Reject all bids. 2. Authorize staff to re -advertise the project. BACKGROUND: City staff received requests from residents to close off arterial wall openings at various locations along Victoria Street and on Fairview Road in order to mitigate illicit activities that were allegedly occurring around these areas. On July 7, 2015, City Council approved the request to close off wall openings at the following locations along Victoria Street: Puente Avenue (north side of Victoria Street), Raleigh Avenue (north side of Victoria Street), and Sterling Avenue (south side of Victoria Street). On February 16, 2016, additional wall openings were added to the project at the following locations: Raleigh Avenue (south side of Victoria Street), Meyer Place (north side of Victoria Street), Wallace Avenue (south side of Victoria Street), Miner Street (north side of Victoria Street), and Dorset Lane at Fairview Road. The location of the wall openings is shown in Attachment 1. ANALYSIS: Public Services Department requested construction bids for the closure of the above eight (8) cul-de-sac wall openings along Victoria Street and Fairview Road. The scope of work included demolition of existing sound wall obstructions, curb and gutter, sidewalks; and the construction of new, reinforced masonry -block sound walls, wall foundations, sidewalks, curb and gutter, and other work required to properly transition to the new improvements. On May 9, 2017, the City Clerk received and opened one (1) bid for this project. The apparent low bidder, EBS General Engineering, Inc., submitted a base bid of $250,920.00 (Attachment 2). The total cost of the bid was 197% greater than the Engineer's estimate of $127,012.00. It is estimated the increased bid cost was due to the lack of bidding contractors attributed to the highly competitive conditions in the construction industry at the timing of bid. Since the apparent low bidder's price exceeds project funding, staff recommends that the City Council reject all bids and authorize staff to re -advertise. ALTERNATIVES CONSIDERED: One alternative to this recommendation is for City Council to award the contract. However, this will require additional funding. Staff does not recommend this action as re -advertising the project may result in more competitive bids. Another alternative is to cancel the project. However, the City Council has previously approved the concept of this project and cancelling it would override previous Council action. FISCAL REVIEW: There is no fiscal impact at this time if all bids are rejected and the project is re -advertised as recommended. Construction funding for this project in the amount of $142,600.00 is available from the City's Capital Improvements Fund approved in Fiscal Year 2016-17. LEGAL REVIEW: California Public Contract Code Section 20166 allows the legislative body, at its discretion, to reject any and all bids presented and to re -advertise the project. CONCLUSION: It is recommended that the City Council reject all bids; and authorize staff to re -advertise the project.
