Adopt plans, specifications, and working details for the West Bay Street Improvements, City Project No. 17-06, funded by the Community Development Block Grant (CDBG) program. 2. Award a construction contract to Copp Contracting, Inc., 6751 Stanton Ave. Buena Park, CA 90621, in the amount of $179,149.00. 3. Authorize the Mayor and the City Clerk to execute the Public Works Agreement. BACKGROUND: The West Bay Street Improvements consists of the removal and reconstruction of damaged pavement sections; milling and overlaying with new asphalt; utility adjustments; implementation of traffic control; the replacement of lane markings, stop bars, legends, traffic loops and raised pavement markers (RPMs) as well as other incidental work needed to complete the project in accordance with the contract documents. The limits of work include improvements along West Bay Street from Newport Boulevard to Harbor Boulevard. A map of the project limits is included as Attachment 1. Copies of the project plans, specifications and reports are available for review in the Public Services Department and on the City's webpage at costamesaca.gov. ANALYSIS: The City Clerk received and opened seven (7) bids for this project on May 16, 2017. Copp Contracting Inc. was the apparent low bidder with a bid proposal of $179,149.00. The Engineer's estimate was $290,900.00; and the average of the seven (7) bids received amounted to $208,628.17. An analysis of the bids indicates that the apparent low bidder submitted a proposal that is approximately 61% lower than the Engineer's estimate. The variance between the low bidder and the Engineer's estimate may be attributed to the highly competitive conditions prevalent for this type of work at this time. The Bid Abstract is included as Attachment 2. The license and references of Copp Contracting Inc. were checked and staff has found them to be in good standing. Copp Contracting Inc. has successfully completed other City projects, including the 2013-2014 (CDBG) Wallace Avenue Improvements from 1911 Street to Hamilton Street, City Project No. 14-03. ALTERNATIVES CONSIDERED: The alternative to this Council action would be to reject all the bids. If all the bids are rejected, the City would need to re -advertise or cancel the project. Staff believes that re -advertising will not result in lower bids. FISCAL REVIEW: Funding for this project has been budgeted from the Community Development Block Grant (CDBG) funds appropriated in Fiscal Year 2015-2016. LEGAL REVIEW: Copp Contracting Inc. has furnished the necessary bonds and insurance, which were approved as to form by the City Attorney. After the award and subsequent execution of the contract, a "Notice to Proceed" will be issued. CONCLUSION: The City has received bids for the West Bay Street Improvements, City Project No. 17-06. Staff has evaluated all of the bids and recommends that the City Council adopt the plans, specifications, and working details for said project; award a contract to the apparent low bidder, Copp Contracting Inc., in the amount of $179,149.00; and authorize the Mayor and the City Clerk to execute the Public Works Agreement.
