
The City Clerk received and opened five (5) bids for this project on June 13, 2017. Roy Allan
Slurry Seal, Inc. was the apparent low -bidder with a bid proposal of $543,097.75 and is
recommended for acceptance. The Engineer's estimate was $543,150.00; and the average of
the five (5) bids received amounted to $579,785.26. An analysis of the bids indicates that this
apparent low bidder submitted a proposal that is less than one percent (1%) lower than the
Engineer's estimate. The Bid Abstract is included as Attachment 2.
The license and references of Roy Allan Slurry Seal, Inc. were checked and staff has found them
to be in good standing. Roy Allan Slurry Seal, Inc. has successfully completed slurry seal projects
in other Cities, including City of Rancho Cucamonga and City of Palm Desert, within the past 2
years.
ALTERNATIVES CONSIDERED:
The alternative to this Council action would be to reject all of the bids and rebid the project. Staff
believes that rebidding the project will not result in lower bids.
FISCAL REVIEW:
Funding for this project has been budgeted with Capital Improvement, Gas Tax, and Measure M
Funds.
LEGAL REVIEW:
Roy Allan Slurry Seal, Inc. has furnished the necessary bonds and insurance, which were
approved as to form by the City Attorney. After the award and subsequent execution of the
contract, a "Notice to Proceed" will be issued.
CONCLUSION:
The City has received bids for the Slurry Seal Project, City Project No. 16-13. Staff has evaluated
all of the bids and recommends that the City Council adopt the plans, specifications, and working
details for said project; award a contract to the apparent low bidder Roy Allan Slurry Seal, Inc. in
the amount of $543,097.75; and authorize the Mayor and the City Clerk to execute the Public
Works Agreement.
